Roanoke Valley Conceptual Greenway Plan Ms. Belcher, Ms. McGee, and Ms. Webb provided a PowerPoint presentation regarding the Roanoke Valley Conceptual Greenway Plan, including information regarding current and future greenway trails. Ms. Belcher stated Botetourt County joined the greenway trails in June 2016. Ms. McGee stated they are working with locality staff to update built trails and review potential new trails and connections. She reviewed public input meeting dates which have been established for regional and Roanoke County meetings. She reviewed the timeline for the Greenway Plan Update. She reviewed the proposed update outline, including regional connectivity and gaps. Ms. Belcher requested the Commission's involvement regarding maps and suggestions for connectivity. Ms. McGee discussed future areas for connectivity including Franklin Couinty. Ms. Belcher and the Commissioners discussed various types of funding sources for the trails. Ms. Belcher, Ms. McGee, and the Commissioners discussed the current status of trails and plans to extend into neighboring counties. Mr. Thompson inquired about the method of prioritizing greenway trail projects, noting the greenway projects could be broken down into priority segments. Ms. Belcher discussed this issue. Ms. McGee stated the Executive Committee will need to provide guidance regarding development of trails. Tinker Creek Greenway Master Plan Ms. Webb provided a PowerPoint presentation, including geographical context, conceptual planning, update on implementation, and Tinker Creek Greenway connectivity study. She discussed the geographical context of Tinker Creek, including the flow of the creek which runs south into the Roanoke River, it is Town of Vinton's boundary with Roanoke City, and the creek is 10-12 miles long. She provided a brief history of the development of this portion of the greenway. Ms. Belcher discussed issues regarding easements in this area, noting grant money cannot be allocated if an easement is not acquired. Ms. Webb discussed the Conceptual Planning 2000 Tinker Creek Greenway Master Plan, including historic resources inventory and conceptual designs from Wise Avenue to Carvins Cove. She discussed the Conceptual Planning 2007 update to the Roanoke Valley Greenway Plan, noting Tinker Creek Greenway is a Priority 2 greenway from the Roanoke River Greenway to Carvins Cove. Ms. Webb provided a progress report on the plan implementation in Roanoke City, including a bridge over Roanoke River connecting the Roanoke River and Tinker Creek Greenways. She discussed the progress on the implementation in Roanoke County, including the construction of a parking lot and Pathfinders for Greenways volunteers building the trail and pedestrian bridge. Ms. Webb stated they are reaching out to businesses regarding the greenways. She discussed the progress regarding implementation in Botetourt County, noting they joined the Greenway Commission in 2016. She discussed funding received for the project. She discussed the Tinker Creek Greenway Connectivity Study which began in late 2015 and will continue for two years from that date, noting public input will be included during the second year. Mr. Holladay discussed areas near Plantation Road which would be wide enough for a shared use trail. Ms. Cronise discussed the Tinker Creek Greenway Connectivity Study, including the Plantation Project, Williamson/Peters Creek Road Project, and possible Williamson Road sidewalk. She reviewed signalization improvements at the Lila Drive intersection and other improvements. Ms. McGee discussed the Tinker Creek Greenway Connectivity Study in Botetourt County, including goals, destinations, obstacles and options. Ms. Webb discussed the next steps which will be to solicit public input on proposed alignments in conjunction with the Greenway Plan Update meetings in March and April. Ms. McGee noted they are still working on the timeline for this project. Ms. Webb stated they also plan to solicit input from area schools. Staff and the Commissioners discussed the future development of connecting greenways. The Commissioners requested to review the analysis after the public meetings have been held. Transportation Projects Story Map Ms. DuBois provided a presentation regarding organizing our transportation projects with story maps. She stated the program is ARC -GIS online program. Ms. DuBois and Page 2of4 ROANOKE COUNTY PLAWNG COMMISSION MINUTES FEBRUARY 21, 2017 the Commissioners discussed the program and its capabilities. Ms. DuBois stated the documents are evolving with more information is being added as available. She stated project information can be accessed on the County's website at www.roanokecountyva gov/transportation. Mr.Holladay noted VDOT's project information can be accessed from this webpage. Zoning Ordinance Amendments Mr. Thompson discussed updating the County's Zoning Ordinance to comply with the State model ordinance. Mr. Thompson and the Commissioners reviewed the list of proposed items which need to be reviewed, including adult/child services, Explore Park District, and signage. They discussed the community rating system for flood insurance. They discussed the importance of being consistent with the State ordinance. Mr. Murphy discussed periodic State audits which are conducted: when FEMA makes changes to their regulations. Citizen Comments There were none. Commissioners' and Staff Comments Mr. Woltz and Mr. James stated they will not be able to attend the March 7, 2017 Planning Commission meeting. Mr. Thompson provided an overview of Planning Services upcoming meetings and events. Mr. Thompson stated a community meeting to present the draft plan for Reimagine 419 will be held on March 23, 2017, from 6:30 p.m. — 8:00 p.m. at the South County Library, 6303 Merriman Road. Ms. Cronise stated Gallop 4 the Greenways and Adventure Triathlon will be held on May 13, 2017, at River's Edge Sports Complex. Mr. Thompson stated a community meeting regarding the North Point Apts, LLC and North Point Apts 11, LLC petition will be held on February 27, 2017,,from 6:00 p.m. — 8:00 p.m. at the Hollins Branch Library, 6624 Peters Creek Road.
