Call to Order
Mr. James called the meeting to order at 6:08 p.m.
Approval of Agenda
Ms. Hooker made a motion to approve the agenda, which passed 4-0.
Approval of Minutes
Mr. Bower made a motion to approve the minutes as amended of March 3, 2015, which
passed 3-0-1, with Mr. Woltz abstaining.
Mr. Woltz made a motion to approve the minutes of March 17, 2015, which passed 4-0.
Consent Agenda
Mr. Hughes provided an overview of the PEG Bandwidth, petition, including zoning,
access, and tower elevation. Mr. Thompson noted the request would be by -right except
a condition was (placed on the property in 1997. Mr. Murphy stated the condition was in
existence prior to the adoption of the current Zoning Ordinance regulations dealing with
towers. Ms. Kuihnel and the Commissioners discussed new FCC regulations regarding
telecommunication towers and equipment. Mr. Thompson and the Commissioners
discussed having a consultant review co -location requests. Staff and the
Commissioners discussed requiring removal of abandoned) towers. Ms. James
discussed current conditions, noting the petitioner has requested that the condition be

removed to allow for co -location on the tower. Ms. James and the Commissioners
discussed the size of the proposed microwave antenna.
Ms. Siodmok provided an overview of The Branch Family petition, including surrounding
zoning, future land use, and the airport overlay. She reviewed the concept plan, noting
no buildings are currently located on the site. Mr. Thompson, Ms. Siodmok, and the
Commissioners discussed the portion of the property included in the petitioner's
request. Ms. Kuhnel and Mr. Thompson, and the Commissioners discussed possible
conditions. Ms. Siodmok and the Commissioners discussed property access.
Ms. Hooker made a motion to approve the consent agenda, which passed 4-0.
Zoning Ordinance Amendments
Ms. Wood provided an overview of zero lot line development. Ms. Wood and the
Commissioners discussed various types of zero lot line development, including both
front and side setback reductions. Ms. Wood stated this type of development is allowed
in residential zoning. She stated many developers use the zero lot line option to move
the house closer to the roadway. She reviewed the criteria for single family dwellings,
including minimum tract size, setbacks, and lot size. She reviewed zoning maps
indicating agricultural residential zoned parcels which are currently connected to public
water and sewer utilities. Ms. Wood provided an acreage parcel breakdown of zero lot
line subdivisions, including the number of parcels within the subdivisions. Mr.
Thompson, Ms. Wood, and the Commissioners discussed the zero lot line development
options. The consensus of the Commission was to move forward on this issue.
Mr. Thompson and the Commissioners discussed floodplain regulations, the Model
Ordinance, and definitions. They discussed incorporating the Model Ordinance into the
Zoning Ordinance through the amendment process. He discussed the Department of
Conservation and Recreation (DCR) regulations. Mr. Thompson and the
Commissioners discussed the proposed definitions and revisions. Mr. Thompson
discussed the portions of the proposed definitions which are directly from the Model
Ordinance. He stated the Zoning Ordinance amendments will be forwarded to DCR
after they have been adopted by the County.
Mr. Thompson provided the Commissioners with an email sent by Mr. James regarding
the Permitted Use Table. He discussed the importance of definitions within the Zoning
Ordinance. Mr. Murphy and the Commissioners discussed expanding residential use
types, including residential human care facility and using State and Federal criteria as a
guide for this use type. Mr. Thompson, Mr. Murphy, and the Commissioners discussed
various types of residential dwellings, including single family dwelling, townhouse, two
family dwelling, and multiple family dwelling. Mr. Murphy and the Commissioners
discussed civic uses, including regulations regarding cultural services, day care center,
and family day care home. They discussed public and private clubs. They discussed
office use types, including medical and dental clinics. Mr. Murphy and the
Commissioners discussed commercial use types, including boarding houses, mini -
warehouses, and outdoor dining. They discussed personal services, including beauty
and barber shops. Mr. Murphy, Ms. Cronise, and the Commissioners discussed home

occupation including catering. Mr. Murphy and the Commissioners discussed industrial
uses including lumber mills.
Mr. Thompson reviewed the draft permitted use table regarding commercial uses which
may be appropriate in industrial zoned districts, including medical office, communication
services, consumer repair services, and veterinary hospital/clinic, Mr. Thompson and
the Commissioners discussed requiring a special use permit for some uses within
industrial districts, including agricultural services, automobile dealership, construction
sales and services, garden center, and recreational vehicles sales and service. Mr.
Thompson and the Commissioners discussed the importance of being consistent with
similar uses. The consensus of the Commission was to move forward with this issue.
Final Orders
1. The petition of Fountain Head Land Company, LLC, to amend the proffered
conditions, the Planning and Design Document and the Master Plan for the
Planned Residential Development (PRD) known as Ballyhack Golf Club (formerly
Fountain Head Golf Resort). The proposed amendments would: change the
name of Fountain Head Golf Resort to Ballyhack Golf Club; allow access onto
Pitzer Road; remove language regarding minimum house sizes; increase the
maximum height of lighting from 16 feet to 18 feet; and allow the possibility of the
maintenance facility and additional parking to be constructed on the south side of
Pitzer Road. The Ballyhack Golf Club PRD measures approximately 368 acres
and is located on Pitzer Road near Saul Lane, Vinton Magisterial District was
approved by the Board of Supervisors at a Public Hearing on March 24, 2015.
2. The petition of Nexstar Broadcasting, Inc, to rezone approximately 5.59 acres
from 1-1, Low Intensity Industrial, District to C-2, High Intensity Commercial,
District for communication services (television production and broadcasting),
located at 5305 and 5310 Valleypark Drive, Catawba Magisterial District was
approved by the Board of Supervisors at a Public Hearing on March 24, 2015.

Commissioners' and Staff Comments
Mr. Bowers inquired about application of conditions on approved petitions. Mr. Murphy
discussed the procedure and enforcement of conditions and proffered conditions. Mr.
Thompson noted VDOT oversees all traffic issues.
Mr. Woltz provided an update on the Pipeline Advisory Committee meetings. Ms.
Kuhnel stated comments can be made to FERC through June 16, 2015.
The Commissioners discussed the importance of balancing citizen needs and providing
business opportunities.
With no further business or comments, Mr. James adjourned the meeting at 8:15 p.m.
