Work Session
Mr. Marrano called the meeting to order at 6:28 p.m.
Approval of Agenda
Mr. James made a motion to approve the agenda, which passed 5-0.
Resolution of Appreciation to Mr. Paul MI. Mahoney
The Commissioners and staff thanked Mr. Mahoney for years served as the Roanoke
County Attorney. Mr. Thompson read the resolution of appreciation.
Ms. Hooker made a motion to approve the resolution.

Mr. Thompson called the roll and the motion passed (5-0) with the following vote:

Mr. Marrano presented the resolution to Mr. Mahoney. Ms. Hooker and Mr. Thompson
presented gifts and cards to Mr. Mahoney from the Commission and staff. Both the
Commissioners and staff expressed appreciation for Mr. Mahoney's service and
dedication to the County.
Mr. Marrano recessed the meeting at 7:01 p.m. He reconvened the meeting at 7:14
p. M.
Approval of Minutes
Mr. Woltz made a motion to approve the minutes of October 6, 2015, and October 20,
2015, which passed 5-0.
Consent Agenda
Ms. Pattisall provided a brief overview of the State Central Bank petition, including the
proposed removal of a proffered condition and amendment of the Planning and Design
documents. Mr. Thompson stated some issues may need to be addressed during site
plan review including private road standards, fire and rescue access, integrity of existing
structures in the development, and stormwater pond. He stated the development does
not currently have a homeowners' association (HOA). Mr. Thompson, Ms. Pattisall, and
the Commission discussed the current condition of the private roads, noting some of the
roads show signs of distress.
Ms. Pattisall, Mr. Thompson, and the Commissioners discussed the background of the
development and the private road standards. They discussed expectation of building
standards of current property owners. Mr. Thompson discussed real estate valuations
for the lots in the subdivision. Mr. Thompson, Ms. Cronise, and the Commissioners
discussed requirements necessary for roads to meet the private road standards.
Mr. Bower made a motion to approve the consent agenda for December 1, 2015, which
passed 4-0-1, with Mr. Woltz abstaining.
Neighborhood Concern Application
Mr. Murphy introduced Mr. Todd Morland, GIS Analyst, noting he has developed an online
complaint form for the County. Mr. Murphy stated the system provides for more
automation. Mr. Morland provided a PowerPoint presentation demonstrating the
operation of the system. He discussed system access, submission of complaint
information, and checking the status of cases. He stated the status of each complaint
can be viewed twenty-four hours after submission of the complaint. He discussed the
desktop version of the application, including inspection records, property ownership, and
zoning designation. He stated the desktop version also has the capability of generating

violation letters from the database. Mr. Moriand stated the system went live on August
23, 2015, noting over five hundred submissions have been made through the new system.
Roanoke Valley Transit Vision Plan
Ms. Cristina Finch, Roanoke Valley Alleghany Regional Commission (RVARC), provided
a PowerPoint presentation. She discussed the long range multimodal transportation plan,
including walking, riding, biking. She stated RVARC is working in conjunction with VDOT
on transit issues. She reviewed the Roanoke Valley Area MPO Study Area, including the
2010 census urbanized area and the MPO 2040 study area boundary. She provided a
history and usage of County of Roanoke Transportation (CORTRAN), which is a service
for people sixty years of age or older or people who have a disability. Ms. Finch and the
Commissioners discussed increased usage of the service. She stated CORTRAN trips
are generated for medical, recreation, and employment destinations. She stated some
customers receive subsidies from funding sources. She discussed the importance of
transit, including livability, traffic reduction, access to jobs, goods, and services, and
economic growth. She discussed citizen input, noting CORTRAN customers have
requested evening and weekend service. Ms. Finch, Mr. Thompson, and the
Commissioners discussed the cost of riding CORTRAN. Ms. Finch discussed a livable
Roanoke Valley, including economic and workforce development, healthy living, natural
assets. She stated transit preserves the environment. She stated transit promotes
healthy living by giving access to healthcare, wellness, exercise, recreation, cultural
activities, and healthy food. She reviewed a map regarding designated growth areas. She
discussed the role of local governments, including working together to plan transit
services, provide zoning codes that establish development density to support transit,
create walkable developments, meet citizen needs for transit services, and provide
funding. She discussed the timeline for the survey and data analysis, including outreach
to the community and adoption of the plan. Ms. Finch, Mr. Thompson, and the
Commissioners discussed transit needs in the area. Mr. Holladay stated mass transit re-
valuation would be beneficial, including creating direct routes to various venues.
Citizen Comments
There were none.
Commissioners' and Staff Comments
The Commissioners congratulated Ms. Hooker on her election to the Board of
Supervisors, Catawba Magisterial District.
The Commissioners thanked staff for providing an opportunity to celebrate Mr. Mahoney's
service to the County.
Ms. James stated a Community Meeting will be held on December 9, 2015, regarding the
petition of Drew Patterson (Verizon Wireless Agent). Ms. James, Mr. Thompson, and the
Commissioners discussed the status of the petition.
Mr. Thompson stated the County is beginning to conduct the Community Strategic Plan
Survey. He stated the Board of Supervisors is currently working on the Vision Statement
for the County.

Mr. Thompson stated the State of the County Address will be held November 17, 2015,
at Green Ridge Recreation Center.
Mr. Thompson stated the Town of Vinton is holding a public hearing to rezone the Roland
E. Cook property.
Mr. Thompson stated the dedication of Town of Vinton Library will be held on November
18, 2015.
Mr. Holladay stated an informational meeting regarding enhanced speeding enforcement
zones on Meadowlark Drive and Canter Drive will be held on November 19, 2015 from
5:00 p.m. - 7:00 p.m. at Cave Spring Middle School. Mr. Holladay and the Commissioners
discussed this issue.
Mr. Murphy and the Commissioners discussed the status of the water tank at Green Ridge
Recreation Center.
Ms. Kuhnel, Mr. Thompson, and the Commissioners discussed the status of food trucks
operating within the County.
With no further business or comments, Mr. Marrano adjourned the meeting at 9:20 p.m.
