Work Session:
Mr. Jarrell called the work session to order at 4:02 p.m.
Approval of Agenda
Mr. McNeil made a motion to approve the agenda, which passed 4 -0.
Approval of Minutes
Ms. Hooker made a motion to approve the minutes of May 17, 2011, which passed 4 -0.
Approval of Consent Agenda
Ms. Micklow provided a brief history of the Angelo R. Gianni, Jr. petition, noting the
petitioner moved to the area from Ohio. She reviewed current zoning of adjacent
properties and topography of the site. She discussed the existing invisible fencing and
buffering of the site.
Mr. Peters made a motion to approve the consent agenda, which passed 4 -0.
Commissioner and Staff Comments
After a brief discussion between staff and commissioners, Mr. Peters made a motion to
cancel the June 21, 2011, Planning Commission Work Session, which passed 4 -0.
Mr. Peters invited both staff and commissioners to attend the dedication of the Vinton -
Roanoke County Veterans Monument on June 14, 2011, at 6:00 p.m. at the Vinton War
Memorial.

With no further comments, Mr. Jarrell adjourned the work session at 4:16 p.m. for site
viewing.
EVENING SESSION
Mr. Jarrell called the Public Hearing to order at 7:00 p.m. Ms. Hooker gave the
invocation and led the pledge of allegiance.
1. The petition of Sandra Finck to obtain a Special Use Permit in a R -1 S, Low
Density Residential, District with a special use permit for a multiple dog permit for
four (4) dogs on 2.24 acres, located at 2929 Elderwood Road, Catawba
Magisterial District. Ms. Pendleton presented the staff report including a brief
history of the property, current zoning, and site plan. She stated the existing
fencing is an electric - invisible fence. She stated the proposed use for the
property is within the county use and design standards.
Ms. Hooker inquired about the background of the application. Ms. Pendleton
explained that animal control had contacted the petitioner. Ms. Finck stated her
daughter's husband and family are currently stationed in Hawaii and that she is
taking care of their dog. Ms. Hooker inquired about the dogs getting out of yard.
Ms. Finck stated the break in fence has been repaired and the dogs are secured
in the yard.
Mr. Jarrell opened the public hearing for public comment.
Ms. Pendleton provided the commissioners with a letter from Mr. Ivan Coleman
and Ms. Helen Coleman, expressing concern regarding the number of dogs and
the dogs not being secured in the petitioner's yard.
With no citizens requesting to speak, Mr. Jarrell closed the public hearing.
Ms. Hooker made a motion to recommend approval of the special use permit
request with the following condition:
1. The Multiple Dog Permit shall be for a maximum of four (4) dogs.
Mr. Thompson called the roll and the motion passed (4 -0) with the following vote:

2. The petition of National Park Service /Blue Ridge Parkway, to obtain a Special
Use Permit in a AG -3S, Agricultural /Rural Preserve, District with a special use
permit to construct a broadcasting tower on 27.612 acres, located off
Honeysuckle Road on Poor Mountain, Windsor Hills District. Mr. Patriarca
presented the staff report, stating the new tower is needed due to the frequency
changing to a digital signal. He stated the tower would be a self - supporting

lattice tower which would coordinate with the system which will reach from North
Carolina to Waynesboro, VA. He reviewed the current and proposed site plans
He stated the matte finish will have minimal visual impact. He stated collocation
and signage will not be permitted on the tower. He reviewed citizen concerns
received at the community meeting which included visual impact and
environmental impact of the tower. He discussed the zoning and land use
designation of the area, stating the use is in general conformance.
Mr. Peters inquired about the reason for changing the tower. Mr. Patriarca and
Mr. Obenshain discussed this issue. Mr. McNeil discussed the importance of
keeping the parkway communication system viable. Mr. Jarrell inquired about
the construction timeline. Mr. Patriarca discussed this issue.
Mr. Mike Molling, Chief of Maintenance, Blue Ridge Parkway, discussed
changing the communication method to a digital signal.
Mr. Jarrell opened the public hearing for public comment.
With no citizens requesting to speak, Mr. Jarrell closed the public hearing.
Ms. Hooker made a motion to recommend approval of the special use permit
request with the following conditions:
1. The proposed development shall be in general conformance with the concept
plan prepared by the United States Department of the Interior dated January
25, 2011.
2. The proposed tower shall not exceed a total height of 120'.
3. The existing 85' tower and supporting structures shall be removed and
properly disposed of from the site by January 1, 2012.
Mr. Thompson called the roll and the motion passed (4 -0) with the following vote:

3. The petition of the Roanoke County Board of Supervisors, Town of Vinton, and
Cardinal IG Company to amend the covenants, conditions, and Master Plan on
99 acres zoned PTD, Planned Technology Development, District at the Vinton
Business Center, located near the 2100 through 2400 block of Hardy Road and
the 2100 block of Cardinal Park Drive, Vinton Magisterial District. Mr. Thompson
presented the staff report, including a brief history of the property, site plan, and
zoning designations. He reviewed the proposed amendments to the covenants,
conditions, and Master Plan. He reviewed input received from citizens at the
community meeting, including trail network, widening of Hardy Road,
environmental issues, and buffering requirements. He discussed area wetlands.

