Route 419'Town Center Mr,. Thompson discussed developing standards, including zoning regulations and design guidelines for infrastructure improvements and investment. He discussed branding and marketing of the area. He discussed improving lighting for safe coverage, scaled lighting in roadways and pedestrian areas, creating neighborhood character in pedestrian, and mixed-use areas, and providing consistent Iligihting fixture design. Mr. Thompson and the Commissioners discussed enforcement of lighting standards and possibly varying standards, for designated areas. They discussed possible changes to the zoning ordinance and design guidelines. He discussed funding options and incentives. Mr. Thompson and the Commissioners discussed the possibility that imposing too many restrictions may discourage development. They discussed potential changes of zoning designations. They discussed various phases regarding implementation of the plan. They discussed creating various overlay districts for each of the major areas. They discussed the role of the Commission in the process. They discussed the regulatory portion of the plan. Mr. 'Thompson noted the plan will provide parameters for development. Mr. Thompson noted the Board of Supervisors will be providing additional input regarding the plan. Mr. Thompson and the Commissioners discussed possible open space standards, noting open spaces would require maintenance. They discussed designation of public and private spaces, including public use of the right -of way. Mr. Lubeck and the Commissioners discussed issues regarding public use areas. Mr. Thompson and the Commissions discussed stormwater management regulations, including incorporating green stormwater infrastructure. Mr. Thompson discussed developing landscaping standards, including increasing native plant cover. He discussed development of parking lots with green and screen parking areas to provide natural stormwater management. Mr. Thompson and the Commissioners discussed parking standards, including onsite parking, on -street parking, and parking facilities provided by developers. Mr. Thompson noted this area will be more urban with more transit and may require fewer parking spaces. Mr. Thompson and the Commissioners discussed the addition of design guidelines regarding building height and other design elements. They discussed the importance of not making development design guideline requirements cost prohibitive for the developers. They discussed development of transportation infrastructure, including the importance of coordination with VDOT. They discussed marketing and branding to encourage businesses and property owners to invest in the plan. They discussed gateway signage, streetscape signage, and various funding options available for road improvements. Mr. Thompson noted the plan may be revised after implementation as needed. He reviewed the timeline regarding revisions to the draft plan. Upcoming Meetings Mr. Thompson and the Commissioners discussed upcoming meetings. Mr. Thompson stated there are no public hearings scheduled for August 1, 2017. Mr. Woltz made a motion to cancel the August 1, 2017 Planning Commission meeting, which passed 5-0. Citizen Comments Ms. Lisa Tays, Virginia Department of the Blind, discussed the importance of following Americans with Disabilities Act (ADA) standards for all populations. Mr. Thompson, the Commissioners, and Ms. Tays discussed provisions needed for the blind population. They also discussed goals and objectives to meet the needs of all populations. Commissioners' and Staff Comments Mr. Thompson provided an update regarding the Wood Haven Road project. Mr. Thompson discussed other topics which will be discussed at future meetings, including various revisions to the Zoning Ordinance. Mr. Lubeck provided a status update regarding Triple J Farm Events, LLC litigation. Ms. Baker, Ms. DuBois, and Mr. Thompson provided an overview regarding the meeting with Roanoke County School Board to form a partnership incorporating County processes in the curriculum. Ms. Cronise stated the County received an award on July 18, 2017, from the American Planning Association Virginia Chapter regarding development and implementation of the Strategic Plan.
