HomeMy WebLinkAbout10/20/2015 - MinutesCommissioners Present: Mr. Wayne Bower Ms. Martha Hooker Mr. Rick James Mr. Gene Marrano Mr. Jim Woltz (arrived after approval of agenda) Staff Present: Mr. Philip Thompson Mr. Ruth Ellen Kuhnel, Senior Assistant County Attorney Mr. David Holladay Ms. Megan Cronise Ms. Naomi Siodmok Mr. Brian Hughes Mr. Tori Williams Ms. Susan McCoy, Recording Secretary Guest: Mr. Peter Lubeck, Assistant County Attorney Work Session Mr. Marrano called the meeting to order at 6:15 p.m. Approval of Agenda Mr. Bower made a motion to approve the agenda, which passed 4-0. Food Trucks Mr. Thompson, Ms. Siodmok, and Ms. Kuhnel provided a brief overview of the history regarding food trucks in the County. Ms. Siodmok provided a PowerPoint presentation, including an explanation of State Code 58.1-3717 Peddlers; Itinerant merchants, Chapter 466 of the 2015 Act of Assembly, and County Code changes regarding Section 10-45, Peddler and Itinerant Merchants. Ms. Kuhnel stated changes were made to the County Code and not the Zoning Ordinance, Ms. Siodmok discussed the regulations of various localities in Virginia, North Carolina, and Colorado. She discussed the distance trucks would be required to maintain from other businesses. Ms. Kuhnel discussed community input received b,yVDOT at public comment forums. Ms. Siodmok and the Commissioners discussed application requirements, including acquiring a business license, health department permit, and permission of the property owner. They also discussed hours of operation restrictions. Ms. Siodlmok, Ms. Kuhnel, and the Commissioners discussed signage, lighting, and waste management issues. Ms. Siodmok, Mr. Thompson, and the Commissioners discussed service limitations and requirements,, including the use of carts, items which can be sold, suspension or revocation of the permit, and special events. ROANOKE COUNTY PLANNING COMMISSION MINUTES OCTOBER 20, 2015 Ms, Siodmok and the Commissioners discussed unique zoning requirements including frequency of selling from any one lot, maximum number of vendors on a site at same time, and locating on park property. Staff and the Commissioners briefly discussed the history of food trucks in the County. They discussed options for moving forward with this use. Transportation Projects Mr. Holladay presented a PowerPoint presentation which included transportation funding programs and the proposed 2016-2017 transportation projects. He reviewed transportation programs and projects, including the Regional Surface Transportation Program, Highway Safety Improvement Program, Secondary Six -Year Improvement Plan, Transportation Alternatives, and Revenue Sharing — Funded Projects. Mr. Holladay and the Commissioners discussed the proposed projects for each funding source. Mr. Holladay reviewed Federal/State funding allocation. He discussed House Bill 2 which provides 100% State funding for highways, transit, rail, road, operational improvements, and transportation demand management projects. Mr. Holladay and the Commissioners discussed Roanoke County funding applications for FY2017-FY2021. They also reviewed the Roanoke Valley Transportation Planning Organization (RVTPO) applications for FY2017-FY2021. Mr. Holladay reviewed FHWA Federal Land Access Program and DCR Virginia Recreation Trails Program. He discussed FY2016-2017 Proposed Revenue Sharing Projects, Proposed Transportation Alternatives, and other potential County funded projects. Mr. Holladay and the Commissioners reviewed aerial maps of various projects. Mr. Holladay and the Commissioners discussed the project funding timeline including deadlines and public hearing schedule. Consent Agenda There were no items. Citizen Comments There were none. Commissioners' and Staff Comments Mr. Woltz discussed Federal Aviation Administration (FAA) issues regarding the proposed water tower near Green Ridge Recreation Center. Ms. Kuhnel and the Commissioners discussed FAA issues regarding the Master Plan for the project. Mr. Bower inquired about Zoning Ordinance Amendments which were recently approved. Mr. Thompson stated he will forward a copy of the amendments which were approved by the Board of Supervisors. Ms. Cronise stated the deadline to submit an Explore Park Master Plan Survey is October 31, 2015. Mr. Thompson stated the November 2, 2015 Planning Commission Meeting has been canceled. He discussed topics for discussion at upcoming meetings.
