Call to Order:
Mr. Jarrell called the meeting to order at 6:06 p.m.
Approval of Agenda
Ms. Hooker made a motion to approve the agenda, which passed 5 -0.
Approval of Minutes
Mr. McNeil made a motion to approve April 5, 2011 minutes, which passed 5 -0.
Mr. Peters made a motion to approve the April 11, 2011 minutes, which passed 5 -0.
Ms. Hooker made a motion to approve the April 19, 2011 minutes, which passed 4 -0 -1
with Mr. Radford abstaining.
Approval of Consent Agenda
Ms. Pendleton provided a brief overview of the Sandra Finck petition, including a site
plan of the property.
Ms. Pendleton provided a brief overview of the National Park Service petition, including
descriptions of both monopole and lattice designs. She reviewed the existing site plan.
She noted the tower will serve law enforcement agencies utilizing the parkway. Mr.
Obenshain discussed the parkway project. Mr. Thompson stated the balloon test will
be conducted on June 7, 2011.
Mr. Thompson discussed the Vinton Business Center petition, including proposed
revisions to the master plan covenants and conditions. He also provided a brief history
of the petition and the county's role in the process.

Ms. Cronise provided a brief overview of the petition for Carol and Jason Lachowicz.
She reviewed the site plan which includes three existing structures. She discussed the
current and proposed zoning and land use designation. She discussed topography and
property access issues.
Mr. Peters made a motion to approve the consent agenda, which passed 5 -0
Glenvar Community Plan
Ms. Micklow reviewed proposed changes suggested by the Glenvar Focus Group,
including future land use designations and neighborhood conservation designations.
She reviewed Future Land Use map scenarios, including changes along West Main
Street Corridor and Dixie Caverns Area. She discussed mixed land use designations
and rural village designations, and core designations. She discussed future land use
designation refinements regarding industrial development and floodplain issues. She
discussed environmentally sensitive areas and county gateway areas. She reviewed
the timeline regarding the proposed plan.
Urban Development Areas (UDAs)
Ms. Cronise provided a brief update to the proposal, including transportation analysis,
utility characteristics, and zoning characteristics of the designated areas. She stated all
parcels are identified including developed and undeveloped parcels. She reviewed
potential site rankings, including Tanglewood Mall, Electric Road, and Slate Hill. She
reviewed potential sites and projected population growth areas. She reviewed the
proposed timeline. The consensus of the commission was to hold the public hearing
regarding this issue on June 7, 2011.
Zoning Amendment — Large Wind
Proposed amendments to the Roanoke County Zoning Ordinance. The proposed
amendments to Articles II (Definitions), III (District Regulations), and IV (Use and
Design Standards) would incorporate regulations into the county's zoning ordinance
dealing with large wind energy systems and utility wind energy systems. (continued
from March 15, 2011)
Mr. Thompson reviewed changes made by the commissioners to the proposed
ordinance. The commission and staff discussed setback issues including the method of
measurement of the structure and 110% setback area.
Mr. Radford inquired about proposed noise restriction of 60 decibels. Ms. Hooker
stated 60 decibels coincides with small scale systems and Beech Mountain turbines.
Mr. Peters discussed consideration of wind noise. Mr. Obenshain discussed requiring
input from an acoustical engineer with the application. Mr. McNeil stated sound
dissipates after one -half mile. Ms. Hooker noted regulation will apply regarding existing
homes. Mr. Jarrell discussed importance of incorporating restrictions into the
ordinance. Mr. Obenshain discussed noise ordinance regulations.

Mr. Thompson inquired about low frequency noise regulations. Ms. Hooker inquired
about process if a noise issue occurs. Mr. Thompson and Mr. Obenshain reviewed this
issue. Mr. Thompson and commissioners discussed acquiring input from Regional
Airport Commission. They also reviewed shadowing and flickering issues.
Mr. Peters made a motion to recommend approval of the proposed amendments.
Mr. Thompson called the roll and the motion passed (5 -0) with the following vote:

Other Comments
Mr. Thompson stated a community meeting to discuss the Peters Creek/Hollins
Community Corridor Plan will be conducted on May 26, 2011, at 6:30 p.m. in Burlington
Elementary School.
With no further business or comments, Mr. Jarrell adjourned the meeting at 7:40 p.m.
