Call to Order
Ms. Hookercalled the meetingto order at 4:00p.m.
Approval of Agenda
Mr.Jarrellmade a motion to approve the agenda, which passed 5-0.
Approval of Minutes
Mr.Jamesmade a motion to approve the minutes ofApril 1, 2014,as amended, which
passed 4-0-1, with Mr. Woltz abstaining. Mr. Marrano made a motion to approve the
minutes of April 15, 2014, which passed 5-0.
Consent Agenda
There are no public hearings scheduled for June 3, 2014.
Discussion of Corporate Property Services, Inc.
Mr. Thompson and Ms. Pattisall provided a brief update on the petition, including
correspondence from VDOT regarding the revised traffic study. Mr. Thompson and the
Commissioners discussed the revisions, including pavement markings, signage, and
synchronization of traffic lights.
Discussion of Comprehensive Plan
Mr. Thompson provided a PowerPoint presentation, including a brief history of the Plan.
He stated the Plan provides a blueprint for future growth and development of the County,
direction and guidance for decision makers, and the State requires the Plan be reviewed

every five years. He provided a timeline for the development of the 1985Plan, including
development framework guide, future land use guide, resource protection guide, and land
use management guide. He reviewed the development of the 1998 Plan which included
community plan, citizen participation, and ademographic and economic profile of the
county. He stated studies previously approved were incorporated into the Plan including
Route 419 Frontage Development Plan, Roanoke River Corridor Study, Conceptual
Greenway Plan, and Roanoke Valley Regional Stormwater Management Plan.
Mr. Thompson stated the County is comprised of eleven planning areas with boundaries
which are a combination of geographical features, roads, communities, and U.S. Census
Bureau divisions. He discussed updates to the 2005 Plan,including economic
development, growth management and capital facilities planning, stormwater
management, public utilities, and transportation. He discussed Community, Corridor and
Area Plans which have been adopted by the Board of Supervisors as part of the
Comprehensive Plan,including Route 220 Corridor Study, Mount Pleasant Community
Plan, Hollins Area Plan, Route 221 Area Plan, Vinton Area Corridors Plan andGlenvar,
Community Plan. He and the Commissioners discussed the vision statements including
community facilities, land use, and resource preservation.
Mr. Thompson and the Commissioners discussedplansfor the Comprehensive Plan
update includingcreatinga condensed pamphlet discussing the issues and opportunities
of each planning areain order to make it easierfor the public.They discussed the timeline
of the review of the current plan, including receiving input from citizens.
Citizen Comments
There were none.
Commissioners’ and Staff Comments
The Commissioners agreed making the Comprehensive Plan easier to use should be a
primary focus during the process. Mr. Thompson and the Commissioners discussed the
importance of citizen participation from all age groups including students.
Mr. Thompson, Mr. Holladay, and the Commissioners discussed entrance requirements
and access management issues for commercial properties.
Ms. Hooker adjourned the meeting for dinnerat5:12p.m.
EVENING SESSION
Ms.Hooker called the Public Hearing to order at7:00p.m. Mr. Jamesgave the invocation
and led the pledge of allegiance.
Ms. Hooker stated the public comment section of the Planning Commission Public
Hearing regarding Corporate Property Services, Inc. was held and closed on April 1,
2014. She notedthe Board of Supervisors Public Hearing regarding this petition will be
heldonMay 27, 2014.

