Call to Order
Ms. Hooker called the meeting to order at 6:08 p.m.
Approval of Agenda
Ms. Hooker made a motion to approve the agenda, which passed 5-0.
2015 Planning Commission Meeting Schedule
Mr. Thompson, and the Commissioners discussed the 2015 Planning Commission
Meeting Dates. The consensus of the Commission was to approve the schedule, noting
they would liike to reserve the ability to add a special meeting with other localities if a
relevant issue arises.
Mr,. James discussed the Governor's Transportation Conference he recently attended.
He stated they discussed views and trends of the future according to the desires of the
millennial generation, including higher density with the ability to bicycle, walk, or share a
vehicle to get to work. He discussed trends in population, noting the elderly population
percentage, is increasing. Mr. Thompson and the Commissioners discussed these
issues. They also discussed schedulling meetings with other County department
representatives and outside agencies when needed for educational purposes.The
consensus of the Commission was to reserve the ability to add meetings as needed to
the 2015 schedule.
Mr. Marrano made a motion to approve the 2015 meeting schedule, which passed 5-0.
Possible Zoning Ordinance Amendments
Mr. Thompson and the Commissioners discussed the definition of health services. Mr.
Thompson suggested inviting a social services representative to a Planning
Commission meeting to review the health services system. Mr. Thompson and the

Commissioners briefly discussed the November 3, 2014 Planning Commission Public
Hearing. Mr. Thompson suggested reviewing zoning maps and allowable uses within
each district. Mr. Thompson and the Commissioners discussed procedural issues
regarding amending the Zoning Ordinance.
Mr. James made a motion to research amending the Zoning Ordinance which applies to
elderly and youth services, which passed 5-0.
Comprehensive Plan Review (Chapter 5)
Mr. Thompson discussed the Resource Preservation portion of the Comprehensive
Plan, noting natural resources have no boundaries. He discussed Community -Wide
Themes, including regionalism, sustainability, community identity, scenic beauty, and
quality of life. He provided a brief overview of resource preservation, including open
space, greenways, Roanoke River, soils, historic resources, mountains and ridgetops,
agricultural resources, Blue Ridge Parkway, and Appalachian National Scenic Trail. He
stated individual community plans will include stream slcreekslwatershedslfloodpIains,
topography/slope, geologic features/mountains, soils/soil suitability/karst, flora/fauna
(wildlife/vegetation), historic resources/history, Blue Ridge Parkway, and viewsheds.
He discussed natural and cultural resources, including air and water, land, and
cultural/scenic resources. He stated air quality is not included in the current plan but
impacts transportation funding. He reviewed Land Resources such as soils,
topographylslope, geologic features, floralfauna, land cover, open space, and karst. Mr.
Thompson reviewed the Cultural Scenic Resources, including historic resources, scenic
resources, and agricultural/rural resources. Mr. Thompson and the Commissioners
discussed agricultural resources and implementation strategies regarding protection of
agricultural resources. They discussed creating appropriate options which would
protect the rights of landowners. They discussed developing strategies regarding visual
clutter. They also discussed the importance of acquiring citizen input when determining
the viewsheds.

Other Comments
Mr. Thompson and the Commissioners discussed staff recommendations and
procedural issues regarding land use applications.
Mr. Thompson, Ms. Wood, Ms. Kuhnel, and the Commissioners discussed the
upcoming Morgan Ventures, LLC petition. Mr. Thompson stated a Community Meeting
will be held on December 4, 2014, at 6:30 p.m. in the Bonsack Elementary School
Cafeteria. He stated the balloon test will be conducted at the site on Saturday,
December 6, 2014, at 10:00 a.m.
Mr. Thompson provided information regarding upcoming Mountain Valley Pipeline
Community Open Houses. Mr. Thompson, Ms. Kuhnel, and the Commissioners
discussed this issue.

Mr. Thompson informed the Commissioners that the State of the County Address will be
held on December 3, 2014, at Green Ridge Recreation Center. He stated the County
luncheon is scheduled for December 17, 2014, from 11:00 a.m. to 2:00 p.m.
Mr. Thompson stated the next Brambleton Merchants meeting is scheduled for
December 11, 2014, at 9:00 a.m. in the Brambleton Center Gymnasium.
Mr. Thompson stated the Plantation Road Project Design Public Hearing/Open House is
scheduled for November 20, 2014, from 5:00 p.m. to 7:00 p.m. at Country Inn and
Suites, 7860 Plantation Road.
With no further business or comments, Ms. Hooker adjourned the meeting at 7:45 p.m.
