WORK SESSION MINUTES —APRIL 24, 2001

WORK SESSION:
Session opened at 3:33pm by Mr. Al Thomason.
Approval of Agenda
Mr. Al Thomason moved to approve the agenda. Motion passed 4 -0.
Approval of Minutes
Mr. Al Thomason moved to approve the minutes for March 6, 2001 and March 20, 2001.
Motion passed 4 -0.
Approval of Consent Agenda
Mr. Al Thomason moved to approve the consent agenda for May 1, 2001. Motion
passed 4 -0.
Carvins Cove Community Plan Conformity: City of Roanoke -- Carvins Cove
Parking Lot
Terry Harrington presented the Carvins Cove Parking Lot information. The County has
reviewed and approved the plans for the Parking Lot. The City would like to go through
the process again and is requesting more time. EH is requesting a continuation with the
location discussion. There is parking along the road now. Botetourt County Police do
not have the manpower to respond to that area so EH has suggested that the Roanoke
County Police Department could respond. Terry Harrington will talk with Phil Shermer
tomorrow and depending on his response, may send a letter out to delay the meeting.
Roger Holnback, Southern Regional Representative of the Appalachian Trail
Conference Land Trust was introduced to the Commissioners and staff.
Discussion of Mountain Ridge Development Ordinance
Janet Scheid presented the Mountain Ridge Development Ordinance Information.
There was a presentation of various topography maps showing that +1- 30% of the
county would be affected by this ordinance. David Holladay presented additional maps.
Janet S. explained the staff's ideas on the "Major Goals to Achieve" consisting of:
1) Reduce Residential Density on high elevations and steep slopes (Aesthetic)
2) Minimize Grading on steep slopes (Scientific)
3) Minimize "Cut & Fill"
4) Minimize Development "Cell Tower"
5) Minimize Tree Loss
(Maps: Elevations overlaid on property maps, i.e. how many lots @1,500, 2,000'&
2500'— average size of lots)
The staff's ideas on the Issues /Things to Ponder consisting of:
1) Single House or only subdivisions? Subdivision ordinance revisions or zoning
ordinance revisions? Existing lots or only new lots?
2) Forestry Implications or Not — Tree loss, VDOF -- brush issues
3) Tax Incentives — Agriculture /Forestry Tax Breaks — Tax Abatement for
conservation easements
The staff's ideas on the Possible Solutions consisting of:
1) Cluster @ lowest elevations & lowest slopes of site
2) Development of defined ridgetops
3) No new subdivision of land without building site > defined as not on ridgeline and
not within "X" number of feet of ridgeline, existing slope of < "X"
Define Federally Owned land.
Janet S. will be making a presentation to the BOS Work Session on May 8, 2001.
Resolution of On -Road Greenway Priorities
David Holladay presented an On -Road Greenway resolution for approval by the
Commission and signature. Don Witt moved to approve and sign, Todd .Ross
seconded. Al Thomason signed the ordinance.

AI Thomason made the motion to move the time for the May 1, 2001 Planning Session
from 3:30pm to 3:00pm. The motion was approved.
