Mr. Bower called the meeting to order at 6:03 p.m. Approval of Agenda Mr. Mahoney made a motion to approve the agenda, which passed 5-0. Approval of Minutes Mr. Woltz made a motion to approve the minutes of July 18, 2017, which passed 5-0. Zoning Ordinance Amendments (Floodplain Overlay) Mr. Thompson reviewed the Department of Conservation and Recreation Model Ordinance and the draft Roanoke County ordinance. Mr. Thompson and Mr. Workman provided a PowerPoint presentation regarding the proposed Floodplain Ordinance, including a general overview of the National Flood Insurance Program (NFIP), Floodplain Management in Roanoke County, and Floodplain Overlay (FO) District Amendments. Mr. Thompson and Mr. Workman reviewed the three basic parts of the NFIP, including mapping, insurance, and regulation of the program. Mr. Workman discussed both the State and Federal audits of the County. He stated many property inspections are the result of complaints received from citizens. He stated informational brochures are sent yearly to owners of property within the floodplain. Mr. Workman and the Commissioners discussed current regulations. Mr. Thompson discussed Federal, State, local roles regarding floodplain management. He reviewed Roanoke County's flood history and flood management. Mr. Thompson, Mr. Workman, and the Commissioners discussed floodplain mapping and the Flood Insurance Rate Map (FIRM). Mr. Thompson reviewed floodplain terms and floodplain concepts. He reviewed the impacts to existing commercial and industrial development. He stated there will be no impact to existing buildings and properties, however, additions to existing buildings would have to comply with the new standards. Mr. Thompson, Mr. Workman, and the Commissioners discussed regulations regarding improvements to existing building footprints. They discussed options regarding requests for waiver of floodplain regulations. Ms. Pattisall reviewed the maps, including the business parcels which adjoin the floodplain. Mr. Workman and Ms. Cronise discussed floodplain issues along the greenways. Mr. Thompson and the Commissioners discussed the timeline for the ordinance, including finalizing the ordinance and scheduling public hearings. Mr. James made a motion to move the Floodplain Overlay Zoning Ordinance Amendments forward to public hearing. The motion passed 5-0. Transportation Funding Re uests Ms. Cronise provided a PowerPoint presentation, including an overview of the fall project applications and projects which are funded and underway. Ms. Cronise and the Commissioners discussed the Regional Surface Transportation Program (RSTP). They discussed current projects, including Route 419/Route 220 Diverging Diamond Interchange, Starkey Road/Buck Mountain Road Intersection Improvements, and Roanoke River Greenway from Explore Park to Rutrough Road. Ms. Cronise discussed Transportation Alternatives Set -Aside, including the Roanoke River Greenway Extension along Highland Road and the Blue Ridge Parkway. Ms. Cronise, Mr. Thompson, Mr. Holladay, and the Commissioners discussed the Revenue Sharing Program, including an application regarding Starkey Road/Buck Mountain Road Intersection Improvements. They discussed projects currently underway, including Exit 14 Park and Ride Expansion, 1-81 Southbound Auxiliary Lane from Exit 143-141, and 1-81 Northbound Auxiliary Lane from Exit 141-143, Plantation Road Bicycle, Pedestrian and Streetscape Improvement Project - Phase 1, Lila Drive Turnaround, Williamson Road/Peters Creek Road Bicycle and Pedestrian Safety Improvements, Lila Drive/Route 115 Intersection Safety Improvements, U.S. 220 Communications and Adaptive System Project, Route 419 Widening, Safety and Multimodal Improvements, Route 311/Route 419 Intersection Safety and Congestion Improvement, West Main Street Sidewalk, East Roanoke River Greenway, Wastewater Treatment Plant to the Blue Ridge Parkway, West Roanoke River Greenway (Riverside Park to Green Hill Park), and Catawba Blue Blaze Trail/Trailhead Parking Lot. Ms. Cronise, Mr. Thompson, Mr. Holladay, and the Commissioners discussed projects which have been funded, including East Roanoke River Greenway from the Blue Ridge Parkway to Explore Park, Williamson Road Pedestrian Improvements, Route 419/Route 221 Adaptive Traffic Control, and Plantation Road Bicycle, Pedestrian, and Streetscape Improvement Project - Phase 2. Ms. Cronise stated all projects which are underway and funded can be viewed on the Transportation Story Map on the County's website. Ms. Cronise and the Commissioners discussed issues regarding impacted properties and easements. Mr. Thompson stated the Roanoke Valley Allegheny Regional Commission is working on compiling a list of regional priorities to have a collaborative effort with other Page 2of3 ROANOKE COUNTY PLANNING COMMISSION MINUTES OCTOBER 3, 2097 localities regarding improvements. Mr. Holladay provided an update on the development of Auxiliary Lanes on 1-81. Citizen Comments There were none. Commissioners' and Staff Comments Mr. Woltz provided a status update regarding the Pipeline Advisory Committee. Mr. Thompson and the Commissioners discussed upcoming County events. Mr. Thompson provided a status update regarding the additional Planner II position. Mr. Woltz stated he will not be able to attend the October 17, 2017 Planning Commission meeting. Mr. Thompson and the Commissioners discussed the State of the County Address to be held on November 10, 2017.
