Approval of Minutes Mr. Butner made a emotion to approve the minutes of May 3, 2016, which passed 3-0-1, with Mr. Marrano abstaining. Mr. Marrano made a motion to approve the minutes of May 17, 2016, which passed 3-0- 1, with Mr. Woltz abstainiing. Consent Agenda Mr. Hughes provided an overview of the Kate Madison Properties, LLC petition, including the location and proposed use. Mr. Hughes, and the Commissioners discussed surrounding zoning, future land use, designation, and other nearby businesses. Mr. Hughes stated the petitioner is the current owner of the property. Mr. Thompson, Mr. Hughes, and the Commissioners discussed the Colonial Avenue Design, Guidelines, including lighting, buffering, signage, and parking. Mr. Hughes stated a 9�� ROANOKE COUNTY PLANNING COMMISSION MINUTES JUNE 7, 2016 community meeting will be held on June 13, 2016, from 6:00 p.m. — 8:00 p.m. at the Roanoke County Administration Center. Mr. Thompson provided an overview of the Refuge Church petition, including current zoning, future land use designation, and concept plan. Mr. Thompson and the Commissioners discussed parking availability and potential impacts of the proposed use to the Glenvar Village area. Mr. Marrano made a motion to approve the consent agenda, which passed 4-0. Citizen Comments There were none. Commissioners' and Staff Comments Mr. James stated Ms. Beth Doughty has expressed interest in providing a presentation to the Commission on behalf of the Western Virginia Regional Industrial Facility Authority. Mr. Thompson stated he will contact Ms. Doughty regarding this request. Mr. Thompson introduced the newest member of the department, Ms. Bailey DuBois, Planner II. Mr. Thompson provided the Commissioners the Draft Community Strategic Plan document, noting it is currently available for public review and comment. He stated the next meetings scheduled to the discuss the plan are June 16, 2016, 3:00 p.m. - 5:00 p.m. and 7:00 p.m. — 9:00 p.m. at the Vinton War Memorial and June 27, 2016, 3:00 p.m. - 5:00 p.m. and 7:00 p.m. — 9:00 p.m. at the South County Library. Mr. Thompson and the Commission discussed future meetings. Mr. James made a motion to cancel the July 18, 2016 Planning Commission Work Session, which passed 4-0. Mr. Woltz stated he will not be able to attend the June 21, 2016 Planning Commission Work Session. Mr. Thompson invited the Commissioners to join County staff for the Williamson Road Corridor Walk on July 14, 2016 at 4:00 p.m. He stated the event has been coordinated by Ms. Wendy Jones, Williamson Road Area Business Association (WRABA), noting various departments will be attending the event to view the Williamson Road Corridor from a street -side perspective. Mr. Thompson and the Commissioners discussed coordinating plans for the area with Roanoke City. Mr. Thompson provided a status update regarding the Request for Proposal (RFP) to hire a consultant to conduct the Route 419 Town Center Planning Study, noting interviews will be conducted on June 10, 2016. Mr. James adjourned the meeting for site visit at 4:47 p.m. Page 2of5 ROANOKE COUNTY PLANNING COMMISSION MINUTES JUNE 7, 2016 EVENING SESSION Mr. James called the Public Hearing to order at 7:00 p.m. He gave the invocation and led the pledge of allegiance. 1. The proposed amendments to the Roanoke County Zoning Ordinance. The proposed amendments would include but are not limited to: Article I (General Provisions), amending Powers and Duties of the Board of Zoning Appeals; Article II (Definitions and Use Types), amending the definitions of residential chicken keeping and variance, and adding definitions for bed and breakfast inn, country inn, and special events facility; Article III (District Regulations), to allow single family dwelling, detached with zero lot line option as a by -right use in the AR, Agricultural/Residential District, and to allow bed and breakfast inn, country inn, and special events facility as a special use in the AG -3, Agricultural/Rural Preserve District, AG -1, Agricultural/Rural Low Density District, and the AV, Agricultural/Village Center District; Article IV (Use and Design Standards), amending or adding standards for single family dwelling, detached with zero lot line option, bed and breakfast inn, business or trade school, country inn, and special events facility; and Article V (Development Standards), removing Maximum Off -Street Parking standards and amending the Bicycle Parking Standards. Mr. Murphy provided an overview of the purpose of the amendments is to be in compliance with the State regulations, encourage tourism, and assist development in the County. He reviewed the proposed Zoning Ordinance amendments, including the definitions, use and design standards for bed and breakfast inn, country inn, and special events facility. He discussed allowance for redevelopment of residential uses in order to expand residential districts. He discussed business and trade school definition, creating use and design standards and special use permit requirements. He reviewed new use and design standards regarding parking requirements, noting stormwater management regulations have changed. He discussed parking standards regarding bicycles. Mr. Butzer inquired about zero lot line development. Mr. Murphy discussed zero lot line regulations and reviewed current regulations regarding accessory apartments. Mr. Woltz inquired about regulations regarding building a bed and breakfast inn or county inn. Mr. Murphy discussed this issue, noting it would be permitted with a special use permit. Mr. Marrano inquired about these uses in other localities. Mr. Murphy discussed this issue. Mr. James opened the public hearing for public comment. With no citizens requesting to speak, Mr. James closed the public hearing. Mr. Thompson and Mr. Murphy discussed this issue, noting the Zoning Ordinance is being amended to match the County Code. Mr. Woltz made a motion to recommend approval of the Zoning Ordinance Amendments as presented. Mr. Thompson called the roll and the motion passed (4-0) with the following vote: AYES: Butzer, James, Marrano, Woltz NAYES: None ABSTAIN: None Citizen Comments There were none. Commissioners' and Staff Comments Mr. Thompson stated meetings to discuss the Draft Community Strategic Plan will be held on June 16, 2016, 3:00 p.m. - 5:00 p.m. and 7:00 p.m. — 9:00 p.m. at the Vinton War Memorial and June 27, 2016, 3:00 p.m. - 5:00 p.m. and 7:00 p.m. — 9:00 p.m. at the South County Library. Mr. Thompson and the Commission discussed the potential topics for the June 21, 2016 Planning Commission meeting. Mr. James stated the July 18, 2016 Planning Commission Work Session has been canceled. Mr. Thompson provided an update on the petition of the County of Roanoke for a rezoning of the former Roanoke County Vinton Branch Library. He stated the Vinton Planning Commission Public Hearing will be held on June 9, 2016 and the Vinton Town Council Public Hearing will be held on June 21, 2016. Mr. Thompson stated a community meeting regarding the petition of Kate Madison Properties, LLC will be held on June 13, 2016, from 6:00 p.m. — 8:00 p.m., at the Roanoke County Administration Center. Mr. Thompson stated Mr. Butzer will begin the Planning Commissioner Certification Program this month. Mr. Thompson and the Commissioners discussed the advantages of the Community Strategic Plan process and acquiring public input during the process for future use on the Comprehensive Plan. The petition of Star City Church of Christ to obtain a Special Use Permit in a C-2, High Intensity Commercial, District for the operation of religious assembly on approximately 1.21 acres, located at 5933 Williamson Road, Hollins Magisterial District was approved by the Board of Supervisors at a Public Hearing on May 24, 2015. 2. The petition of Julie Abernethy, Friendship Apartment Village Corp., to obtain a Special Use Permit in a C-2CS, High Intensity Commercial, District with conditions and special use permit for outdoor gatherings on approximately 10.51 acres, located at 450 Springbeauty Street and Florist Road, Hollins Magisterial District was approved by the Board of Supervisors at a Public Hearing on May 24, 2015.
