PUBLIC HEARING MINUTES
SEPTEMBER 6, 2011

Work Session:
Mr. Jarrell called the work session to order at 4:01 p.m.
Approval of Agenda
Ms. Hooker made a motion to approve the agenda, which passed 4 -0.
Approval of Minutes
Mr. Radford made a motion to approve the minutes of August 2, 2011, and August 16,
2011, which passed 4 -0.
Approval of Consent Agenda
Ms. Pattisall provided an overview of the petition of Glenn Reed, including a brief history
of petition. She reviewed citizen comments received regarding the petition. She
discussed current and proposed zoning, future land use, and site plan, noting all of the
buildings are similar in appearance.
Mr. Radford inquired about the change of zoning from AR to AV and future land use.
Ms. Pattisall and Mr. Obenshain discussed this issue. Ms. Pattisall stated the proposed
rezoning will not change the future land use plan of the area. Mr. Thompson reviewed
additional information received from the petitioner. Mr. McNeil inquired about school
requirements. Mr. Obenshain discussed this issue. Mr. Thompson stated the proposed
private school is currently operating from an area church. Ms. Pattisall reviewed the fire
flow waiver information received from the Roanoke County Fire Marshal. Mr. Jarrell
inquired about roads and property access. Ms. Pattisall discussed this issue.

Ms. Micklow provided a PowerPoint presentation regarding the petition of Skyway
Towers, including the site plan and height and design of the proposed tower. She
reviewed proposed fencing and entrance from Jae Valley Road. She noted the county
encourages collocation of receivers on towers. She reviewed broadcasting tower
requirements, including balloon test, general standards, and setbacks.
Mr. Radford inquired about possible effects on the Blue Ridge Parkway. Ms. Micklow
discussed the viewshed, photo simulations, current zoning, future land use, and review
comments. She reviewed the park service map and potential visibility of tower. She
stated the National Park Service has reserved their ruling until after the balloon test is
completed. She stated they have requested a crane test. Ms. Micklow stated a
community meeting is scheduled on September 22, 2011, at Mount Pleasant
Elementary School. Mr. Thompson stated the Blue Ridge Parkway map stating it is
based on scorched earth which does not consider existing trees which could affect
visibility of the tower. Mr. Jarrell inquired about the county's collocation on the tower.
Mr. Thompson and Ms. Micklow discussed this issue. Mr. Thompson stated the balloon
test will be conducted on October 4, 2011.
Mr. Radford made a motion to approve the consent agenda, which passed 4 -0.
Commissioner and Staff Comments
Mr. Thompson stated the balloon test for Skyway Towers will be conducted on October
4, 2011.
Mr. Jarrell inquired about site visit to Glenn Reed property. Mr. Thompson and
commissioners discussed this issue.
With no further comments, Mr. Jarrell adjourned the work session at 4:27 p.m. for site
viewing.
EVENING SESSION
Mr. Jarrell called the Public

The petition of Scott and Debbie George to rezone approximately 5.02 acres from
R -1, Low Density Residential, District to AR, Agricultural /Residential, District,
located at 4211 Harborwood Road, Catawba Magisterial District. Mr. Patriarca
presented the staff report including past and current zoning, future land use, and
a brief history of the area. He stated most rezoning requests in the area have
been for private stables.
Ms. Hooker inquired about number of animals allowed on the property if the
request is approved. Mr. Patriarca discussed animal limits based on the zoning
ordinance. Ms. Hooker stated the proposed zoning would be more appropriate
for the area since has not experienced the growth previously projected. Mr.
Radford inquired about trees removed from property. Mr. Patriarca deferred to
the petitioner.

Ms. Debbie George discussed the history of home stating they removed stumps
and some other trees. She stated her son who has autism will graduate from
school next year and return home to live. She stated she wants to teach him to
care for farm animals.
Mr. Jarrell opened the public hearing for public comment.
Mr. Ronnie Perdue stated Ms. George is a great neighbor. He stated prior to the
Georges developing property, it was not well maintained. He stated Ms. George's
son has visited his residence to help feed chickens and cows. He stated caring
for the animals is educational for her son.
With no other citizens requesting to speak, Mr. Jarrell closed the public hearing.
Ms. Hooker made a motion to recommend approval of the rezoning request.
Mr. Thompson called the roll and the motion passed (4 -0) with the following vote:
AYES: Hooker, Jarrell, McNeil, Radford
NAYES: None
ABSTAIN: None
Final Orders
1. The petition of the Roanoke County Economic Development Authority to
remove the proffered conditions on approximately 59.13 acres zoned I -1 C,
Low Intensity Industrial, District with conditions, located at 4022 Integrity Drive
and 4050 Integrity Drive, Vinton Magisterial District was approved by the
Board of Supervisors at a Public Hearing on August 23, 2011.
2. The petition of the Roanoke Council of Garden Clubs, Inc. to amend the
proffered conditions on approximately 2.6 acres zoned C -1 C, Commercial,
District with conditions, and to obtain a special use permit for religious
assembly, located at 3640 Colonial Avenue, Cave Spring Magisterial District
was approved by the Board of Supervisors at a Public Hearing on August 23,
2011.
Citizen Comments
There were none.
With no citizens requesting to speak, Mr. Jarrell closed the citizen comment period.
Commissioners' and Staff Comments
Mr. Thompson and commissioners discussed future visits to both Smith Gap Landfill
and the McCallum's small wind system.
With no further business or comments, Mr. Jarrell adjourned the meeting at 7:24 p.m.
