Approval of Minutes Mr. Bower made a motion to approve the minutes of July 5, 2016, which passed 3-0-1, with Mr. Mahoney abstaiiniing. Western Virginia Regional Industrial Facility Autharit Ms. Beth Doughty', Executive Director Roanoke Regional Partnership, provided a PowerPoint presentation regarding the Western Virginia Regional Industrial Facility Authority. She provided a brief history of the organization, noting few buildable parcels of 50 acres or more are available in the area. She reviewed real estate demand and real estate supply in Roanoke County and surrounding localities. She discussed regional analysis, noting the, goal is to identify single user industrial site opportunities consisting of at least 100 acres. She reviewed the statistics regarding parcels of 50 Page 11 of 5 ROANOKE COUNTY PLANNING COMMISSION MINUTES AUGUST 2, 2016 acres or more. She reviewed site selection criteria, including slope analysis, karst features, wetland coverage, zoning, and threatened and endangered species. She reviewed property evaluation criteria, including 100 acres minimum, limited number of landowners, avoiding floodplain locations, slope of less than 5%, buffer from residential areas, regular configuration, high visibility/highway access, and availability of utilities. She reviewed the number of sites meeting this criteria by locality and size. She provided an overall summary of the top three sites. She stated the next steps will be development of a funding model, funding proposals, legal modeling, legal agreements, and accepting financing. Ms. Doughty and the Commissioners discussed area challenges, including topography and current environmental regulations. They discussed various types of businesses which may be interested in the area. They discussed issues other localities have had with the same type of development organization. Ms. Doughty stated they are currently researching funding options. Consent Agenda Ms. Pattisall provided an overview of the Roanoke H&R RE, LLLP and Fralin & Waldron Commercial Rental Limited Partnership petition, including concept plan, zoning, and future land use designation. Mr. Thompson and the Commissioners discussed the proposed rezoning request. They discussed the Comprehensive Plan and future land use designation. Mr. Woltz recused himself from any action on the H&R RE, LLLP and Fralin & Waldron Commercial Rental Limited Partnership petition. Ms. James provided an overview of the IYS XXII, L.C. petition, including a brief history, zoning, land use designation, and proposed use of the property. Ms. James and the Commissioners discussed the petitioner's 2014 land use application. They discussed the proposed use which will be guidance services within the facility. Ms. James stated the proposed use is allowed in C-1 and C-2 zoned areas. Mr. Thompson and the Commissioners discussed surrounding zoning and property uses. Mr. Bower made a motion to approve the consent agenda, which passed 5-0. Citizen Comments There were none. Commissioners' and Staff Comments The Commissioners congratulated Mr. Butzer on his reappointment to the Planning Commission and appointment to the Roanoke County School Board. The Commissioners welcomed Mr. Paul Mahoney to the Planning Commission. Mr. James adjourned the meeting for site viewing at 4:52 p.m. Page 2of5 ROANOKE COUNTY PLANNING COMMISSION MINUTES AUGUST 2, 2016 EVENING SESSION Mr. James called the Public Hearing to order at 7:00 p.m. Mr. Woltz gave the invocation and led the pledge of allegiance. 1. The petition of Stephen Hartman to remove all proffered conditions from property zoned C-2CS, high intensity commercial with conditions and special use permit. The property is approximately 0.459 acre in size and is located at 7637 Williamson Road, Hollins Magisterial District. The proffered conditions deal with the use of the property, lighting, screening, signage, and hours of operation. Ms. James presented the staff report, including an explanation of the current proffered conditions on the property. She discussed signage regulations and the concept plan of the property, Mr. Butzer inquired about removal of proffers. Ms. James stated if proffers are removed it will be consistent with C-2 zoning in the area and potentially increase commercial opportunities. Ms. James and the Commissioners discussed enforceability of current proffers. Mr. Bower inquired about matching grant programs for improvements. Mr. Thompson discussed this issue. He discussed the current proffered conditions and current use and design standards, including regulations regarding signage and lighting. Mr. Mahoney inquired about allowable signage. Mr. Stephen Hartman discussed signage options. He discussed plans to improve the appearance of the property. He stated removing the proffers will improve the potential for resale. He discussed property lighting and paving the driveway. He requested that the property be C-2 zoning making it uniform with surrounding properties. Mr. Bower inquired if the petitioner has a buyer for the property. Mr. Hartman discussed this issue. Mr. Bower noted that since the petitioner purchased the property he has improved its appearance. Mr. Woltz stated Mr. Hartman is a conscientious property owner and improves the properties he purchases. Mr. Mahoney noted the current ordinance addresses all issues listed in the current proffers, resolving many of the issues. Mr. James noted the intention is not to hinder business owners. Mr. James opened the public hearing for public comment. With no citizens requesting to speak, Mr. James closed the public hearing. Mr. Bower made a motion to recommend approval of the request. Mr. Thompson called the roll and the motion passed (5-0) with the following vote: AYES: Bower, Butzer, James, Mahoney, Woltz NAYES: None ABSTAIN: None Page 3 of 5 ROANOKE COUNTY PLANNING COMMISSION MINUTES AUGUST 2, 2016 Citizen Comments There were none. Commissioners' and Staff Comments Mr. Thompson stated a community meeting regarding IYS XXII, L.C. will be held on August 10, 2016, at 6:30 p.m. in the Mountain View Elementary School Gymnasium. He stated a community meeting regarding Roanoke H&R RE, LLLP and Fralin & Waldron Commercial Rental Limited Partnership will be held on August 15, 2016, at 6:30 p.m. in the Hidden Valley High School Auditorium. Mr. Thompson provided an update regarding the Community Strategic Plan, noting the Board of Supervisors will consider adoption of the plan at its meeting on August 9, 2016, Mr. Thompson stated the Board of Supervisors will begin conducting work sessions regarding implementation of plans for Explore Park. Mr. Thompson provided an update regarding the Route 419 town center plan, including a tentative timeline, Mr. Thompson provided a status update regarding the Kate Madison LLC petition. He stated the Board of Supervisors Public Hearing regarding this petition will be held on August 9, 2016. Final Orders 1. The petition of Refuge Church to obtain a Special Use Permit in a C -2C, High Intensity Commercial, District with conditions for the operation of religious assembly on approximately 1.92 acres, located at 4145 and 4173 West Main Street, Catawba Magisterial District was approved by the Board of Supervisors at a Public Hearing on July 19, 2016.
