Work Session
Mr. Bower called the meeting to order at 6:02 p.m.
Approval of Agenda
Mr. James made a motion to approve the agenda, which passed 4-0.
Approval of Minutes
Mr., Mahoney made a motion to approve the minutes of January 3, 2017 and January
17, 2017, which passed 4-0
Consent Agenda
Ms. Pattisall provided an overview of the North Point Apts, LLC and North Point Apts 11,
LLC petition, including current zoning, future land use, and concept plan. She provided
a brief history of the previous rezoningļæ½s of the property. Ms. Pattisall, Mr. Thompson,
and the Commissioners discussed traffic flow and the current market for this type of
housing.
Mr. Woltz made a motion to approve the consent agenda, which passed 4-0.
Route 419 Town Center Plan
Mr. Thompson provided a PowerPoint presentation regarding the Route 419 Town
Center Study, including a review of the January 4, 2017 public meeting agenda and
planning process. He discussed the planning process, including the kick-off meeting
and transportation infrastructure event, three day charrette with education workshop,
transportation plan presentation, draft plan open house, and final plan adoption. He

reviewed activities including stakeholder interviews, document review, site analysis,
market analysis, community vision, urban design framework, alternative scenarios,
transportation plan, catalyst sites development economics, and urban design guidelines.
He stated the final plan adoption will include the master plan and implementation
initiatives. He reviewed area demographics and community outreach. Mr. Thompson
and the Commissioners discussed key takeaways, including pedestrian issues, bicycle
accommodations, and transit issues. He discussed the sub -areas which include the
Town Center, Southside of Route 419, and the Ridges which include South Peak. He
discussed the guiding principle objectives and improving connectivity in the area. He
reviewed the preferred access plan, access management between parcels, and
consolidating entrances.
Mr. Thompson discussed the Town Center, noting it would be mixed-use, walkable,
drivable, bikable, and developed as a neighborhood residential district rather than a
"one-off' development. He stated Southside of 419 would be auto oriented and
incremental, noting the Ridges would be a planned development and predominantly
housing. He compared Roanoke with other metropolitan areas, noting this area has a
strong retail market. He discussed demographics within the Roanoke Valley. He
discussed the markets' potential impact to the area. He stated input was received from
stakeholders, including the Board of Supervisors, large property owners, public safety,
transportation experts, and transit providers. He discussed community outreach events,
including meetings, workshops, and surveys to solicit public input. He discussed the
strength and challenges of the area, noting most challenges are transportation oriented.
He reviewed the key takeaways including pedestrian, bicycle, and transit issues. He
reviewed the guiding principles and objectives, including safe passage for bicycles and
pedestrians, multimodal connectivity, high quality intersections, access management
and traffic calming, and accessibility for everyone. He discussed harnessing the power
of our location and market strengths to enhance livability, including visibility, highway
access, walkability, and access to the larger town center. He discussed improving
connectivity, including Americans with Disabilities Act (ADA) accessible street network,
greenways, transit loop. Mr. Thompson, Ms. Cronise, and the Commissioners reviewed
the preferred access plan and draft concept plan. They discussed alternate access
routes, the importance of improving traffic flow on Route 419, making the area more
pedestrian friendly, and funding options for the project. They also discussed
coordinating with the City of Roanoke regarding connectivity.
Future Planning Areas
Mr. Thompson provided a PowerPoint presentation regarding planning for economic
development, including the following current projects: Reimagine 419 Town Center
Study, Wood Haven Road Properties Master Plan, and Explore Park Master Plan
Implementation. He stated the Tanglewood area was chosen due to high density
zoning and future land use designation, property ownership, transportation issues,
multi -family development, demographics, and redevelopment/development
opportunities.
Mr. Thompson discussed Wood Haven Road properties, including a brief history of the
project and masterplan preliminary timeline. He also reviewed the Explore Park Master
Plan, including implementation of the plan. He discussed characteristics of current

