HomeMy WebLinkAbout1/18/2011 - MinutesA IV F . z PLANNING COMMISSION a d� WORK SESSION MINUTES JANUARY 18, 2011 Commissioners Present: Ms. Martha Hooker (arrived after approval of agenda) Mr. Gary Jarrell Mr. Rodney McNeil Mr. Jason Peters Mr. David Radford Staff Present: Mr. Philip Thompson, Secretary Mr. Joe Obenshain, Senior Assistant County Attorney Mr. David Holladay Ms. Megan Cronise Mr. George Simpson Mr. Brian Epperley Ms. Amanda Micklow Guests: Mr. Scott Woodrum, VDOT Mr. Gary Huffman, Fire & Rescue Ms. Melody Williams, RRHBA Call to Order: Mr. Jarrell called the meeting to order at 6:00 p.m. Approval of Agenda Mr. Peters made a motion to approve the agenda, which passed 4 -0. Private Road Standards Ms. Cronise reviewed the suggestions from Roanoke Regional Homebuilders Association ( RRHBA) regarding the proposed standards. She discussed the final report regarding as- builts, noting as -built regulations would be a separate topic within the standards. Ms. Cronise and Mr. Simpson reviewed the proposed certification process. Mr. Obenshain suggested having an agreement with the homeowners' associations to care for roads. Mr. Jarrell discussed not releasing the bond until the certification process has been completed. Mr. Radford noted standards will be a protection for the homeowners' association. Mr. McNeil expressed concern regarding the condition of roads. Mr. Obenshain noted the standards will give more protection to both the county and homeowners. Ms. Cronise reviewed the January 12, 2011, memo which included three options regarding the width of the roads. Mr. Huffman discussed the Fire & Rescue preference. Staff and commissioners discussed the various options. Ms. Cronise stated schools will be sending recommendations. Mr. Thompson stated the schools are reviewing their standards regarding student bus service. Ms. Cronise discussed input received from Ms. Liz Belcher, Greenway Coordinator, including sidewalk installation in areas of high pedestrian activity, design consideration regarding steps, and suggested trail surfaces and slope grades. She stated trails should be designed to accommodate erosion. Mr. Radford discussed using natural surface trails. Ms. Cronise and Mr. Thompson discussed language used regarding trail guidelines. Ms. Cronise discussed types of surfaces needed for various uses. Mr. Radford inquired about easements. Mr. Obenshain discussed this issue. Mr. Thompson reviewed the timeline of the proposed standards. Mr. Peters made a motion to forward the Roanoke County Design Handbook Amendments which include Private Road Standards to the Board of Supervisors. The motion passed with a vote of 5 -0. Glenvar Community Plan Ms. Micklow provided an overview of the plan, including a summary of meetings, survey results, and stakeholder interviews. She stated the Glenvar Focus Group includes business members, civic leaders, and residential representatives. She discussed the purpose of the focus group, which includes development of future land use scenarios, finalizing recommendations, and participation in community meetings. She reviewed the Visual Preference Survey results and visioning exercise results. Ms. Hooker expressed concern regarding industry in this area. Ms. Micklow and commissioners discussed this issue. Mr. Thompson discussed developing overlay guidelines. Mr. McNeil requested input regarding the economic development impact of developing overlay guidelines for this area. Ms. Micklow reviewed the timeline for the plan. Other Comments Mr. Radford stated additional information regarding small wind energy is available on the National Homebuilders' Association website. Mr. Jarrell inquired about security issues during planning commission meetings. Mr. Thompson discussed this issue with the commission. Mr. Thompson updated the commission on timeline regarding wind energy. Mr. Thompson and commissioners discussed options regarding allocation of time for public comment at planning commission meetings. Mr. Thompson discussed the need to review signage regulations due to technological advances of digital signage.
