WORK SESSION
Mr. Bower called the meeting to order at, 5:03 p,m.
Approval of Agenda
Mr. Mahoney made a motion to approve the agenda, which passed 3-0.
Consent Agenda
Mr. Hughes provided an overview of the Richard Rife, Rife + Wood petition, including
the concept plan, zoning, and future land use designation,. Mr. Hughes introduced Mr.
Rife to the Commissioners. Mr. Hughes and the Commissioners discussed the existing
structure and property access. He stated a community meeting regarding this petition
will be held Thursday, March 16, 2017, from 6:00 p.m. — 8:00. p.m. at the Roanoke
County Administration Center.
Mr. Mahoney made a motion to approve the consent agenda, which passed 3-0.

Commissioners' and Staff Comments
Mr. Thompson and the Commissioners discussed educational opportunities for the
Commission.

Mr. Thompson and the Commissioners discussed future issues to discuss regarding
Zoning Ordinance Amendments.
Mr. Thompson stated the Plantation Road groundbreaking ceremony will be held at 9:00
a.m. on March 8, 2017.
Mr. Thompson reviewed the Route 419 Town Center Study timeline, including the public
meeting and comment period, and public hearings. He stated the draft plan reveal will
be held on March 23, 2017, from 6:30 p.m. — 8:00 p.m. at the South County Library.
Mr. Thompson stated a joint meeting with Roanoke City Planning Commission has been
tentatively scheduled for May 5, 2017.
Mr. Bower adjourned the meeting for site viewing at 5:21 p.m.
EVENING SESSION
Mr. Bower called the Public Hearing to order at 7:01 p.m. Mr. Mahoney gave the
invocation and led the pledge of allegiance.
1. The petition of North Point Apts, LLC and North Point Apts II, LLC to rezone
approximately 6.656 acres to amend proffered conditions to increase the
maximum number of residential units from 115 to 126 to allow the construction of
an additional apartment building on property zoned R -4C, High Density Multi -
Family Residential, District with conditions, located at 6430 and 6451 Archcrest
Drive, Hollins Magisterial District. Ms. Pattisall presented the staff report,
including a brief history of the petition, future land use designation, surrounding
zoning, and concept plan.
Mr. Bower inquired if any changes had been made to the walking trails. Ms.
Pattisall stated the walking trail condition was part of the 2009 rezoning and has
not changed. She stated the trails have to be constructed in order to receive the
final certificate of occupancy.
Mr. Robert Fralin stated the request is for a minor increase in density. Mr. Fralin
introduced Mr. Brian McCahill, Chief Operating Officer, Mr. Ross Adkins, Project
Manager, and Mr. Chris Burns, Balzer and Associates.
Mr. Bower inquired about changes to the walking trails on the revised concept
plan. Mr. Burns reviewed the concept plan, noting they are providing connectivity
of the trails with the changes. Mr. Henderson inquired about signage for the
property. Mr. Fralin discussed signage.
Mr. Bower opened the public hearing for public comment.
With no citizens requesting to speak, Mr. Bower closed the public hearing.

Mr. Bower stated the development is attractive and good for the County. Mr.
Mahoney agreed that the petitioner has done a good job on the development.
Mr. Bower made a motion to recommend approval of the rezoning request with
the following revised proffered conditions:
1. The developer hereby proffers substantial conformance with the "Suncrest
Masterplan", prepared by Balzer and Associates, Inc. dated 3'1'arr7/2014
1110/2017.
2. The developer proffers a maximum of 44-5 126 residential units for the
R-4 portion of the subject property.
3. There will be no vehicular access from Vivian Avenue to the subject
parcel.
4. Signage for the Suncrest community will be provided by a monument style
sign not to exceed 8' in height and 15' in width and be in compliance with
Section 30-93 Signs of the Roanoke County Zoning Ordinance.
5. Site and parking lot lighting shall be provided utilizing residential post top
mounted fixtures.
6. A 15' buffer yard shall be provided along the eastern property line and a
portion of the northern property line as indicated in Section 30-92-6 of the
Roanoke County Zoning Ordinance.
7. The community walking trail shall be a minimum of 5' in width and be
constructed of asphalt, concrete, or a crushed stone material to be
completed with each residential phase of construction.
8. The developer hereby proffers substantial conformance with the "Suncrest
Multifamily Residential Development Front Elevation", prepared by Balzer
and Associates, Inc. dated 4115/2014.
9. The only construction entrance for this development shall be from Peters
Creek Road.
Mr. Thompson called the roll and the motion passed (3-0) with the following vote:

Mr. Thompson inquired if the Village Green development is Mr. Fralin's project. Mr.
Fralin affirmed it is his project, noting the proposed development will be similar with
some diversified architecture. Mr. Thompson stated currently there is more of a
market for apartments in the area. Mr. Fralin stated that the Roanoke County
government and staff members operate as a remarkably good and effective
organization.
