HomeMy WebLinkAbout11/1/2011 - MinutesZ A PLANNING COMMISSION 2 a 1Q 1 PUBLIC HEARING MINUTES NOVEMBER 1, 2011 Commissioners Present: Ms. Martha Hooker Mr. Gary Jarrell Mr. Rodney McNeil Mr. Jason Peters Mr. David Radford Staff Present: Mr. Philip Thompson, Secretary Mr. Joe Obenshain, Senior Assistant County Attorney Ms. Megan Cronise Ms. Tammi Wood Ms. Susan Carter, Recording Secretary Work Session: Mr. Jarrell called the work session to order at 4:00 p.m. Approval of Agenda Mr. Radford made a motion to approve the agenda, which passed 5 -0. Approval of Minutes Ms. Hooker made a motion to approve the minutes of October 4, 2011, and October 18, 2011, which passed 5 -0. Commissioner and Staff Comments Mr. Thompson stated a public meeting to present the Blue Ridge Parkway General Management Plan will be held on November 10, 2011, at the Brambleton Center from 3:00 p.m. to 7:00 p.m. He stated the Planning Commission Public Hearing regarding the Glenvar Community Plan will be held on November 14, 2011, at 7:00 p.m. in the Glenvar Middle School Auditorium. With no further comments, Mr. Jarrell adjourned the work session at 4:19 p.m. for site viewing. EVENING SESSION Mr. Jarrell called the Public Hearing to order at 7:00 p.m. Ms. Hooker gave the invocation and led the pledge of allegiance. Page 1 of 3 ROANOKE COUNTY PLANNING COMMISSION MINUTES November 1, 2011 1. The petition of Glenn L. Reed, to rezone 13.7 acres from AR, Agricultural /Residential, District to AV, Agricultural/Village Center, District for private /secondary educational facilities and general office use and to obtain a special use permit in order to operate a convenience store, located in the 9600 block of Bent Mountain Road, Windsor Hills Magisterial District was postponed until December 5, 2011, by the petitioner. 2. The petition of Peter Lundy to obtain a Special Use Permit in a C -2, General Commercial, District for the operation of a used automobile dealership on 0.665 acre, located at 3119 Brambleton Avenue, Windsor Hills Magisterial District. Ms. Wood presented the staff report including a brief history of the petition, surrounding zoning, and future land use. She reviewed the site plan including buffering and property access. She stated there will be a limit of twenty vehicles on site for sale. Mr. Radford suggested adding a condition allowing no more than twenty vehicles on display at any location on the property. Ms. Wood and Mr. Thompson discussed the concept plan. Mr. Thompson and the commissioners discussed revisions to the concept plan and suggested adding verbage requiring general conformance to the concept plan. Mr. Jarrell and Mr. Peters discussed the display area for the vehicles. Mr. Obenshain discussed this issue with the commission. Mr. McNeil discussed the importance of defining areas dedicated to sales and services. Mr. Jarrell opened the public hearing for public comment. Mr. Ben Carson discussed the concept plan including the display areas and property access. Mr. Peters inquired about vehicle arrangement on the lot. Mr. Carson explained this issue and discussed emergency access requirements. Mr. Radford inquired about buffering. Mr. Carson discussed placement of proposed stockade fencing. Mr. McNeil inquired about DMV regulations. Mr. Carson explained the petitioner is required to have county approval prior to making application to DMV. Mr. Obenshain explained that the addresses have previously been combined to create one parcel. Mr. Radford inquired about required buffering. Mr. Carson and Ms. Wood discussed this issue. With no other citizens requesting to speak, Mr. Jarrell closed the public hearing. Mr. Radford made a motion to recommend approval of the special use permit with the following conditions: 1. The site shall be developed in general conformance with the concept plan entitled Brambleton Alignment 3115/3119 Brambleton Ave. dated Sept. 2, 2011. 2. There shall be no more than twenty (20) vehicles on display for sale on site. 3. Display areas for the used automobile dealership shall be limited to the paved areas west of Metal Garage #2 (as shown on the concept plan). Page 2 of 3 ROANOKE COUNTY PLANNING COMMISSION MINUTES November 1, 2011 Mr. Thompson called the roll and the motion passed (5 -0) with the following vote: AYES: Hooker, Jarrell, McNeil, Peters, Radford NAYES: None ABSTAIN: None Final Orders 1. The petition of Skyway Towers, to obtain a Special Use Permit for an approximately 199' broadcasting tower in an AG -3, Agricultural /Rural Preserve, District on 17.12 acres, located at 3557 Jae Valley Road, Vinton Magisterial District was approved by the Board of Supervisors at a Public Hearing on October 25, 2011. Citizen Comments There were none. With no other citizens requesting to speak, Mr. Jarrell closed the citizen comment period. Commissioners' and Staff Comments Mr. Thompson stated the next meeting would be November 14, 2011, at 7:00 p.m. in the Glenvar Middle School Auditorium for the Planning Commission Public Hearing regarding the Glenvar Community Plan.