1.Thepetition of Airport Road Holdings II, LLC to amend the proffered conditions
including the Masterplan in aR-4C, High Density Multi-Family Residential
Development District with conditions for the Suncrest Community, a residential
development with a maximum of 115 dwelling units, located on approximately
6.656 acres near 6044 Peters Creeks Road, Hollins Magisterial District. The
amended proffers and Masterplan would replace 36 townhomes with 36 multi-
family dwelling units (apartments) which would result in all the residential units
being multi-family dwelling units (apartments). Ms. Zirkle presented the staff
report including a brief history of the petitionandproposed amended proffered
conditions.Ms. Zirkle and the Commissioners discussed traffic concerns,
buffering standards,setback requirements, and densityissues.
Mr. Fralin, Airport HoldingsII, LLC, stated the proposed amendment will provide
more greenspace and trafficimpactswill bedecreased.
Ms.Hookeropened the public hearing for public comment.
With nocitizens requesting to speak, Ms.Hookerclosed the public hearing.
Mr.Jarrellmade a motion to recommend approval of the request with the
following amended proffered conditions:
1.The developer hereby proffers substantial conformance with the "Suncrest
Masterplan", prepared by Balzer and Associates, Inc. dated 3/17/2014.
2.The developer proffers a maximum of 115 residential units for the R-4 portion
of the subject property.
3.There will be no vehicular access from Vivian Avenue to the subject parcel.
4.Signage for the Suncrest community will be provided by a monument style sign
not to exceed 8' in height and 15' in width and be in compliance with Section
30-93 Signs of the Roanoke County Zoning Ordinance.
5.Site and parking lot lighting shall be provided utilizing residential post top
mounted fixtures.
6.A 15' buffer yard shall be provided along the eastern property line and a portion
of the northern property line as indicated in Section 30-92-6 of the Roanoke
County Zoning Ordinance.
7.The community walking trail shall be a minimum of 5' in width and be
constructed of asphalt, concrete, or a crushed stone material to be completed
with each residential phase of construction.
8.The developer hereby proffers substantial conformance with the "Suncrest
Multifamily Residential Development Front Elevation", prepared by Balzerand
Associates, Inc. dated 4/15/2014.
9.The only construction entrance for this development shall be from Peters Creek
Road.
Mr. James disclosedthat his firm has a contract with the petitioner but this
request is not a conflict of interest.

Unfinished Business
1. The petition of Corporate Properties Services, Inc. to obtain a special use permit
for a restaurant, drive-in or fast food in a C-1, Low Intensity Commercial, District,
on approximately 1.3825 acres located at 3814 Challenger Avenue, Hollins
(Postponed Action at April 1, 2014 Meeting)
Magisterial District.
Ms. Pattisall provided a brief overview of the petitioner’s proposed revisionsand
VDOT’s report.
Mr. Jarrell inquired traffic impacts with proposed dumpster location and refuse
collection. Mr. Brian Blevins, VDOT, discussed traffic flow when trash trucks are
operating on the site. Mr. James inquired about installation of additional signage
on West Ruritan Road. Mr. Blevins stated VDOT is amiable tothe petitioner
installing signage to watch for turning vehicles and not to block the intersection.
Mr. James noted the right turn lane from West Ruritan Road onto Challenger
Avenue will improve traffic flow. He inquired about signal synchronization. Mr.
Blevins discussed this issue, noting VDOT has spoken with Roanoke City about
future synchronization of the signals.
Mr. Jarrell inquired about dumpster locationon the concept plan. Mr. Gary
Rouse, GBC Design, Inc.,discussed the concept plan, noting Chick-fil-A would
designate the time dumpsters would be emptied. Mr. Jarrell suggested that a
condition be added allowing trash collection only between the between 7:00a.m.
and 7:00 p.m. Mr. James suggested modification of the dumpster pad to improve
aesthetics. Mr. Rouse discussed this issue, noting the proposed location allows
employees to see the dumpster from the drive-thru to insure the gates around the
dumpster are closedto prevent gates from blocking restaurant traffic. Mr. Woltz
inquired about screening around dumpsters. Mr. Rouse stated screening will be
of the same materials as the proposed building.
Ms. Hooker stated VDOT had submitted a written report which will be forwarded
to the Board of Supervisors. She stated citizens maycomment on the petition at
the May 27, 2014 Board of Supervisors Public Hearing.
Mr. Jarrellmade a motion to recommend approval of the request with the
following amended proffered conditions:
1. The site shall be developed in substantial conformance tothe
site plan prepared by GBC Design, Inc. dated 02/04/14 subject
to any revisions required during site plan review.

