Call to Order
Ms., Hooker called the meeting to order at 6:05 p.m.
Approval of Agenda
Mr. Marrano made a motion to approve the agenda, which passed 4-0.
Approval of Minutes
Mr. Bower made a motion to approve the minutes of November 3, 2014, and November
17, 2014, which passed 4-0.
Consent Agenda
Ms. Wood provided an overview of the Morgan Ventures, LLC petition, including the
proposed use, current zoning, and future land use designation. She reviewed the vicinity
distances and concept plan, noting the property is not located within the floodplain. Ms.
Wood and the Commissioners discussed photos of the balloon test which was conducted
on December 6, 2014. Mr. Thompson, Ms. Wood, and the Commissioners discussed the
proposed tower design.
Ms. James provided an overview the Roger and Deborah Rardin petition, including a brief
history of the property, current zoning, and future land use designation. Mr. Thompson,
Ms. James, and the Commissioners discussed the proposed use of the property,
surrounding zoning, and property access,
Mr. Marrano made a motion to approve the consent agenda, which passed 4-0.

Plantation Road Bicycle, Pedestrian and Streetscape Project
Ms. Cronise provided an update on the Plantation Road Design Public Hearing which was
held on November 20, 2014, at Country Inn & Suites. She reviewed the results of the
surveys distributed at the meeting, including comments regarding gateway signage,
sidewalks, gireenway connectivity, and pedestrian safety issues when crossing Plantation
Road. She discussed methods used for citizen outreach. She discussed the overall
concept plan for Phase 1 - Williamson Road to Gander Way/Friendship Lane, including
a shared use path from Williamson Road to Walrond Drive and sidewalk to Gander Way
on the west side and a sidewalk from Williamson Road to Friendship Lane on the east
side. She stated a pedestrian crosswalk and signs will be installed at the
Gander/Friendship traffic signal. She discussed the Hitech Road and Waldron Drive
intersection improvements. She discussed plans regarding trees, pedestrian lights,
stormwater management, retaining walls, and utility relocations. She discussed the photo
simulation at Plantation Road and Lila Drive, Gateway Rendering Exhibit, and Planting
andl Furnishing Palette Exhibit. Ms. Cronise discussed the Design Features of Note,
including stormwater management regulations and installation of retaining walls. She
reviewed additional Plantation Road projects, including Lila Drive traffic Signal and road
reconstruction, Friendship Lane/Carvin's Creek Bridge replacement, Friendship Lane
reconstruction, and other remaiining improvements. She stated exhibits may be accessed

Comprehensive Plan Review (Chapter 6 and Chapter 71
Mr. Thompson discussed Chapter 6 - Future Land Use Guide, noting much of the content
was created in 1985. He reviewed the Land Use Designations, including conservation,
rural preserve, rural village, village center, neighborhood conservation, development,
transition, core, and principal industrial. He stated many of the sections need to be
reviewed and revised to be more responsive to community/area plans, including Mount
Pleasant Community Plan, Hollins Area Plan, and Glenvar Community Plan. Mr.
Thompson and the Commissioners discussed Land Use Determinants, including existing
zoning, utility availability, and water and sewer service and supply. Mr. Thompson
discussed Land Use Policies, including resource preservation, design, neighborhoods,
community facilities, transportation, open space, greenways, and economic development.
Mr. Thompson reviewed Chapter 7 — Planning Area Analysis, including County -wide
neighborhood themes and concerns, and community values, resources, and general
policies. He discussed County -wide Themes and Concerns, including land use, public
facilities, and resources. He discussed Community Planning Areas, including community
values, key resources, and general policies. He discussed the main components of the
Comprehensive Plan, lincluding vision statements,, resource preservation, land use, and
community facilities. He stated Community -wide Themes for Vision Statements include
regionalism, sustainability, community identity, scenic beauty, and quality of life. Mr.
Thompson and the Commissioners discussed creating appropriate options which would
protect the rights of property owners.

Final Orders
1. The petition of Bonsack Baptist Church Trustees and Union First Market Bank to
rezone approximately 4.64 acres to remove proffered conditions from property
zoned C-1 CS, Low Intensity Commercial, District with conditions and special use
permit and C-1 C, Low intensity Commercial, District with conditions to construct
additional parking for religious assembly use located near the 5000 block of
Cloverdale Road, Hollins Magisterial District was approved by the Board of
Supervisors at a Public Hearing on November 18, 2014.
2. The petition of IYS XXI I, LC to rezone approximately 8.46 acres from I-1 S, Low
Intensity Industrial, District with special use permit to C -2S, High Intensity
Commercial, District with special use permit for the operation of a halfway house,
located at 5673 Airport Road, Hollins Magisterial District. (Withdrawn by the
petitioner)

Commissioners' and Staff Comments
Mr. Thompson and the Commissioners discussed website access issues.
Mr. Thompson stated the Roanoke County Employees Christmas Luncheon will be held
on December 17, 2014, from 11:00 a.m. to 1:30 p.m. at the Salem Civic Center.
Mr. Thompson stated the Mountain Valley Pipeline Open House will be held on
Wednesday, December 17, 2014, from 5:30 p.m. to 8:00 p.m. at the Salem Civic Center.
Mr. Thompson provided a status update on the vacant Planner I and Planner II positions.
Mr. Thompson provided an update on the Brambleton Area Business Association meeting
which was held on December 11, 2014.
Mr. Thompson stated a letter from Turner Long Construction regarding the concrete slab
placement schedule for Friendship Health & Rehab South is being sent to nearby property
owners.
With no further business or comments, Ms. Hooker adjourned the meeting at 7:22 p.m.