Mr. McNeil inquired about existing trees. Mr. Thompson discussed PTD
regulations regarding landscape and streetscape improvements.
Ms. Consuella Caudill, Assistant Town Manager, Town of Vinton, stated council
agrees with the proposed amendments. She stated they are in favor of
approving the document as presented.
Mr. Jarrell opened the public hearing for public comment.
With no citizens requesting to speak, Mr. Jarrell closed the public hearing.
Mr. Peters made a motion to recommend approval of the proposed amendments.

4. The petition of Carol and Jason Lachowicz to rezone approximately 5.476 acres
from AG -3, Agricultural /Rural Preserve, District, C -2C, General Commercial,
District with conditions, and C -1 C, Office, District with conditions to AV,
Agricultural/Village Center, District and AG -3, Agricultural /Rural Preserve,
District, located at 8346 Bent Mountain Road, 8364 Bent Mountain Road, and
8399 Strawberry Lane, Windsor Hills Magisterial District. Ms. Cronise presented
the staff report, including the site plan, zoning, and land use designations. She
provided a brief history of each parcel and proposed zoning changes. She
stated rezoning will bring the area into compliance with the Comprehensive Plan.
The commissioners and staff discussed this issue.
Ms. Carol Lachowicz stated she does not plan any major development of the
property and plans to lease the property.
Mr. Jarrell opened the public hearing for public comment.
Mr. Henry Wise, 7594 Countrywood Drive, stated that the AV area should be
contiguous to the existing AV zoning.
Mr. E. G. Hayes, 7620 Countrywood Drive, expressed concern regarding
increased traffic and safety issues.
Ms. Lachowicz stated she does not plan to develop the property which has been
placed in a trust for her children. She stated they would prefer not to subdivide
property due to additional surveying costs.
Ms. Cronise stated the Village Center designation would be more in conformance
with the Comprehensive Plan. Ms. Hooker noted the proposed zoning would be
a less intense use and offer more protection for the community in comparison to
the current zoning.

With no other citizens requesting to speak, Mr. Jarrell closed the public hearing.
Ms. Hooker made a motion to recommend approval of the rezoning request.
Mr. Thompson called the roll and the motion passed (4 -0) with the following vote:

5. A proposed amendment to the Roanoke County Comprehensive Plan. The
proposed amendment would incorporate Urban Development Areas into the
Roanoke County Comprehensive Plan.
Ms. Cronise presented the proposed amendment, including recommended sites
and requirements. Ms. Hooker discussed the mandated designation and
thanked staff for development of the amendment. Mr. McNeil discussed
importance of having base document. Ms. Cronise noted the development of
the document was a collaborative effort by staff and the commission. Mr.
Thompson commended staff on the development of the amendment.
Mr. Jarrell opened the public hearing for public comment.
With no citizens requesting to speak, Mr. Jarrell closed the public hearing.
Mr. Peters made a motion to recommend approval of the proposed amendment.

Final Orders
1. The petition of Kenneth J. and Linda J. Lapiejko to obtain a Special Use Permit in
a R -1, Low Density Residential, District to operate a private stable on 44.5 acres,
located at 3525 Harborwood Road, Catawba Magisterial District was approved
by the Board of Supervisors at a Public Hearing on April 26, 2011.
2. The petition of Douglas R. and Mary E. McCallum to obtain a Special Use Permit
in an AG -1, Agricultural /Rural Low Density, District to operate a small wind
energy system on 2.414 acres, located at 4824 Wade Road, Windsor Hills
Magisterial District was approved by the Board of Supervisors at a Public
Hearing on April 26, 2011.
3. Proposed amendments to the Roanoke County Zoning Ordinance. The
proposed amendments to Article I (General Provisions), Article II (Definitions and
Use Types), Article III (District Regulations), Article IV (Use and Design
Standards), and Article V (Development Standards) would revise and incorporate
regulations dealing with, but not limited to: parking and parking structures; solar

energy systems; private roads; fuel centers; religious assembly; home
occupations; accessory apartments; private stables; multiple dog permits;
temporary family health care structures; conditional zoning; enforcement
procedures; nonconforming uses; and the board of zoning appeals including
reducing the appeal period for certain use violations was approved by the Board
of Supervisors at a Public Hearing on May 24, 2011.
Citizen Comments
There were none.
With no citizens requesting to speak, Mr. Jarrell closed the citizen comment period.
Commissioners' and Staff Comments
Mr. Thompson stated the June 21, 2011 Planning Commission Work Session has been
canceled.
With no further business or comments, Mr. Jarrell adjourned the meeting at 8:10 p.m.
