Call to Order
Ms. Hooker called the meeting to order at 6:07 p.m.
' Approval of Agenda
Mr. Woltz made a motion to approve the agienda, which passed 4-0.
Approval of Minutes
Mr. James made a motion to approve the minutes of May 6, 2014„ and May 20, 2014
which passed 4-0.
Election of Vice-Chairman
Ms. Hooker opened the floor for nominations of vice-chairman for the remainder of the
2014 calendar year. Ms. Hooker nominated Mr. Marrano. No other nominations were
received and the commission voted 4-0 for Mr. Marrano as vice-chairman for the
remainder of 2014.
Planning Commission Records Online
Mr. Thompson provided a brief overview of the records online. Mr. Thompson and the
Commissioners reviewed the Planning Commission website, including searching
archived meeting minutes and packets. He stated more information will be available on
the website in the future.

Route 221 Waterline Extension Analysis
Mr. Thompson provided a brief history of the Route 221 Waterline Extension project.
He stated areas along the corridor have had water quality and quantity issues, including
Forest Edge and Carriage Hills subdivisions. Ms. Wood provided a PowerPoint
presentation regarding the waterline analysis, including area zoning and future land use
designations. She reviewed Western' Virginia Water Authority calculations of road
frontage compared to acreage, including implementation of a 500 foot buffer from Bent
Mountain Road. Mr. Thompson discussed public waterline access regulations and fees.
Mr. Thompson, Ms. Wood, and the Commissioners discussed current water quality and
quantity issues, including issues affecting the schools. They discussed gross acreage,
allowable lots within the acreage, and topographical issues. Ms. Wood discussed the
percentage of vacant and existing lots within and outside the subdivisions. She stated
more information could be viewed on the County's website at

Mr. Woltz suggested revising current road standards due to topographical issues of the
area. Mr. Thompson and the Commissioners discussed potential impacts from
development and stormwater management regulations. Mr. Thompson and Ms. Wood
discussed the proposed timeline for placing the project on the Capital Improvement
Plan. Mr. Thompson, Ms. Wood, and the Commissioners discussed concerns regarding
drilling new wells, including findings of the geotechnical study of the area. Mr.
Thompson, noted development of new wells would likely include acquisition, of additional
property. He stated that the proposed waterline would be constructed along the current
right-of-way.
Electronic Packets
Mr. Thompson and the Commissioners discussed the process for acquiring meeting
packets via the website. He stated paper copies of the packets will no longer be
provided beginning in September.

Other Comments
Ms. Hooker thanked Mr. Bedrosian for attending the meetiing.
Mr. Thompson and the Commissioners welcomed Mr. Bower to the Planning
Commission.
Mr. Thompson and the Commissioners discussed the status of the Route 419 Main
Library.
Mr. Thompson reviewed the July 15, 2014 Planning Services News & Notes, including
upcoming meetings and events.
Mr. James stated he will be unable to attend the August 5, 2014 Planning Commission
Work Session.
