HomeMy WebLinkAbout6/20/2017 - Minutes- a" Commissioners Present: Mr. Wayne Bower Mr. Rick James Mr. Troy Henderson Mr. Paul Mahoney Mr. Jim Woltz JUNE 20, 2017 Staff Present: Mr. Philip Thompson, Secretary Mr. Peter Lubeck, Senior Assistant County Attorney Mr—John Murphy Ms. Megan Cronise Ms, Bailey DuBois Ms. Dorothy Baker Ms. Susan McCoy, Recording Secretary Work Session Mr. Bower called the, meeting to order at 6:08 p.m. Approval of Agenda Mr. Henderson made a motion to approve the agenda, which passed 5-0, Ms. DuBois introduced Ms. Dorothy Baker, Planning Intern from University of Virginia, Draft 419, Town Center Plan Mr. Thompson provided a PowerPoint presentation regarding the implementation matrix of the Draft 419 Town Center Plan. He reviewed the timeline, including the May 2, 2017 Planning Commission Public Hearing and June 6, 2017 Board of Supervisors and Planning Commission Joint Work Session. Mr, Mahoney inquired about comments received regarding the plan. Mr. Thompson and the Commissioners discussed this issue. Mr. Thompson discussed the four implementation categories, including Harness Location and Market Strengths, Create an Authentic Place, Grow Greener and Healthier, and Improve Connectivity. Mr. Thompson discussed harnessing location and marketing strengths, including building a new town center public gathering space, addiing new market housing, and connecting the 419 Town Center to a safe main street environment. He discussed action steps including mixed use redevelopment and large scale developments. Mr. Mahoney discussed issues regarding public areas, noting new regulations may need to be added to the County ordinance. Mr. Woltz stated these issues would need to be considered when developing. Mr. James stated some areas could be established for public use but not public owned. Mr. Thompson discussed seeking developers and targeting financial incentives. Mr. James inquired about identifying potential developers. Mr. Thompson and the Commissioners discussed this issue, including coordination of branding and networking. Mr. Mahoney inquired about the timeline concept. Mr. Thompson and the Commissioners discussed the timeline revisions and funding opportunities and issues. Mr. Thompson discussed the permitting process. Mr. Mahoney inquired about the building code. Mr. Thompson and the Commissioners discussed potential changes to the County regulations and restrictions. Mr. Thompson discussed attracting new residents and shoppers to the area, including expanding the use of social media, encouraging young adults to participate on boards and committees, creating event programming, and supporting development of food venues. He discussed engaging professional services to provide urban design expertise for the area. He discussed improving lighting, introducing stronger landscape standards, incorporating green and screen parking lots, incorporating art into the public realm, enhancing gateways, and public safety. Mr. Thompson and the Commissioners discussed creating and enforcing the standards for the area. They discussed potential revisions to the sign ordinance. Mr. Lubeck and the Commissioners discussed this issue. Mr. Thompson discussed creating urban design guidelines. He discussed actively seeking developer partners and attracting new residents and shoppers. Mr. Thompson and Ms. Cronise discussed incorporating the plan into the Comprehensive Plan. They discussed available right-of-way space which can be used to improve walkability of the area. Mr. Thompson and the Commissioners discussed transportation issues and improvements. They also discussed scheduling and placing development milestones. Upcoming Meetings Mr. Thompson and the Commission discussed upcoming events. Mr. Thompson noted there are no public hearings scheduled for the July 5, 2017 meeting. Mr. Mahoney made a motion to cancel the July 5, 2017 Planning Commission meeting, which passed 5-0. Citizen Comments There were none. Commissioners' and Staff Comments Mr. Thompson provided an update regarding the status of the vacant Planner Il position. Mr. Thompson and Ms. Cronise discussed the suggested changes of the landuse process made during the LEAN process. Ms. Cronise explained the pre -application requirement of the landuse application process. Mr. Thompson stated the LEAN program participants have reviewed and made recommendations for various County processes. Mr. Thompson stated the County will receive an award on July 18, 2017, from the American Planning Association Virginia Chapter regarding development and implementation of the Strategic Plan.
