Work Session
Mr. James called the meeting to order at 6:04 p.m.
'Approval of Agenda
Mr. Butzer made a motion to, approve the agenda, which passed 4-0.
Consent Agenda
Mr. Thompson provided an overview of the Property Catalyst Group petition,, including a
brief history of the petition, noting staff requested more information which was quickly
provided by the petitioner. He review the surrounding zoning, future land use
designation, and proposed concept plan. Mr. Thompson and the Commissioners
discussed landscaping, signage, and property access, and surrounding businesses.
Mr. Mahoney made a motion to approve the consent agenda, which passed 4-01.
Mr. Thompson and the Commissioners discussed the order of the petitions on the
agenda for the January 3, 2017 Planning Commission Public Hearing.
Site Plan Review Process,
Ms. Pattisall provided a PowerPoint presentation regarding an overview of the site plan
review process. She discussed when a site plan review is required, including any
construction with a change of use, land disturbance regulations, and stormwater
quantity and quality treatment requirements. She reviewed the process, including

concept meeting, reviews, approval, and preconstruction meeting. Ms. Pattisall, Mr.
Thompson, and the Commissioners discussed the length of the process. She stated all
review meetings are between the developer, designer, County engineering staff, County
zoning staff, County Fire Marshal, Western Virginia Water Authority (WVWA), and
VDOT. She stated the concept meeting is usually a very basic review to determine the
viability of the project, noting that this is the point in the process which generates a
rezoning action. Ms. Pattisall and the Commissioners reviewed a typical concept plan.
Ms. Pattisall stated the subsequent step is a post concept meeting which is when the
developer determines the course of action, including having plans revised as necessary,
submitting a rezoning application, or withdrawing the project. She stated if the
developer chooses to move forward with the plan, the next step would be the first
review at which time formal plans are submitted and all entities review and comment on
the plans based on their specific codes. Ms. Pattisall provided a sample of a first review
grading layout, which includes landscaping, demolitions, and stormwater calculations.
She stated County engineering reviews stormwater quantity and quality, stormwater
facilities, storm conveyance, erosion and sediment control, site grading, and
environmentally sensitive areas. She stated County zoning reviews appropriate zoning
for the use, parking, setbacks, landscaping, buffering, loft coverage, and subdivision
requirement issues. She stated the Fire Marshal reviews fire truck circulation and
access, fire lane marking, fire flow, Knox box requirements, parking for building access,
and hydrant location. She stated the WVWA reviews access to existing utilities,
appropriate flow based on use, easements for access, and sizing requirements for new
access. She stated VDOT reviews include intersection and stopping sight distance,
access spacing requirements, traffic impact analysis based on use, entrances, drainage
improvements in the right-of-way, pavement design, and traffic management during
construction.
Ms. Pattisall stated the next step would be to conduct a post first review meeting, noting
the designer would need to revise plans to satisfy each comment. She stated revisions
are submitted during subsequent review meetings until every comment is resolved. She
stated that after all reviews are complete the designer submits a signature set of plans
signed by all reviewers, noting the signature set will be used for construction. She
stated at this time a preconstruction meeting is schedule with the owner. Ms. Pattisall
stated all reviewers inspect the site for compliance during and after construction.
Ms. Pattisall and the Commissioners discussed the County's entire review process.
They discussed processes which are cost prohibitive for the developer unless approval
from the County is acquired, including stormwater and engineered site plans. Ms.
Cronise and the Commissioners discussed providing site plan process information on
the website. The Commissioners and staff discussed the importance of having a good
process since many counties are now competing for development.
Route 419 Town Center Plan
Mr. Thompson provided a status update regarding the Route 419 Town Center Study,
including timeline of events held to engage the public in the process. He stated the next
event will be a community meeting to discuss transportation scenarios, noting the
presentation will begin at 6:30 p.m. on January 4, 2017, at the Hilton Garden Inn, 4500

South Peak Boulevard. He provided a timeline for future events, noting the tentative
date for the Planning Gommission Public Hearing regarding the draft document is
March, 2017. Mr. Thompson and the Commissioners discussed the importance of
citizen and stakeholder involvement in the process.

There were none.
Commissioners' and Staff Comments
Mr. Thompson provided an update on the petition of TAS Design, Inc., noting the
petition has been postponed indefinitely at the request of the petitioner.
Mr. Thompson and the Commissioners discussed the status of the petition of State
Central Bank. Mr. Thompson and the Commissioners also discussed the status of IYS
XXII, L.C.
Mr. Thompson provided an update on the Valley Management Co., Inc. and Friendship
Health and Rehab Center South, Inc. petition, noting the petitioner has met with the
County Fire Marshall, County stormwater management staff, and VDOT representative.
Mr. Thompson and the Commissioners reviewed issues and information requested from
the petitioner at the public hearing. Mr. Thompson stated the petitioner will be
submitting additional information this week.
Mr. Thompson stated Ms. Cronise and other LEAN Initiative members will be attending
the January 17, 2017 Planning Commission Work Session to acquire input from the
Commission regarding the landuse application process.
Mr. Thompson provided an update on the Woodhaven Road project.
Mr. Thompson and the Commissioners discussed potential topics for future meetings.
Mr. Thompson stated Mr. Butzer is resigning his position as Planning Commissioner,
noting he has agreed to remain on the Commission through the January 3, 2017
Planning Commission Public Hearing. Mr. Thompson thanked him for his service.
With no further business or comments, Mr. James adjourned the meeting at 7:37 p.m.
