HomeMy WebLinkAbout11/14/2011 - MinutesOff` P �F',Lr p PLANNING COMMISSION a` X83 PUBLIC HEARING MINUTES NOVEMBER 14, 2011 Commissioners Present: Ms. Martha Hooker Mr. Rodney McNeil Mr. Jason Peters Mr. David Radford Commissioners Absent: Mr. Gary Jarrell Staff Present: Mr. Philip Thompson, Secretary Mr. Joe Obenshain, Senior Assistant County Attorney Ms. Amanda Micklow Mr. David Holladay Ms. Megan Cronise Ms. Susan Carter, Recording Secretary Call to Order Mr. Radford called the Public Hearing to order at 7:00 p.m. Ms. Hooker gave the invocation and led the pledge of allegiance. Approval of Agenda Ms. Hooker made a motion to approve the agenda, which passed 4 -0. Public Hearinq A proposed amendment to the Roanoke County Comprehensive Plan. The proposed amendment would incorporate the Glenvar Community Plan into the Roanoke County Comprehensive Plan. Ms. Micklow provided a PowerPoint presentation which included an overview of the plan. She reviewed the development timeline including community meetings, surveys, stakeholders meetings, and Glenvar Focus Group meetings. She reviewed the existing zoning and future land use designation, noting some development in the area is blighted in appearance. She stated the community has requested restricted development consistent with the Glenvar community rural appearance. She also noted some development will be occurring along with the development of the proposed intermodal system. She noted some constraints for development in the area include floodplain issues and steep slopes. She reviewed input received from the community including suggestions to clean -up West Main Street, maintain the rural character of the area, and balance business, industrial, and residential areas. She discussed future land use refinements including principal industrial areas. Page 1 of 3 ROANOKE COUNTY PLANNING COMMISSION MINUTES November 14, 2011 She stated the Glenvar Focus Group designed a vision statement and plan goals which include public services, transportation, resource conservation and preservation, and multi - generational housing community development. She stated the focus group prefers the development of a Glenvar Village area. She reviewed maps developed by the focus group displaying proposed options. Ms. Micklow stated the Dixie Caverns area would provide mixed use by expanding commercial development. She stated the neighborhood citizens discussed the importance of maintaining the rural nature of the neighborhoods. She discussed zoning requirements which included the development of a Glenvar Village Overlay, including sidewalks, connectivity of areas, and monument style signage. She reviewed zoning recommendations for Route 11/460 Design Guidelines and Gateway Corridor Overlay District. She reviewed the economic development recommendations including the potential development of matching grant programs and stated tax incentives. She reviewed streetscape and landscape recommendations, including sidewalks, lighting, underground utilities, transportation access, and bike lanes. Ms. Micklow stated residential development recommendations included higher density, mixed use, and outdoor recreation and parks resources. She stated they also suggested improvement to river access. She discussed recommendations to protect critical viewsheds, including reviewing the existing Roanoke River Overlay. She reviewed community involvement recommendations, including continued Glenvar Focus Group input, private and public partnerships, adopt a highway program, and comprehensive roadside management. She reviewed the timeline for implementation of the plan. Ms. Hooker discussed the need for bike lanes on Route 11/460. Ms. Micklow discussed this issue. Ms. Hooker stated she appreciated the effort regarding improvement of water quality and protection of viewsheds. Ms. Micklow reviewed changes to zoning designations, including Fort Lewis Mountain, Wildwood Road, Joe Carroll Road, and protection of entrance to Camp Roanoke. She also discussed conservation around the area surrounding Green Hill Park. Mr. Radford inquired about a greenway extension near Mill Lane. Ms. Micklow discussed this issue. Mr. Radford thanked staff and citizens for their participation. Mr. Radford opened the public hearing for public comment. Ms. Susan Edwards, 4121 Givens Road, suggested approaching VDOT regarding bicycle lanes on Route 11/460, especially on West Main Street. Ms. Micklow noted staff had spoken with VDOT regarding this issue, however, VDOT had already approved their plan and determined sufficient room was unavailable for bike lanes in this area. Page 2 of 3 ROANOKE COUNTY PLANNING COMMISSION MINUTES November 14, 2011 Ms. Kathy Brown, 6233 Meacham Road, stated she was a Glenvar Focus Group member. She expressed her appreciation to Roanoke County representatives who are listening to the desires for the Glenvar community. With no other citizens requesting to speak, Mr. Radford closed the public hearing. Ms. Hooker expressed appreciation to both the citizens and staff for the development of the plan. Ms. Hooker made a motion to recommend approval of the plan and requested continued involvement from the Glenvar community during additional development and implementation of the plan. Mr. Thompson called the roll and the motion passed (4 -0) with the following vote: AYES: Hooker, McNeil, Peters, Radford NAYES: None ABSTAIN: None Citizen Comments Mr. Joness Whitlock, 5839 West River Road, suggested providing more access areas to Havens Wildlife Management Center. He stated easier access should be permitted from Wildwood Road. With no other citizens requesting to speak, Mr. Radford closed the citizen comment period. Commissioners' and Staff Comments Mr. Thompson stated the public hearing is the beginning of the process, noting the county is looking forward to citizen participation as the plan is implemented.
