Route 221 Plan Amendment Community Meeting Ms. Wood provided a PowerPoint presentation regarding the Route 221 Waterline Extension Community Meeting held on September 30, 2014, including citizen notification statistics and informational meeting handout with maps. Ms. Wood stated citizens would not be required to connect to the waterline system. Mr. Thompson discussed the history of this issue. She reviewed citizen comments, noting 91 % of the comments indicated they are in favor of the waterline extension. Mr. Marrano discussed the importance of developing greenways and suggested constructing a greenway alongside the waterline extension. Mr., Thompson, Ms. Wood, and Ms. Cronise discussed this issue. Ms. Wood provided a tentative timeline for the project. Mr. Thompson and the Commissioners discussed both development and protection of ridgelines. Comprehensive Plan Review Mr. Thompson provided a PowerPoint presentation, including a broad overview of Chapter 3 — Land Use Issues and Chapter 4 — Community Facilities. He stated land use issues include Design Guidelines, Economic Development Plan, and Growth Management and Capital Facilities Planning. He noted the main components of the Page 1 of 3 ROANOKE COUNTY PLANNING COMMISSION MINUTES OCTOBER 21, 2014 plan are the vision statement, resource preservation, community facilities, and land use. He stated the vision statement includes community -wide themes, such as regionalism, sustainability, community identity, scenic beauty, and quality of life. He discussed the design guidelines, including the purpose and overall guideline/concepts versus future land use classification. He discussed incorporating separate documents into other sections. He discussed improving existing development versus new development. Mr. Thompson stated it is important to have a discussion of the issues in order to determine the value to place on each issue. Ms. Cronise discussed combining current independent guidelines and referencing each document instead of including every document in the plan. Mr. Thompson discussed the Economic Development Plan, including updating information and maps, identifying issues and opportunities, determining economic opportunity areas, and comparing county versus regional and comprehensive plan versus strategic plan. He discussed using land use infrastructure and natural resources for planning guidance. He discussed Growth Management and Capital Facilities Planning, including reviewing and re-evaluating areas and implementation strategies. He discussed the importance of focusing on the future of the County. Mr. Thompson discussed Chapter 4 -- Community Facilities, including parks and recreation, libraries, schools, public safety, utilities, stormwater management, and transportation. He discussed community facilities and infrastructure. He stated other government facilities should be incorporated including courts, social services, and solid waste. He stated many of the community facilities are regional infrastructure systems, including gas, electric, cable, and broadband technology. Mr. Thompson and the Commissioners discussed the Comprehensive Plan process and requirements. Citizens' Comments There were none. Other Comments Mr. Woltz stated a community meeting was being held tonight by the Bent Mountain citizens to discuss the proposed gas pipeline. He stated the citizens are concerned that the pipeline will adversely affect the health and safety of the citizens in the area. He requested support for the citizens from the County regarding this issue. Mr. Thompson and the Commissioners discussed the review comment received from Economic Development regarding IYS XXII, LC. The Commissioners requested that a representative from Economic Development attend the Planning Commission Public Hearing on November 3, 2014. Mr. Marrano inquired about the noise waiver request received from Friendship Manor. Mr. Thompson and the Commissioners discussed the history and details of the request. Mr. Bawer inquired about having a joint meeting with Roanoke City Planning Commission. Mr. Thompson and the Commissioners discussed this issue. Staff and the Commissioners discussed the history of the petition, current zoning of the property, proposed use of the property, and current by -right uses of the property. They also discussed the petitioner's facility which is located in the Richmond area. Ms. Cronise discussed the meeting regarding Brambleton Avenue Merchants which was held recently in conjunction with Economic Development staff. She stated businesses were supportive of forming a network. She stated topics discussed included signage, landscaping, and pedestrian and bicycle accommodations. Ms. Cronise stated a VDOT Design Public Hearing regarding the Plantation Road Improvement Project, will be held on November 20, 2014 from 5:00 p.m. to 7:00 p.m. at Country Inn Suites. Mr. Thompson stated a Community Meeting regarding the petition of IYS XXII, LC will be held on October 23, 2014, at 6:30 p.m. in Burlington Elementary School. Mr. Thompson stated an informational meeting regarding the noise waiver request received from Friendship Manor will be held on October 27, 2014, at 6:30 p.m. in the South County Library.
