Work Session
Mr. James called the meeting to order at 6:03 p.m.
Approval of Agenda
Mr. Marrano made a motion to approve the agenda, which passed 4-0.
Zoning Ordinance Amendments
Mr. Murphy discussed the proposed amendment to the Zoning Ordinance regarding bed
and breakfast inn, country inn, andl special events facility, noting use and design
standards are also referenced in the amendment. Mr. Thompson:, Mr. Murphy, and the
Commissioners discussed parking standards and new stormwater regulations. They
also discussed alternative modes of transportation and changing the parking use and
design standards, includingi location of bicycle rack location.
Mr. Murphy discussed commercial kennel regulations, including current setback
requirements. He stated the Board of Zoning Appeals had requested that the
commercial kennel regulations be reviewed by the Planning Commission. Mr. Murphy
and Mr. Thompson, reviewed a previous Board of Zoning Appeals variance request for
a commercial kennel. Mr. Murphy and the Commissioners reviewed options for
updating the current commercial kennel standards. They discussed regulations of other
localities. The consensus, of the Commissioners was not to change the commercial
kennel regulations.

Mr. Murphy discussed the proposed definitions and use and design standards for bed
and breakfast inn, country inn, and special events facility. He stated a country inn
would be allowed to have a restaurant for the general public. He stated this use would
be allowed in agricultural zoning with a special use permit, noting this use would be
beneficial for tourism. Mr. Thompson, Mr. Murphy, and the Commissioners discussed
the proposed use and design standards.
Mr. Murphy stated special event facility would be permitted in agricultural areas with a
special use permit. Mr. Murphy and the Commissioners reviewed the use and design
standards for each proposed use. Mr. Thompson and the Commissioners discussed
the limited amount of available commercial property within the County. They also
discussed requiring a special use permit in order to evaluate the request.
Mr. Thompson and the Commissioners discussed proposed changes to the chicken
keeping definition in order to match the current Zoning Ordinance.
Mr. Butzer made a motion to take the amendments as presented to public hearing,
which passed 4-0.
Mr. Murphy and the Commissioners also discussed ongoing research regarding halfway
house definition. They also discussed various types of unusual housing.
Community Strategic Plan
Mr. Thompson reviewed the vision statement, plan process, focus group areas, and
focus group statistics. He reviewed common themes across the focus groups, including
education and transportation goals.
Mr. Thompson reviewed the topics and goals for each focus group. He reviewed
economic development topics, including infrastructure, regional cooperation and
marketing, and workforce development. He discussed transportation topics, including
multimodal connectivity, balance and accessibility, and connecting the County to the
world. Ms. Cronise discussed House Bill 2 requests. Mr. Thompson reviewed quality of
life topics, including fundamental services for a lifelong community, recreation and
entertainment, and natural resource management, protection and conservation. He
discussed the education topics, including paths to success, community involvement and
partnerships, and continuum of high quality education. He reviewed the community
health and well-being topics, including vulnerable populations, public awareness, and
healthy citizens. He discussed public safety topics, including adequate staffing to meet
public safety needs, community focused approach to public safety, and ensure sufficient
infrastructure capabilities for first responders.
Mr. Thompson reviewed the strategic initiatives which utilize the sustainable,
measurable, achievable, realistic, timebound (SMART) principles. He discussed
methods to connect the County to the world, including technology, regional
transportation network support, and branding and marketing. Mr. Thompson discussed
positioning the County for future growth and success, including infrastructure and site
development, business friendly development process, and workforce development and
technical education. He discussed promoting neighborhood connections, including

developing multi -modal local transportation network and mixed use development and
redevelopment. He discussed ensuring citizen safety, including public safety staffing,
facilities and equipment, and citizen engagement and inclusion. He discussed ways to
be a caring and inclusive community, including coordination of services for vulnerable
populations, accessibility of services for all populations, and education regarding
available services. He discussed promoting lifelong learning, including "K to Gray"
continuum of educational resources, educational partnerships, and marketing
educational resources. He reviewed ways to keep the County healthy, clean and
beautiful, including outdoor recreation and natural resources, solid waste and recycling,
and environmental stewardship.
Mr. Thompson and the Commissioners discussed the Community Strategic Plan
timeline. Mr. Thompson stated that open house community meetings will be held on
June 16, 2016 at the Vinton War Memorial from 3:00 p.m. — 5:00 p.m. and 7:00 p.m. to
9:00 p.m. and June 27, 2016 at the South County Library from 3:00 p.m. — 5:00 p.m.
and 7:00 p.m. to 9:00 p.m.
Citizen Comments
There were none.
Commissioners' and Staff Comments
The Commissioners offered their condolences to Mr. Al Bedrosian regarding the recent
death of his wife.
Mr. Bower, Mr. Thompson, and Ms. James discussed the status of a non-profit creative
care facility which has submitted an application to the matching grant program. Ms.
James noted the request will be heard by the Economic Development Authority (EDA)
on May 18, 2016.
Mr. Thompson stated the proposed Zoning Ordinance Amendments will go to Planning
Commission Public Hearing on June 7, 2016. Mr. Thompson and the Commissioners
discussed the July meeting schedule.
Mr. Thompson stated Mr. Butzer is scheduled to attend the Virginia Certified Planning
Commissioner Program this summer. He stated Mr. Williams and Mr. Hughes will be
completing the certification program later this month.
With no further business or comments, Mr. James adjourned the meeting at 7:43 p.m.
