Approval of Minutes Mr. Mahoney made a motion to approve the minutes of May, 2, 2017, May 5, 2017, and June 20, 2017, which passed 4-0. Mr. Mahoney made a motion to approve the minutes of June 20, 20,17, which passed 3- 0-1, with Mr.Henderson abstaining. Mr. Thompson introduced Ms. Karen Thomas, Human Resources and Mr. Alex Jones, Planner 11. Draft 419 Town Center Plan Mr. Thompson discussed staff comments and proposed revisions to the plan. He discussed revisions to the Keys to Success, Urban Design Framework, and Circulation. He discussed the Implementation and Introduction section, noting phases were reworked Page 1 of 3 ROANOKE COUNTY PLANNING COMMISSION MINUTES SEPTEMBER 19, 2017 to insure sections are consistent. He discussed changing the Sustainability section to Green Infrastructure section. He discussed Catalyst Projects, noting these projects would be tied to Keys to Success. He stated charts and diagrams included in this section need to be consistent, noting some of the maps need to be refined. He discussed deleting the Implementation Matrix from the document. Mr. Thompson and the Commissioners discussed the implementation design. Mr. Thompson discussed Branding for the County. He discussed funding sources and opportunities for transportation improvements. Mr. Thompson stated he will forward revisions to Stantec Consulting Services. The Commissioners discussed moving forward with the plan. Mr. Thompson and the Commissioners discussed procedural issues. Mr. Thompson and the Commissioners discussed the incorporating of community plans into the Comprehensive Plan, noting the Route 419 area would likely be developed into a community plan area. Mr. Henderson made a motion to recommend approval of the Draft Route 419 Town Center Plan with revisions as presented to the Board of Supervisors. The motion passed 4-0. Commercial Matchinci Grant Pro ram Ms. James provided a PowerPoint presentation, including an overview and history of the Corridor Matching Grant Program. She discussed the purpose of the program, including encouraging improvements above and beyond current building and zoning requirements of commercially zoned properties along the Hollins/Williamson Road and Route 111460 corridors. She stated potential improvements would include facade renovation, landscaping, lighting, parking, signage, and site accessories. She reviewed funding levels, including minimum and maximum grant amounts. She reviewed program guidelines, noting taxes must be paid on the property and improvements must meet requirements of applicable guidelines for the area. Ms. James provided an example of the matching grant process, including proposed improvements, quotes, costs, and program compliance. She provided a summary of the process, including selection process, matching grant approval, construction, and reimbursement. Ms. James, Mr. Thompson, and the Commissioners discussed the process and next steps for the program. The Commissioners and staff discussed outreach methods to encourage businesses to utilize the program, including highlighting those which have improved their properties using the program. Invocation Statement Mr. Lubeck discussed invocation guidelines and options. Mr. Lubeck, Mr. Thompson, and the Commissioners discussed procedural options available regarding this issue. Mr. Mahoney made a motion to recommend modifying agenda, which passed 3-1, with Mr. Bower being the dissenting vote. Upcoming Meetings Mr. Thompson and the Commissioners discussed future meetings. Mr. Thompson stated since there are no public hearings for October 3, 2017, a Planning Commission Work Session will be held beginning at 6:00 p.m. Page 2 of 3 ROANOKE COUNTY PLANNING COMMISSION MINUTES SEPTEMBER 19, 2017 Citizen Comments There were none. Commissioners' and Staff Comments Ms. Thomas thanked the Commissioners and staff for allowing her to attend the meeting. Mr. Thompson noted Ms. Thomas was instrumental in implementing the LEAN program for the County. Mr. Thompson, Mr. Lubeck, and the Commissioners discussed reviewing the wireless communication regulations within the Zoning Ordinance. Mr. Thompson and the Commissioners discussed various scheduling options and issues regarding future Planning Commission meetings.
