Work Session
Mr. Marrano called the meeting to order at 4:06 p.m.
Approval of Agenda
Ms. Hooker made a motion to approve the agenda, which passed 4-0.
Approval of Minutes
Mr. James made a motion to approve the minutes of May 5, 2015, which passed 4-0-1,
with Ms. Hooker abstaining.
Mr. Thompson reviewed the Discussion Summary from the May 191, 2,015 Planning
Commission Work Session, noting there was not a quorum for that meeting.
Consent
Ms. Pattisall provided an overview of the Bergmann Associates, D.P.C., Inc. petition,
including current zoning, aerial photo, parking, and landscaping. She stated a community
meeting is scheduled for 6:30 p.m. on June 15, 2015, at Roanoke County Administration
Center. Ms. Pattisall and the Commissioners discussed property access, lighting, and
parking., Mr. Thompson provided a history of the property, including the previous traffic
impact analysis and conditions currently on the property. Mr. Thompson, Ms. Pattisalll,
and the Commissioners discussed the concept plan and Clearbrook Village Overlay
District guidelines,

Commissioners' and Staff Comments
Mr. Thompson and the Commissioners discussed the concept plan for the Carl and Carol
Slate petition, including fencing of the property and structures which may be added to the
property.
Mr. Marrano adjourned the meeting for site viewing at 4:37 p.m.
EVENING SESSION
Mr. Marrano called the Public Hearing to order at 7:00 p.m. Mr. Waltz gave the invocation
and led the pledge of allegiance.
The petition of Carl and Carol Slate to obtain a special use permit for a private
stable in a R-1, Low Density Residential, District, on approximately 2.012 acres,
located at 7904 Carvin Street, Hollins Magisterial District. The staff report was
presented by Mr. Thompson, including topography, surrounding zoning, future
land use designation, and a brief history of the property. He discussed the
concept plan, including a building and fencing. He stated the petitioners plan to
keep their horse on the property if the request is approved.
Mr. Bowers inquired about fencing. Mr. Slate discussed proposed fencing, noting
they want to provide adequate fencing for the safety of the horse. Mr. Bowers
inquired about waste removal. Mr. Slate stated they plan to remove waste daily.
Mr. Bowers inquired about property access. Mr. Slate stated they plan to use the
existing entrance to the property. Mr. Bowers inquired about renderings for
proposed building. Mr. Slate stated they plan to build a metal building. Mr. Slate
and the Commissioners reviewed pictures of the proposed building. Mr. James
noted animal waste could be an objectionable issue for the neighbors if not
properly removed.
Mr. Marrano inquired about the process if the Commission chooses to restrict the
size of building. Mr. Thompson discussed the option of imposing conditions with
the special use permit. Mr. James and Mr. Marrano inquired about citizen
notification and feedback. Mr. Slate discussed this issue. Mr. Thompson
discussed notification of adjoining property owners, noting one citizen had called
to acquire details of the petition. Mr. Slate stated he had spoken with the
neighbor.
Mr. Marrano opened the public hearing for public comment.
With no citizens requesting to speak, Mr. Marrano closed the public hearing.
Mr. Bowers made a motion to recommend approval of the request:

Final Orders
1. The petition of PEG Bandwidth to amend a Special Use Permit condition to allow
for the addition of a microwave antenna to an existing broadcasting tower in a AG -
1S, Agricultural/Rural Low Density, District with Special Use Permit and AV,
Agricultural/Village Center, District on approximately 35.85 acres, located at 6334
Franklin Road, Cave Spring Magisterial District was approved by the Board of
Supervisors on May 26, 2015.
2. The petition of The Branch Family LLC to obtain a special use permit for equipment
sales and rentals in a C -2C, IHigh Intensity Commercial, District, with conditions on
an approximately 1.516 acre lot, located near 5130 Peters Creek Road, Catawba
Magisterial District was approved by the Board of Supervisors on May 26, 2015.

Commissioners'and Staff Comments
Mr. Thompson stated maps regarding the proposed Mountain Valley Pipeline routes have
been, posted on the County website at http://gisweb.roanokecountyva.gov/pipeline.
Ms. Hooker and Mr. Woltz stated they will be unable to attend the June 16, 2015 Planning
Commission Work Session.
Mr. Thompson provided an update regarding the Pipeline Advisory Committee (PAC). He
stated the next PAC meeting will be held on July 6, 2015, at 12:00 noon, in the South
County Library Auditorium.
Mr. Thompson provided an update regarding Mr. George Condyles and staff reviewing
the current Zoning Ordinance regarding wireless communication.
Mr. Kuhnel discussed providing continuing legal education for the Commission members.
She requested that the Commissioners notify her of any topics they would like to discuss.
With no further business or comments, Mr. Marrano adjourned the meeting at 7.27 p.m.
