HomeMy WebLinkAbout3/21/2017 - MinutesCommissioners Present: Mr. Wayne Bower Mr. Rick James Mr. Troy Henderson Mr. Paul Mahoney Mr. Jim Woltz Staff Present: Mr. Philip Thompson, Secretary Mr. Peter Lubeck, Senior Assistant County Attorney Mr. John Murphy Ms. Becky James Ms. Bailey DuBois Ms. Susan McCoy, Recording Secretary Work Session Mr. Bower called the meeting to order at 6:05 p.m. Approval of Agenda Mr. James made a motion to approve the agenda, which passed 5-0. Roanoke County's Sign Regulation Ms. James provided a PowerPoint presentation, noting reasons for sign regulations are protect the Ihealth, safety, and welfare of the public, promote economic growth, permit reasonable legibility and effectiveness of signs, and promote safety of persons and property by requiringi signs that do not create a hazard due to collapse, fire, decay, or abandonment. She reviewed the County's definition of a sign, noting the Zoning Ordinance defines and regulates exempted signs, prohibited signs, and permitted signs. She stated exempted signs include clocks that display time and temperature, government flags, directional signs, and non-illuminatedsigns warning trespassers. She stated exempted signs also include on -premise real estate signs, signs which promote civic, religious, educational or charitable organizations, and political campaign signs. She reviewed types of prohibited signs, including pennants, ribbons, spinners, inflatablles or other similar moving devices. She stated prohibited signs also include any sign which lis posted to a utility pole, signs in the public right-of-way, roof signs, portable signs, and signs displayed on stationary vehicles. Ms. James stated the Zoning Division accepts and reviews sign permits for compliance with requirements specified in Article V of the Zoning Ordinance, including the size, height, and location: of the sign. She reviewed the two categories of signs, including off - premises and on -premises signs. She stated most on -premise signs are classified as business signs, including permanent and temporary signage. She stated freestanding signs are permanently affixed to the ground and independent of any support from a building. She discussed the on -premise temporary sign definition and regulations. She stated other types of signs regulated by the County including historic site signs, home occupation signs, and identification signs. She discussed definitions pertaining to sign structure, including setbacks, height, and structure. Ms. James, Mr. Thompson, and the Commissioners discussed options and regulations regarding sign setback and structure. They discussed calculations regarding allowable signage requirements per zoning district and allowable signage on corner lots. They discussed calculating allowable signage on single business parcel, multi -business on one parcel, and shopping center parcel. They discussed options for determining the amount of allowable signage. Ms. James discussed measuring freestanding sign area and attached sign area. The Commissioners and staff discussed regulations regarding LED signs and moving signs. Ms. James discussed regulations regarding improvements to non-compliant signage which has been grandfathered into the system. Ms. James stated the Clearbrook Village Overlay District is only overlay district which has additional regulations regarding signage. Mr. Murphy noted currently no case law exists to support time restrictions on political signs. Zoning Ordinance Amendments Mr. Murphy provided an overview of potential amendments to Section 30-47 PRD Planning Residential Development District, Section 30-57 PCD Planned Commercial Development District, and Section 30-63 PTD Planned Technology Development District. He stated the amendments for PTD, PCD, and PRD would eliminate the time limits regarding no work being authorized until the final masterplan is complete with the property in common ownership. He stated the amendment would eliminate the time limit for submission of preliminary site development plan before the property reverts to previous zoning designation. Mr. Murphy, Mr. Thompson, and the Commissioners discussed this issue. Mr. Murphy discussed changes which have made to State regulations by the General Assembly. Mr. Thompson discussed other potential changes, including allowing guidance services in 1-1 zoning to be consistent with a medical office use. Mr. Thompson and the Commissioners discussed the timeline to consider amendments to the ordinance. The consensus of the Commission was to hold a public hearing regarding these changes on May 2, 2017. Citizen Comments There were none. Commissioners' and Staff Comments Mr. Mahoney stated he will not be available to attend the April 4, 2017 Planning Commission Public Hearing. Mr. Thompson stated a joint work session with Roanoke City Planning Commission is currently planned for May 5, 2017, at Roanoke City Municipal Building. Mr. Thompson and the Commissioners discussed the Route 419 Town Center Study timeline and procedural issues. Mr. Thompson stated the draft plan reveal will be held on March 23, 2017, from 6.30 p.m. — 8:00 p.m. at the South County Library.
