Approval of Minutes Ms. Hooker made a motion to approve the minutes of July 5, 2011, and July 19, 2011, which passed 4 -0. Approval of Consent Agenda Mr. Patriarca provided a PowerPoint presentation regarding the petition of Scott and Debbie George, including current zoning, future land use designation, and the site plan. He provided a brief history of the property. He stated the petitioner would like to acquire some livestock for her special needs son who will permanently reside with her in approximately one year. He stated the surrounding community is primarily rural. Ms. Hooker discussed R -1 zoning of the area suggesting the commission and staff revaluate future land use and zoning in the area. Mr. Thompson and commissioners discussed zoning options and permitted uses. Mr. McNeil inquired about developers objecting to possible zoning changes in the area. Staff and the commissioners discussed this issue. Mr. McNeil made a motion to approve the consent agenda, which passed 4 -0. Page 1 of 4 ROANOKE COUNTY PLANNING COMMISSION MINUTES August 2, 2011 Commissioner and Staff Comments Ms. Wood reviewed the calls received expressing concern regarding the Roanoke County Economic Development Authority petition. She stated concerns were regarding additional entrances on Carson Road, emission issues from new businesses, and screening and buffering between industrial areas and residences. Mr. Peters inquired about Carson Road issue. Mr. Thompson discussed this issue. Ms. Loope explained the parcels listed in the petition have already been developed. Mr. McNeil inquired about removal of proffers from the properties. Ms. Loope discussed this issue, noting these are the last two parcels in the area which have original proffers. Mr. McNeil inquired about buffering. Mr. Thompson discussed the zoning ordinance requirements regarding this issue. Mr. Thompson provided an update on Mr. Tarek Moneir. Mr. Peters stated he will not be attending the Planning Commission Public Hearing on September 6, 2011. With no further comments, Mr. Radford adjourned the work session at 4:33 p.m. for site viewing. EVENING SESSION Mr. Radford called the Public Hearing to order at 7:00 p.m. He gave the invocation and led the pledge of allegiance. The petition of the Roanoke County Economic Development Authority to remove the proffered conditions on approximately 59.13 acres zoned I -1 C, Low Intensity Industrial, District with conditions, located at 4022 Integrity Drive and 4050 Integrity Drive, Vinton Magisterial District. Ms. Wood presented the staff report including a brief history, zoning designations, and site plan of the area. She stated a traffic impact analysis may be needed in the future if additional traffic is generated. She stated the petition is in compliance with the Comprehensive Plan. Mr. McNeil inquired about the sites. Ms. Wood explained that the two sites have already been developed by Coca -Cola and Integrity Windows. She stated Coca -Cola is interested in expanding its operation. She discussed zoning of surrounding parcels. Mr. Thompson explained that only the two parcels included in the request have the original conditions since all other parcels have been rezoned. He stated many of the conditions do not apply any longer because they have been incorporated into the zoning ordinance. Mr. Radford opened the public hearing for public comment With no citizens requesting to speak, Mr. Radford closed the public hearing. Mr. Peters made a motion to recommend approval of the request. Mr. Thompson called the roll and the motion passed (4 -0) with the following vote: Page 2 of 4 ROANOKE COUNTY PLANNING COMMISSION MINUTES August 2, 2011 AYES: Hooker, McNeil, Peters, Radford NAYES: None ABSTAIN: None 2. The petition of the Roanoke Council of Garden Clubs, Inc. to amend the proffered conditions on approximately 2.6 acres zoned C -1 C, Commercial, District with conditions, and to obtain a special use permit for religious assembly, located at 3640 Colonial Avenue, Cave Spring Magisterial District. Ms. Pattisall presented the staff report, including a brief history, current proffered conditions, and future land use of the property. She noted existing parking and access to the facility will not change. Mr. David Helscher, Esquire, stated the organization has been in the facility for five years. He stated the organization has been contacted by outside groups requesting use of the facility. He stated the organization wants to be in compliance with the county. He discussed the effect the economy has had on the organization and noted they would like to acquire additional revenue for the club. He stated they currently do not have anyone scheduled to use the facility for the religious assembly. Mr. Radford opened the public hearing for public comment. With no citizens requesting to speak, Mr. Radford closed the public hearing. Mr. McNeil made a motion to recommend approval of the special use permit request with the following proffered conditions: 1. The subject property will be developed in substantial conformity with the "Proposed Plan" bearing revised date of January 14, 2004 and with the architectural rendering dated January 30, 2004 prepared by Rife & Wood Architects. 2. Use of the property will be limited to activities of or sponsored by the Roanoke Council of Garden Clubs, Inc. including offices, meetings and rental of the building. 3. Applicable Colonial Avenue Corridor Design Guidelines shall be in effect with the word "shall" replacing the word "should" as determined during the site plan review process. 4. The proposed building shall be limited to 6,000 square feet of gross floor area and 26 feet in height. 5. Exterior building materials shall be of brick and wood. 6. Total parking including rear and building -side dropoff shall not exceed seventy -seven (77) spaces and no parking shall be constructed in front of the building. 7. Monument -style signage at the entrance of the property shall not exceed 35 square feet. Total site signage shall not exceed 70 square feet. Temporary signage shall be limited to activities directly related to the Roanoke Council of Garden Clubs, Inc. The petition of Angelo R. Gianni, Jr. to obtain a Special Use Permit in a R -1, Low Density Residential, District for a multiple dog permit for five (5) dogs on 1.02 acres, located at 6539 Fairway View Trail, Windsor Hills Magisterial District was approved by the Board of Supervisors at a Public Hearing on July 26, 2011. Citizen Comments There were none. With no citizens requesting to speak, Mr. Radford closed the citizen comment period. Commissioners' and Staff Comments Mr. Thompson announced the August 23, would begin at 6:00 p.m. 2011, Board of Supervisors Public Hearing Mr. Thompson informed the commission that Ms. Nicole Pendleton has resigned from Roanoke County to pursue another employment opportunity.