projects, including expanding economic development opportunities, signature projects
for the County and Roanoke Valley, placemaking, engaging our community as partners
in the process, and plans for achieving a desired future. Mr. Thompson and the
Commissioners discussed the current project areas.
Mr. Thompson discussed advancing the Community Strategic Plan, including
connecting Roanoke County to the world, positioning the County for future economic
growth, promoting neighborhood connections, being an inclusive community, and
keeping the area healthy, clean, and beautiful. He stated that the three primary projects
are tied to the initiatives.
Mr. Thompson discussed economic development areas under consideration, including
Oak Grove, Challenger Avenue, Starkey Road, and Plantation Road. He reviewed the
Oak Grove study area aerial map, zoning, future land use, ownership, transportation
issues, and demographics. Mr. Thompson reviewed redevelopment and development
in this area, including the Allstate building, Keagy Village, and Oak Grove Plaza.
Mr. Thompson discussed the Challenger Avenue study area aerial map, zoning, future
land use, ownership, transportation issues, and demographics. He stated much of this
area is in the floodplain. He discussed redevelopment and development areas,
including the Home Shopping Network facility. He reviewed the Plantation Road study
area, including aerial map, zoning, future land use, ownership, transportation issues,
and demographics. Mr. Thompson, Ms. Cronise, and Commissioners discussed
transportation projects in the area. Mr. Thompson discussed redevelopment and
development areas.
Mr. Thompson discussed the Starkey/Penn Forest study area aerial map, zoning, future
land use, ownership, transportation issues, and demographics. He reviewed
redevelopment and development, noting the study area includes the floodplain areas.
Mr. Thompson and the Commissioners discussed potential study areas and working
with adjoining localities on these areas. Mr. Thompson stated staff will be creating
study maps for all areas.

The Commissioners commended staff on facilitating the various project meetings in the
County.
Mr. Thompson and the Commissioners discussed upcoming meetings and events.
Final Orders
1. The petition of Kimberly J. Bolden (Triple J Farm Events, LLC) to obtain a
Special Use Permit in a AG -1, Agricultural/Rural Low Density, District and
AG -3, Agricultural/Rural Preserve, District for the operation of a special
events facility on approximately 14.954 acres, located at 5198 Blacksburg

Road, Catawba Magisterial District was approved by the Board of Supervisors
at a Public Hearing on January 24, 2017.
2. The petition of Henry L. Bennett, IV to rezone approximately 0.67 acre from
AR, Agricultural/Residential, District to AV, Agricultural/Village Center,
District, located. at 10102 Bent Mountain Road, Windsor Hills Magisterial
District was approved by the Board of Supervisors at a Public Hearing on
January24, 2017.
3. The petition of Property Catalyst Group to obtain a Special Use Permit in a I-
1, Low Intensity Industrial, District for the construction of a mini -warehouse
facility on approximately 3.97 acres, located at the intersection of Plantation
Road and Hitech Road, Hollins Magisterial District was approved by the
Board of Supervisors at a Public Hearing on January 24, 2017.
4. The petition of Valley Management Co., Inc. and Friendship Health and Rehab
Center South, Inc.: to rezone approximately 2.93 acres from R-1, Low
Density Residential , District, C-1, Low Intensity Commercial, District, and C-
1 C, Low Intensity Commercial, District with conditions to C-2, High Intensity
Commercial, District, remove proffered conditions, and obtain a special use
permit for a nursing home and life care facility; and to rezone approximately
10.15 acres to amend a proffered condition and amend special use permit
conditions on property zoned C-2CS, High Intensity Commercial, District with
conditions and special use permit. The amended conditions deal with
conformance to the concept plan and architectural renderings, and screening
and buffering requirements. The properties are located at or near 5647,
5665, and 5669 Starkey Road, Cave Spring Magisterial District was approved
by the Board of Supervisors at a Public Hearing on January 24, 2017.
With no further business or comments, Mr. Bower adjourned the meeting at 8:23 p.m.
