Call to Order
Ms. Hooker called the meeting to order at 6:03 p.m.
Approval of Ag�enida
Mr. James made a motion to approve the agenda, which passed 5-0.
Cir me Prevention Through Environmental Design
Officer Richard Crosier, Roanoke County Police Department, discussed Crime
Prevention Through Environmental Design {OPTED), includingi a brief history of the
program and the security assessment process. He discussed the importance of
security assessment of areas, including tree and shrub height, lighting, and signage.
He discussed using the environment to improve security, including mowing grass,
removing graffiti, and repairing broken windows in order to prevent criminal activity. He
discussed security measures including lighting, cameras, and locks. He discussed the
importance of lighting design in order to have complete sight of the building. He stated
directing lighting downward can prevent light pollution in the night sky. Officer Crosier
and the Commissioners, discussed the use of directional signage to control access to
buildings.
Outdoor Lighting
Mr. John Goss provided a PowerPoint presentation regarding various types of outdoor
lighting and the effect on the environment. He discussed various types of light pollution.
He discussed shielding lighting and pointing lighting to the ground in order to prevent
light from being directed into the night sky. He stated LED signs are potential brighter
and create more glare. He discussed the colors of various types of lighting, noting
warmer colors are better than, cooler colors of lighting. He stated some (lighting can be
harmful to human health by disturbing sleep. He stated lighting can also impact wildlife

especially migratory birds. He discussed placing limits on the brightness of LED signs.
He discussed the cost and effectiveness of dusk to dawn lights, noting the light should
be shielded to direct the light to the ground. Mr. Goss discussed FBI criminal statistics,
noting more criminal activity occurs during daylight hours. He stated glare has been
linked to melatonin decrease, depressed immune system, and possible cancers. He
discussed the importance of having the correct amount of light in the proper place at the
optimum time.
Mr. Goss and the Commissioners discussed commercial lighting. They also discussed
the use of LED lighting.
Residential Chicken Keepinq
Mr. Thompson, Ms. Kuhnel, and Ms. Wood discussed researching the application of a
sliding scale for residential chicken keeping. Ms. Wood provided a comparison of lot
sizes in both residential and agricultural areas. She stated the Hollins district does not
have any agricultural zoned areas. She stated Vinton does not have any active
residential chicken permits. She discussed chicken coop structures, noting building
permits are not required until the square footage meets or exceeds 266 square feet.
She noted the roof is counted as part of the square footage. Mr. Thompson stated
standards are included on the zoning permit application. Mr. Thompson and the
Commissioners discussed developing a sliding scale, including lot size and the number
of chickens to be allowed within residential zoning. Mr. Thompson also compared
regulations in both residential and agricultural zoning districts. Mr. Thompson, Ms.
Kuhnel, and the Commissioners discussed enforcement issues regarding creating
design guidelines of chicken coops.
The consensus of the Commission was to allow six chickens for parcels less than or
equal to 20,000 square feet, allow one additional chicken per each additional 10,000
square feet with a maximum of twelve chickens, and roosters are not permitted.

Other Comments
Mr. Thompson stated a Route 221 Waterline Extension Community Meeting with be
held on September 30, 2014 from 4:00 p.m. to 8:00 p.m. at Back Creek Elementary
School.
Mr. Thompson announced Ms. Mary Zirkle has accepted a position with the Town of
Buchanan.
With no further business or comments, Ms. Hooker adjourned the meeting at
7:43 p.m.
