Call to Order
Ms. Hooker called the meeting to order at 7:00 p.m. She gave the invocation and led the
pledge of allegiance.
Approval of Agenda
Mr. Bower made a motion to approve the agenda, which passed 5-0,.

Mr. Marrano made a motion to approve the minutes of August 5, 2014, and August 119,
2014, which passed 5-0.
Consent Agenda
There are no public hearings scheduled for October 7, 2014,
Public Hearings
1. The petition of Ibnsina Karkenny to obtain a special use permit to expand the
square footage of an existing convenience store by 10 percent or greater in a AV,
Agricultural/Village Center, District, on approximately 1. 15 acres, located at 2938
Jae Valley Road, Vinton Magisterial District. Mr. Thompson presented the staff
report, including a brief history, surrounding zoning, and future land use of the
property. He stated the request is consistent with Comprehensive Plan and the
AV district, noting the total square footage is (limited to 3,000 feet.
Mr. James inquired about parking requirements. Mr. Thompson discussed this
issue. Mr. James inquired about the concept plan, including entrances, use of
the additional space, and buffering. Mlr. Thompson stated the petitioner plans to
use the additional space for storage, noting any reconfiguration of the property
entrances will be addressed by VDOT during site plan review process. Mr.

Thompson discussed buffering requirements, noting existing buffering does meet
County requirements.
Mr. Ibnsina Karkenny stated he does not plan to operate a restaurant at the site.
He stated he plans to use the building for storage of inventory. He stated his wife
may operate a gift shop within the building. He discussed stormwater
management of the property. Mr. Marrano inquired about sufficient parking. Mr.
Thompson discussed this issue.
Ms. Hooker opened the public hearing for public comment.
With no citizens requesting to speak, Ms. Hooker closed the public hearing.
Mr. James made a motion to recommend approval of the request.
Mr. Thompson called the roll and the motion passed (5-0) with the following vote:

2. The petition of Tracy Bryant to amend special use permit conditions to operate a
garden center in a AVS, Agricultural/Village Center, District with a special use
permit on a 0.763—acre portion of an approximately 1.94 -acre parcel, located at
7796 Bent Mountain Road, Windsor Hills Magisterial District. The amended
conditions would allow for the addition of a propane filling station to the existing
garden center. Ms. James presented the staff report, including the concept plan
and proposed conditions.
Mr. Marrano inquired about revision of condition #9. Mr. Thompson and Ms.
James discussed the proposed changes to the condition. Mr. Marrano inquired
about the location of the floodway area and fire and rescue issues. Ms. James
discussed this issue, noting issues regarding the floodway and fire and rescue
will be addressed during the building permit process. Ms. James and the
Commissioners discussed safety issues regarding nearby residences and
businesses.
Mr. Tracy Bryant discussed stormwater management and safety issues regarding
installation of the tank. He stated the tank will be the same type of propane tank
used for residences. Mr. Marrano suggested protecting the tank by constructing
concrete posts around the tank to prevent accidental damage from vehicles. Mr.
James concurred about the importance of protecting the tank from potential
damage.
Ms. Hooker opened the public hearing for public comment.

Mr. Woltz made a motion to recommend approval of the request with the
following conditions:
1. The ten -foot planting strip shall be provided adjacent to Bent Mountain Road
right-of-way. Within the planting strip, one small evergreen tree shall be
planted ever ten linear feet. The landscaping requirements shall comply with
the requirements contained in Section 30-92.
2. There shall be no sale or storage of fertilizers or pesticides on the site. The
sale of storage of petroleum products on site shall be limited to the propane
filling station.
3. As part of site plan review the limits of the FEMA designated flood way shall
be established by a Virginia licensed surveyor or engineer and permanently
marked on the ground.
4. No equipment or products shall be stored in the FEMA designated flood way.
5. As a part of site plan review a Virginia licensed engineer shall prepare a plan
designed to prevent bulk products stored from encroaching into the FEMA
flood way.
6. No temporary portable signs may be used on the property.
7. Only a monument sign shall be used as a freestanding sign. The sign shall
have a maximum height of seven feet and no greater then 28 square feet of
copy area.
8. There shall be no grinding, chipping or processing of mulch, raw wood or
other product on the site.
9. There shall be no wholesale distribution from the site.
Mr. Thompson called the roll and the motion passed (5-0) with the following vote:

Final Orders
1. The petition of Airport Road Holdings II, LLC to amend the proffered conditions
including the Masterplan in a R -4C, High Density Multi -Family Residential
Development District with conditions for the Suncrest Community, a residential
development with a maximum of 115 dwelling units, located on approximately
6.656 acres near 6044 Peters Creek Road, Hollins Magisterial District. The
amended proffers and Masterplan would replace 36 townhomes with 36 multi-
family dwelling units (apartments) which would result in all the residential units
being multi -family dwelling units (apartments) was approved by the Board of
Supervisors at a Public Hearing on May 27, 2014.

With no citizens requesting to speak, Ms. Hooker closed the citizen comment period.

Mr. Thompson provided an update on the petition of Corporate Property Services, Inc.

Mr. James, Mr. Bower, and Mr. Woltz complimented Mr. Thompson on his presentation
at the Certified Planning Commissioners' Class which they attended.
Mr. Thompson stated a Community Meeting regarding the Route 221 Waterline Extension
has been scheduled for September 30, 2014.
Mr. Thompson reminded the Commissioners that the November and December Planning
Commission meetings will be held on Mondays.
With no further business or comments, Ms. Hooker adjourned the meeting at 7:30 p.m.
