HomeMy WebLinkAbout1/20/2015 - MinutesMr. Wayne Bower Mr. Rick James Mr. Gene Mairrano Mr. Jim Woltz (after approval of agenda) Commissioners Absent: Ms. Martha Hooker Staff Present: Mr. Philip Thompson, Secretary Ms. Ruth Ellen Kuhnel, County Attorney Mr. John Murphy Ms. Megan Cronise Ms. Tammi Wood Ms. Tara Pattisall Ms. Susan McCoy, Recording Secretary Call to Order Mr. Marrano called the meeting to order at 6:02 p.m. Approval of Agenda Mr. Bower made a motion to approve the agenda, which passed 4-0. Route 221 Area Plan Amendment Mr. Thompson discussed the proposed 221 Area Plan Amendment, noting staff' is requesting guidance from the Commission regarding the waterline extension and utility phasing. Ms. Wood discussed the preliminary future land use designation and utility maps. She reviewed the portion from Cotton Hill Road to Back Creek Orchard Road. She provided a history of the document, noting the majority of the property is rural village with two village centers and zoned agricultural. She discussed potential lot creation based on gross acreage. She stated residents would be responsible to run the waterline to their homes, noting existing buildings are exempt from mandatory connection. Mr. Thompson, Ms, Wood, and the Commissioners discussed connection to the waterline, tap fees, and acquisition of property for installation of the waterline. Ms. Wood stated fee amounts are not available at this time. Mr. Thompson and Ms. Wood statedthat according to the Western Virginia Water Authority (WVWA), 50 of the residents within each subdivision would need to agree to connect to the waterline prior to installation of the extension into the subdivision. He discussed the phasing process of the waterline, noting connections would be in accordance with the WVWA policy. They also discussed the Utility Phasing Plan for future development. Mr. Thompson noted the document is currently in the drafting phase. Possible Zoning Ordinance Amendments Mr. Thompson and Mr. Murphy discussed the construction of small residential buildings which are approximately 350 square feet in size and may be clustered together. Mr. Thompson discussed various portions of the Zoning Ordinance in which the use does not currently fit, including manufactured homes, multi -family homes, campgrounds, and manufactured home parks. Mr. Thompson and the Commissioners discussed the importance of developing standards and regulations regarding this trend. Mr. Thompson and the Commissioners discussed the history and current regulations regarding allowing multi -family development in C-1 and C-2 districts. They discussed similar successful developments in other localities. They discussed areas and zoning designations within the County that may be appropriate for this use. Mr. Murphy stated some of the smaller housing structures are on wheels and others are permanent. He stated they are currently researching codes and specifications regarding this type of development. Mr. Thompson discussed planned developments and private road development. He stated all development will be in compliance with State floodplain regulations. Mr. Thompson stated privately owned personal improvement services are currently not allowed in industrial zoning but public parks and recreational areas are allowed. Mr. Thompson and the Commissioners discussed this issue and definitions within the Zoning Ordinance. Mr. Woltz made a motion for staff to proceed with research regarding Zoning Ordinance amendments regarding housing, and health, fitness, and sports centers, which passed 4-0. Citizens' Comments There were none. Other Comments Mr. James stated he has received additional citizen concerns regarding upcoming Morgan Ventures petition. He inquired about consulting a technical expert for some petitions. Mr. Thompson, Ms. Kuhnel, and the Commissioners discussed this issue, including regulations regarding consulting fees. Ms. Kuhnel stated she will be providing information regarding a recent Supreme Court decision involving cell towers. Mr. Murphy stated staff is investigating current code enforcement issues on the proposed cell tower site. He stated a certified letter has been mailed to the property owner regarding the violations. Page 2 of 3 ROANOKE COUNTY PLANNING COMMISSION MINUTES JANUARY 20, 2015 Mr. Thompson reviewed potential topics for February 17, 2015 Planning Commission Work Session, including an update on the Roanoke River Greenway from the Mr. Doug Blount, Director of Parks and Recreation. Ms. Cronise stated an Open House is scheduled for January 29, 2015, from 6:00-8:00 p.m., at the Brambleton Center, to discuss a proposed dog park within the County.
