WORK SESSION MINUTES

Call to Order:
Mr. Jarrell called the meeting to order at 6:02 p.m.
Approval of Agenda
Mr. Radford made a motion to approve the agenda, which passed 4 -0.
Peters Creek Community Plan Update
Mr. Patriarca provided a PowerPoint presentation and update regarding the progress on
the plan. He reviewed the specific issues discussed at the community meetings
including transportation, economic development, and neighborhoods. He stated
representatives from VDOT, Roanoke Valley Greenways, and Roanoke Valley
Alleghany Regional Commission attended the first meeting in order address citizen
questions and comments. He stated the survey is still available online to receive citizen
input. He stated a primary concern was turn lanes and crossovers at various locations.
He reviewed citizen daily issues including transit options. He discussed the Plantation
Road project, noting the citizens were in favor of the proposed changes. He discussed
citizen concerns regarding residential areas which are abutting commercial areas. He
stated representatives from Economic Development attended a community meeting in
order to address concerns. He stated the community meeting focusing on
neighborhoods included information regarding rezoning and special use permit
processes, allowable and non - allowable use types, and county road responsibilities
compared to VDOT's responsibilities, code enforcement, and building maintenance
requirements. He reviewed the timeline noting future meetings will include proposed
future land use changes. Mr. Jarrell suggested sending invitations for future meetings
to citizens who attended previous community meetings. Mr. McNeil suggested placing

an ad in the newspaper for future meetings
previous citizen notification methods used.

Mr. Holladay and Mr. Patriarca discussed
Zoning Ordinance Amendments
Mr. Murphy reviewed the timeline for amendment changes. He discussed general
topics stating more review and revision will be needed. He discussed DEQ issues,
noting the importance of the zoning ordinance being consistent with the state code. He
reviewed overlay districts including the Emergency Communication Overlay, Roanoke
County Well -Head Protection Overlay, and Airport Overlay District, noting updating
maps may be necessary. He stated they will be reviewing definitions, electronic
signage, evaluating the possibility of chickens in residential areas, and stated code
changes. Mr. Murphy and commissioners discussed potential issues regarding
permitting chickens in residential areas. Commissioners inquired about electronic
signage brightness regulations. Mr. Murphy and Mr. Holladay discussed this issue.
Mr. Murphy stated signage regulations and restrictions will be part of the zoning
ordinance review process.
Other Comments
Mr. McNeil inquired about upcoming petition of Roanoke Council of Garden Clubs. Mr.
Patriarca and Mr. Murphy provided a brief update on the petition.
With no further business or comments, Mr. Jarrell adjourned the meeting at 6:45 p.m.
