HomeMy WebLinkAbout8/15/2017 - Minutes.0 N 7838 Commissioners Present: Mr. Wayne Bower Mr. Rick James, Mr. Paul Mahoney Mr. Jim.Woltz Commissioners Absent: Mr. Troy Henderson Staff Present: AUGUST 15,2017 Mr. Philip Thompson, Secretary Mr., Peter Lubeck, Senior Assistant County Attorney Ms. Megan Cronise Ms. Bailey DuBois Ms. Dorothy Baker Ms. Becky James Ms. Susan McCoy, Recording Secretary Work Session Mr. Bower called the meeting to order at 6:01 p.m. Approval of Agenda Mr. James made a motion to approve the agenda, which passed 4-0. Planning Internshil? Summary Ms. Baker provided an overview of her major projects, including transportation projects, Youth Education Initiative, Historic Properties Story Map, and participating in Planner, 11 interviews. She discussed the transportation projects, including annual average daily traffic (AADT) update for transportation project prioritization, photo documentation for Regional Surface Transportation Program (RSTP) applications, Transportation Alternatives Applicant workshop, and preliminary project scoping on Ogden Road and Brambleton Avenue. Ms, Baker discussed the Youth Education Initiative which would engage the youth population as active stakeholders in the County. Ms. Baker, Ms. DuBois, Mr. Thompson, Ms. Cronise, and the Commissioners discussed advantages and implementation of this program. Ms. Baker, Ms. Cronise, and the Commissioners discussed the Historic Properties Story Map, including sites which are on the historic registry and cemeteries located within the County. Ms. Baker discussed the Planner 11 interviews and other experiences, including sign permit review, commercial site plan review, American Planning Association Virginia District Conference, site visits, and attending various County meetings., She stated her internship was an interactive learning experience which will be valuable to her in, future endeavors. He discussed the importance of encouraging economic development. Mr. Thompson and the Commissioners discussed ways the plan will provide the framework for development. They discussed the implementation section of the plan including making revisions to portions of this section. Mr. Thompson discussed zoning recommendations of the plan. He stated additional text is needed regarding the community engagement portion of the plan. He discussed financing and public-private partnerships. Mr. Thompson and the Commissioners discussed revisions which are needed to make the plan easier to understand. They discussed attracting developers and revising current zoning designations. Mr. Thompson noted zoning changes are more complex and will take additional time to determine. Mr. Thompson, the Commissioners, and staff discussed developing milestone list or providing updates to the public. They discussed the importance of maintaining credibility with developers. They discussed making adjustments to zoning designations after the plan is adopted. Mr. Thompson discussed making mixed-use areas walkable communities, noting future implementation and adjustments can be made to the plan as needed. Mr. Thompson discussed transportation improvements, including the diverging diamond interchange, which will increase traffic capacity and improve access management. He discussed other transportation improvements, including extending Fallowater Lane and providing walking/biking paths. He discussed incorporation transit into the plan, including buses and trolley shuttles. He discussed engaging the community in the process and making developers partners in the development. Mr. Thompson discussed the importance of Americans with Disabilities Act (ADA) accessibility. Mr. Thompson and the Commissioners discussed the citizen recommendation regarding making the area pet - friendly. Upcoming Meetincis Mr. Thompson stated there are no public hearings scheduled for September 5, 2017. Mr. Woltz made a motion to cancel the September 5, 2017 Planning Commission meeting, which passed 4-0. Mr. Thompson provided an overview of upcoming meetings. Mr. Thompson and Ms. Cronise provided an update regarding potential land use applications. Citizen Comments There were none. Commissioners' and Staff Comments Mr. Woltz provided a status update regarding the Pipeline Advisory Committee. Mr. Lubeck, Mr. Thompson, and the Commissioners discussed invocation options and recommendations for public hearings. Mr. Lubeck stated he will have a recommendation regarding this issue by the September 19, 2017 Planning Commission Work Session. Mr. Thompson provided a status update on the vacant Planner II position. Mr. Thompson stated an internal advisory group of County staff is being formed to address issues regarding the proposed Mountain Valley Pipeline.