2. The site shall be developed in substantial conformance to the
architectural renderings titled “Challenger Avenue FSU-
Roanoke, VA Store #03375” subject to any revisions required
during site plan review and building plan review.
3. The dumpster shall only be serviced during the hours of 7:00 a.m. and 7:00
p.m.
Mr. Thompsoncalled the roll and the motion passed (4-0) with the following vote:

Final Orders
1. The petition of State Central Bank to amend the proffered conditions and Planning
and Design documents for Loblolly Mill by amending the sections dealing with trails
and lighting. The Loblolly Mill Planned Residential Development is located on
Sterling Road and is approximately 104.4 acres in size, Vinton Magisterial District
wasapproved by the Board of Supervisors at a Public Hearing on April 22, 2014.
2.The petition of McDonald’s USA, LLC to obtain a special use permit for a
restaurant, drive-in or fast food in the CVOD, Clearbrook Village Overlay District,
on approximately 1.0 acre located at 5347 Franklin Road, Cave Spring
Magisterial Districtwas approved by the Board of Supervisors at a Public
Hearing on April 22, 2014.
3.The petition of Richard and Nancy Koplow to obtain a special use permit to
operate a bed and breakfast in a R-1, Low Density Residential, District, on
approximately 2.35 acres located at 864 Dexter Road, Hollins Magisterial District
was approved by the Board of Supervisors at a Public Hearing on April 22, 2014.
CitizenComments
Mr. Max Byers, 2402 Coachman Circle, stated he was appalled by the process since he
did not know the citizen comment portion of the public hearing had been closed. He
stated the application was not complete at the public hearing. He stated the revisions are
not significant changes. He stated the citizens did not have VDOT’s latest comments
prior to the meeting.
Ms. Hooker stated the Commission closed the Public Hearing at the last meeting and was
listed on the May 6, 2014 Planning CommissionAgenda under Unfinished Business.
Mr. Chris Craft, 1501 East Gate Road, Vice-president of Wildwood Civic League, stated
they are in favor of the petition. He stated the development will bring jobs and revenue
to the area.
Mr. Ron Roop, 1431 West Ruritan Road, discussed safety concerns regarding the
entrance and exit on West Ruritan Road. He stated the sight distance shortage cannot
be mitigated by hash marks and signage.

Ms. Maggie Angell, 2068 Wesvan Drive, stated a written response from VDOT should be
required. She stated she is not anti-business but hoped other locations on Route 460
near Bonsack could be used for development since proposed site is near the gateway to
area.
Commissioners’ and Staff Comments
The Commissioners stated they had reviewed and discussed this petition including
VDOT’s analysis with reports and other supplemental information in order to insure safe
access.
Mr. Thompson stated no applications have been received for June 3, 2014 Planning
Commission Public Hearing.Ms. Hooker made a motion to cancel the June 3, 2014
Planning Commission meeting, which passed 4-0.

Mr.Jarrell made a motion to approve the agenda, which passed 4-0.
Hollins UniversityFocus Groups Meetings
Ms. Cronise and Ms. Cox presented a PowerPointpresentation regarding results of past
and recent Focus Group meetingswith Hollins University students.Ms. Cronise
discussedthe type of development the focus group would like to see, including grocery
stores/drug stores, restaurants/coffee shops, and retails shops. She stated the students
would also like to have access to aHollins shuttle in order to travel to other off-campus
venues, including downtown Roanoke and area shopping centers.
Ms. Cox stated the group would like a hometown-villagestyle business community.
She stated student athletes would like healthy food establishments which would provide
take-out at night after practices and events. She stated they also expressed interest in
having a meeting place off-site, acraft store, and consignment shops. She stated the
students also suggested having access to short-term car rentals. Ms. Cronise stated
only10% of the students have vehicles on campus. Mr. Jarrell noted students are
currently walking long distances to acquire groceries. Ms. Cox stated the students
would like to have access to yoga and dance facilities. Mr. Marrano inquired about the
installation of sidewalks. Ms. Cox discussed the need for sidewalks and crosswalks on

