WORK SESSION
Mr. James called the meeting to order at 4:02 p.m.
Approva! of A-genda,
Mr. B,utzer made a motion to approve the agenda, which passed 4-0.
Approval of Minutes
Mr. Mahoney made a motion to approve the minutes of August 2, 2016 and September
20, 2016, which passed 4-0
Mr. Bower made a motion to approve the minutes of August 16, 2016, which passed 3-
0-1, with Mr. Mahoney abstaining.
Consent Agenda
Ms. Pattisall provided an, overview regarding the petition of Valley Management Co.,
Inc. and Friendship Health and Rehab Center South, IInc., including a brief history of the
petition, future land use designation, and proposed concept plan. She and the
Commissioners discussed the proposed concept plan, and additional property
purchased by the petitioner. Ms. Pattisall and the Commissioners discussed the
previous petition. Mr. Thompson and the Commissioners discussed the concept plan,
including existing property lines, buffering, adjacent properties, and current proffered
conditions. Mr. Lubeck and the Commissioners discussed the tax status of the existing

use and proposed use. Mr. Thompson and the Commissioners reviewed the area
zoning map, revised concept plan, and architectural renderings. Ms. Pattisall stated the
Valley Management Co., Inc. and Friendship Health and Rehab Center South, Inc.
Community Meeting will be held on October 13, 2016, at 6:30 p.m. at the Roanoke
County Administration Center.
Mr. Butzer made a motion to approve the consent agenda, which passed 4-0.
Citizen Comments
There were none.
Final Orders
1. The petition of Kate Madison Properties, LLC to rezone approximately 0.99 acre
from R-1, Low Density Residential, District to C-1, Low Intensity Commercial,
District on property located at 3746 Colonial Avenue, Cave Spring Magisterial
District was approved by the Board of Supervisors at a Public Hearing on August
9, 2016.
2. The petition of Stephen Hartman to remove all proffered conditions from property
zoned C-2CS, High Intensity Commercial with conditions and special use permit.
The property is approximately 0.459 acre in size and is located at 7637
Williamson Road, Hollins Magisterial District. The proffered conditions deal with
the use of the property, lighting, screening, signage, and hours of operation. The
petition was approved by the Board of Supervisors at a Public Hearing on August
9, 2016.
Commissioners' and Staff Comments
Mr. Thompson and the Commissioners discussed the final changes made to the
concept plan regarding the petition of Kate Madison Properties, LLC, including parking,
landscaping, and lighting.
Mr. Thompson and the Commissioners discussed the status of approved broadcasting
tower special use permits.
Mr. Thompson stated the next meeting regarding the Rt. 419 Town Center Study will be
held on October 11, 2016, at Barrel Chest Wine and Beer, 4035 Electric Road, from
5:00 p.m. - 8:00 p.m. He stated the Design Workshop will be held on November 14
(evening meeting), November 15, 2016 (daytime drop-in), and November 16, 2016
(evening meeting), at Holiday Inn — Tanglewood, 4468 Starkey Road.
Mr. James adjourned the meeting for site viewing at 4:49 p.m.
With no further comments, Mr. James adjourned the site viewing portion of the meeting
at 6:00 p.m.
