Call to Order
Ms. Hooker called the meeting to order at 4:05 p.m.
Approval of Agenda
Mr. Marrano made a motion to approve the agenda, which passed 5-0.
Approval of Minutes
Mr. Bower made a motion to approve the minutes of September 2, 2014, which passed
5-0. Mr. James made a motion to approve the minutes of September 16, 2014, which
passed 5-0.
Consent Agenda
Ms. Pattisall provided an overview of the Bonsack Baptist Church Trustees and Union
First Market Bank petition, including a brief (history of the property, current zoning, and
future land use designation. Mr. Thompson, Ms. Pattisall, and the Commissioners
discussed the proposed removal of existing proffers.
Ms. James provided an overview of the IYS XXII, LC petition, including current zoning,
future land use designation, and surrounding businesses. Ms. James and the
Commissioners discussed the concept plan for the treatment and counseling center. Ms.
Kuhnel, Ms. James, and the Commissioners discussed proposed treatment types and
level of care at the facility. Ms. James stated that a Community Meeting has been
scheduled on October 23, 2014, at 6:30 p.m. in Burlington Elementary School.
Mr. Woltz made a motion to approve the consent agenda, which, passed 5-0.

There were none.
Commissioners' and Staff Comments
Mr. Thompson and the Commissioners discussed the upcoming site visits for the of
Bonsack Baptist Church and Union First Bank petition and IYS XXII, LC petition.
Mr. Thompson and the Commissioners discussed the Route 221 Waterline Extension
Community Meeting. Mr. Thompson stated more information regarding citizen feedback
will be provided at the next work session.
With no further business or comments, Ms. Hooker adjourned the meeting for site viewing
at 4:25 p.m.

Ms. Hooker reconvened the meeting at 6:40 pm.
Re Tonal Surface Transportation Program RSTP Grants
Mr. Holladay provided a brief history of various RSTP funded projects, including
Plantation Road improvements and the addition of sidewalks along Route 460 West. He
discussed the collaboration of adjoining localities in order to fund area -wide projects. He
discussed other funding methods including Transportation Alternatives (TA) funding.
Mr. Holladay discussed requested RSTP projects, including Exit 140 Park and Ride. He
reviewed the concept plan, including a total of 236 parking spaces, bus shelter, bicycle
racks, and landscaping. He discussed sidewalks and stormwater management. He
stated the VDOT Design Public Hearing will be held on October 16, 2014 from 5:00-7:00
p.m. at VDOT's Salem District Office, 731 Harrison Avenue.
Mr. Holladay discussed the Plantation Road Project - Lila Drive Traffic Signal and Road
Construction, including a traffic signal, signage, and crosswalks. He discussed Lila Drive
road construction, including entrance changes for some nearby businesses. Mr. Holladay
and the Commissioners discussed maintenance options of the road after construction.
Mr. Holladay discussed West Main Street Pedestrian Improvements - Phases 2 and 3,
including construction of sidewalks from Fort Lewis Elementary School to Glenvar Library.
He stated the City of Salem has written a letter of support for this application. Mr. Holladay
and Ms. Cronise discussed the proposed timeline and improvement of connectivity of
sidewalks for area businesses. Mr. Thompson discussed the need to have public
involvement in the remainder of the project, including lighting and landscaping, and
connectivity of sidewalks and trails.
Ms. Cronise discussed the Plantation Road Project - Friendship/Carvins Creek Bridge
Replacement, which will connect Plantation Road to the new segment of Tinker Creek
Greenway. She discussed the Plantation Road Project - Friendship Lane Reconstruction,

which will include road construction and pedestrian and bicycle accommodations. Ms.
Cronise discussed the Plantation Road Project - Phase 2, which includes the installation
of remaining sidewalks, shared use path, curb and gutter, and pedestrian signals at
Friendship Lane and Gardner Drive. She also discussed utilities relocation plan. Ms.
Cronise provided an update on the Plantation Road Project - Phase 1, noting a
Community Meeting has been scheduled for November 20, 2014, from 5:00-7:00 p.m. at
Country Inn Suites, 7860 Plantation Road.
Ms. Cronise discussed the Tinker Creek Greenway Trail Connectivity Planning Study.
She stated the process will include a joint application with Botetourt County, Roanoke
City, and Roanoke County. She reviewed the RSTP process and timeline.
2005 Comprehensive Plan (Chapter 3)
Mr. Thompson reviewed Chapter 3 Land Use Issues portion of the Comprehensive Plan.
He discussed reorganizing the flow of the plan. He stated the four main components are
the Vision Statement, Resource Preservation, Community Facilities, and Land Use. Mr.
Thompson and the Commissioners discussed the need to continually encourage citizen
participation, including people with disabilities and high school students. He discussed
integrating community planning areas into the housing section. He suggested including
the Quality of Life section as part of the visioning process with citizen input. Mr.
Thompson and the Commissioners discussed the relevance of issues within the various
sections of the plan. Mr. Thompson discussed the Regionalism section including the
effect surrounding jurisdictions have on the County. Mr. Thompson discussed the
importance of understanding the current housing and economic development markets.
Mr. Thompson and the Commissioners discussed quality of life being a regional issue.
They discussed the importance of involving the private sector and providing incentives
for development. Mr. Thompson noted staff will need continual guidance from the
Commission regarding revisions of the plan.
Final Orders
1. The petition of Ibnsina Karkenny to obtain a special use permit to expand the
square footage of an existing convenience store by 10 percent or greater in a AV,
Agricultural/Village Center, District, on approximately 1. 15 acres, located at 2938
Jae Valley Road, Vinton Magisterial District was approved by the Board of
Supervisors at a Public Hearing on September 23, 2014.
2. The petition of Tracy Bryant to amend special use permit conditions to operate a
garden center in a AVS, Agricultural/Village Center, District with a special use
permit on a 0.763—acre portion of an approximately 1.94 -acre parcel, located at
7796 Bent Mountain Road, Windsor Hills Magisterial District. The amended
conditions would allow for the addition of a propane filling station to the existing
garden center was approved by the Board of Supervisors at a Public Hearing on
September 23, 2014,

Ms. Wood and the Commissioners discussed the Route 221 Waterline Extension
Information Meeting. She noted many comments were received from meeting
attendees.
Mr. Thompson stated a groundbreaking event will be held on October 23, 2014,
regarding the Edward Rose development. Mr. Thompson, Ms. Wood, and the
Commissioners discussed the increased need for apartments within the County.
Mr. Thompson updated the Commissioners on the hiring status of Planner I and Planner
II positions.
With no further business or comments, Ms. Hooker adjourned the meeting at 8:39 p.m.
