Approval of Minutes Mr. James made a motion to approve the minutes of April 21, 2015, which passed 3-0, with Mr. Marrano abstaining. Consent Agenda Ms. Wood provided an overview of the Carl and Carol Slate petition, including the concept plan, current and surrounding zoning, and future land use designation. She reviewed the types of by -right uses permitted on the property. She discussed existing fencing and structures, noting the petitioner plans to build a stable on the property. She stated the petitioners plan to move onto the property if the request is approved. Ms. Wood and the Commissioners discussed the use and design standards regarding a private stable. Mr. Thompson, Ms. Wood, and the Commissioners discussed the concept plan, including the location of the stable and fencing on the property. Citizen, Comments There were none. Page 1 of 4 ROANOKE COUNTY PLANNING COMMISSION MINUTES MAY 5, 2015 Commissioners' and Staff Comments Mr. Thompson stated the PEG Bandwidth request would be allowed by -right if a condition had not been previously placed on the property_ Mr. Thompson, Ms. Kuhnel, and the Commissioners discussed the existing cell tower lease agreement and property ownership. Mr. Marrano adjourned the meeting for site viewing at 4:27 p.m. EVENING SESSION Mr. Marrano called the Public Hearing to order at 7:00 p.m. He gave the invocation and led the pledge of allegiance. The petition of PEG Bandwidth to amend a Special Use Permit condition to allow for the addition of a microwave antenna to an existing broadcasting tower in a AG -1 S, Agricultural/Rural Low Density, District with Special Use Permit and AV, AgriculturalNillage Center, District on approximately 35.85 acres, located at 6334 Franklin Road, Cave Spring Magisterial District. Mr. Hughes presented the staff report, including current zoning, future land use designation, and existing conditions. Mr. Kevin John Allen, Design Engineer, represented the petitioner. Mr_ Marrano inquired about the appearance of the proposed antenna. Mr. Allen presented a drawing of a standard microwave dish. Mr. Marrano inquired about the types of transmission which would be made available. Mr. Allen discussed the various types of transmission, noting it would be utilized during peak times. He stated it will aid in the call experience. Mr. Bower inquired about the scale of the drawing. Mr. Allen affirmed the drawing was to scale. Mr. Allen noted the industry is changing. Mr. James inquired about new construction plans. Mr. Allen stated a small cabinet structure would need to be installed on the property. Mr. Woltz agreed with co -location on an existing tower. Mr. Marrano opened the public hearing for public comment. With no citizens requesting to speak, Mr. Marrano closed the public hearing. Mr. Marrano made a motion to recommend approval of the request with the following amended condition: The height of the tower structure, excluding any antenna attached to the structure, shall not be more than 152 feet. Nin- or other dish type This structure shall be constructed to accommodate a structure capable of being increased to 195 feet; however, the tower structure shall not be increased to 195 feet unless the increase is required to accommodate co -location of equipment for another vendor/provider, and any increase shall be subject to an additional special use permit application. The petition of The Branch Family LLC to obtain a special use permit for equipment sales and rentals in a C -2C, High Intensity Commercial, District, with conditions on an approximately 1.516 acre lot, located near 5130 Peters Creek Road, Catawba Magisterial District. �[SCMI]Ms. Siodmok presented the staff report, including surrounding zoning, future land use designation, and buffering on the property. Mr. Marrano inquired about the proposed use of the property. Ms. Siodmok stated they will lease the property to Sunbelt Rentals to expand their business. Mr. Thompson discussed the current conditions on the property. Mr. James inquired about fencing. Ms. Siodmok stated fencing is included as a condition. Mr. Neal Keesee, Esquire, introduced the petitioner, Mr. Thomas Branch. Mr. Bower inquired if Sunbelt Rentals had moved. Mr. Keesee stated Sunbelt Rentals plans to expand the business. Mr. Bower asked if a fence surrounding the current Sunbelt Rentals location. Mr. Thompson stated a fence did not surround the business. He stated the condition was to insure the existing fencing stays in place at the proposed location. Mr. James inquired about the property behind the proposed site. Mr. Keesee stated it would be used for storage with no egress or ingress from that portion of the property. Mr. Branch stated the property is fenced with a rolling gate, noting it has only one entrance. Mr. Woltz asked the petitioner if he agreed with the fencing condition. Mr. Keesee stated the petitioner agrees to keep fencing. Mr. Marrano opened the public hearing for public comment. With no citizens requesting to speak, Mr. Marrano closed the public hearing. Mr. Thompson discussed reason to place special use permit on entire parcel. Mr. Keesee stated they plan to use only a portion of the property but want the ability to expand. Mr. Woltz made a motion to recommend approval of the request with the following condition: The portion of the property specifically used for incidental storage, maintenance and servicing of equipment, which is adjacent to the property of Big Lick Development Corporation at 5160 Peters Creek Road (TM#: 037.08-01-06.02-0000) will continue to have a 6' high wooden privacy fence along the southern and southwestern boundaries, as consistent with the fencing currently located on the property, as shown on the Concept Plan. Bower, James, Marrano, Woltz None Hooker Commissioners' and Staff Comments Mr. Thompson provided an update on Streetscape Improvements Project. the Plantation Road Bicycle, Pedestrian Mr. Thompson provided an update on the Brambleton Business Association. He stated the Town of Vinton is interested in developing a similar association. Mr. Thompson provided an update on the Walmart outparcel special use request for a convenience store. Mr. Thompson stated a new mixed use development is being considered on Route 24 near the Spring Grove subdivision in the Vinton area.
