Approval of Minutes Mr. Bower noted the August 15, 2017 Planning Commission Work Session Minutes could not be approved since there is not a quorum of Commissioners which were present at that meeting. Zoning Ordinance Amendments (Sign Regulations) Mr. Thompson provided a brief history of sign regulations, including the U.S. Supreme Court case, Reed v. Town of Gilbert, Arizona and possible amendments to the County's sign ordinance. Mr. Lubeck provided a PowerPoint presentation regarding Reed v. Town of Gilbert, Arizona. He reviewed the case, including the facts, procedural history, and the majority opinion. He stated the Court held that the restrictions were subject to strict scrutiny because they were content -based restrictions, noting the impact this case may have on County sign regulations. Page 1 of 3 ROANOKE COUNTY PLANNING COMMISSION MINUTES OCTOBER 17, 2017 Ms. James, Mr. Thompson, Mr. Lubeck, and the Commissioners reviewed the definitions of the sign ordinance, including comparing the proposed amendments to the Local Government Attorneys (LGA) model ordinance. They discussed deleting the term "content based" and using the term "display" instead of "sign" in portions of the ordinance. They discussed various types of signage, including both permanent and temporary flags. They discussed definitions of various types of signs, including temporary, window, and political signage. They discussed public art, including the definition included in the model ordinance and if public art could be used for advertising. They discussed regulations and examples of exempted signs. They discussed size restriction for clocks. Mr. Murphy stated interior signage is excluded from restrictions. Mr. Lubeck and Ms. Cronise discussed issues regarding blocking windows with signage. Mr. Murphy and the Commissioners discussed creating a restriction regarding allowable signage coverage on windows. Ms. James and the Commissioners discussed proposed changes to temporary signage regulations, including regulating the number of signs allowed on construction sites. Ms. Cronise suggested using sign dimensions instead of square feet on this type of signage. Ms. James, Mr. Thompson, and the Commissioners discussed the allowable number of signs and timeframe signage would be allowed on the construction sites. Mr. Lubeck and the Commissioners discussed political signage regulations. Staff and the Commissioners discussed enforcement of the regulations. Ms. James and Mr. Thompson stated staff will continue researching signage regulations in other localities. Citizen Comments There were none. Commissioners' and Staff Comments Mr. Lubeck provided a status update regarding Triple J Farm Events, LLC litigation. Mr. Thompson discussed coordination meetings scheduled with Friendship Health and Hollins University regarding transportation improvement projects. Mr. Thompson provided an update regarding the Wood Haven Road Project. Mr. Thompson discussed upcoming meetings, including the Broadband Ribbon Cutting at South County Library on October 18, 2017, and the opening of new section of The Retreat on October 19, 2017. Mr. Thompson provided an update on the Student Advisory Council Meeting. Mr. Thompson stated a VDOT Public Hearing regarding the 1-81 Auxiliary Lane between Exit 141 and Exit 143 will be held at Northside High School on November 14, 2017, from 4:30 p.m. — 6:30 p.m. Mr. Thompson stated the Lewis Gale Emergency Room is scheduled to open November 30, 2017. Ms. DuBois, Ms. James, and Ms. Cronise provided an update regarding County staff members participating in Career Day at Cave Spring Middle School.