Williamson Road and Plantation Road. She statedthey plan to conduct another survey
during the 2014 Fall Session.
Residential Chicken Keeping
Mr. Thompson and the Commissioners discussed amending the code section regarding
the accessory use of residential chicken keeping. He stated thirteen permits have been
granted to County citizens. He stated some citizens have inquired if more than six
chickens could be allowed if the property is larger in size.Mr. Thompson and the
Commissioners discussed developing a sliding scale based on lot size. They reviewed
lot sizes within the residential zoning districts located in each magisterial district.
Mr. Thompson discussed site development regulations within each zoning district,
including minimum lot requirements, setback requirements, maximum height of
structures, and maximum building and lot coverage.
Mr. Thompson and the Commissioners discussed residential site visits to various
homes which have residential chicken keeping. The consensus of the Commissioners
was to visit various residences which have permitted chicken keeping. They discussed
various types of chicken coops which are allowed. Mr. Thompson noted there is no limit
to the number of chickens which can be kept in agricultural zoning districts.
Design Guidelines, Design Handbook and Commercial Matching Grant
Mr. Thompson discussed landscaping, including updating natural species list and
coordinating parking and storm water management. He reviewed updating lighting
standards, including possible height requirement, standard measurement (foot candles
or lumens), CPTED (Crime Prevention Through Environmental Design) standards, dark
sky standards, and Photometric Plan requirement. He discussed parking issues
including simplifying categories of how parking is calculated, current regulations, and
storm water management. Mr. Thompson discussed signage including how total
signage is calculated, standards in various districts, setback requirements, off-premise
directional signage, electronic signage, and temporary signs. Mr. Thompson and Ms.
Wood, and the Commissioners discussed current regulations and enforcement of
temporary signs. Mr. Jarrelland Mr. Marranoinquired about regulations regarding the
removal of permanent signage when a business is no longer located at the site. Mr.
Thompson and Ms. Kuhnel discussed this issue.
Mr. Thompson discussed site access and building location, including VDOT standards,
building setbacks, and pedestrian accommodations. He stated Ms. Cronise and Ms.
Zirkle are working on architectural guidelines, including corridor review, conversion of
residential structures, review of Visual Preference Survey, and commercial development
preferences. Ms. Hooker inquired about the removal of signage. Mr. Thompson
discussed this issue. Mr. James inquired about offering incentives for interparcel
connectivity. Mr. Thompson discussed this issue.
Comprehensive Plan Update
Mr. Thompson reviewed the Comprehensive Plan revision process. He and the
Commissioners discussed revising the Vision Statement which was developed in 1998.

Mr. Thompson stated the Commissionersand staff memberswill reviewthe current
workplanand discuss the future direction of the County.
Citizens’Comments
There were none.
Other Comments
Mr. James inquired about the status of the Plantation Road improvements. Mr.
Thompson, Ms. Cronise, and Ms. Kuhnel discussed this issue.
Mr. Thompson stated the June 3, 2014 Planning Commission Meeting has been
canceled.
With no further business or comments, Ms.Hookeradjourned the meeting at 7:42p.m.

According to the Planning Commission’s Bylaws, the Commission members shall elect
a vice chair from its membership \[at the first meeting in January of each year\], who shall
preside in the absence of the chair.In January, 2014, the Commission elected Gary
Jarrell as Vice Chairman. Commissioner Jarrell’s term expired on June 30, 2014, which
creates a vacancy at the Vice Chairman. The election of a Vice Chairman has been
meeting agenda.
