Approval of Minutes Mr. Mahoney made a motion to approve the iminutes of August 15, 2017, which passed 4-0, Mr. James made a motion to approve the minutes September 19, 2017, which passed 3- 0-1, with Mr. Woltz abstaining. Consent Agenda There were no items for the consent agenda. Invocation and Pledge of Allegiance Mr. Woltz gave the invocation and led the Pledge of Allegiance. lanllmm.yR Proposed amendments to Article 11 (Definitions and Use Types) and Article III (District Regulations) of the Roanoke County Zoning Ordinance. Amendments to Page 1 of 4 ROANOKE COUNTY PLANNING COMMISSION MINUTES NOVEMBER B, 2017 Article ll, Sections 30-28 & 29 would add, amend, and delete definitions associated with floodplain management; and amendments to Article III, Section 30-74 Floodplain Overlay District, would add or amend regulatory sections dealing with floodplain management. The proposed amendments are consistent with the Virginia Department of Conservation and Recreation's model ordinance which complies with the requirements of the Federal Emergency Management Agency's (FEMA) National Flood Insurance Program (NFIP) regulations. Mr. Thompson provided a PowerPoint presentation, including a brief history and overview of the proposed amendments. Mr. Thompson discussed National Flood Insurance Program (NFIP), Floodplain Management in Roanoke County, and Floodplain Overlay (FO) District Amendments. Mr. Thompson reviewed the three basic parts of the NFIP, including mapping, insurance, and regulation of the program. He discussed Federal, State, and local roles regarding floodplain management. He reviewed Roanoke County's flood history and flood management. He discussed floodplain mapping and the Flood Insurance Rate Map (FIRM). Mr. Thompson reviewed floodplain terms and floodplain concepts. He discussed the Floodplain Overlay (FO) District Amendments process. He reviewed the duties of the Floodplain Administrator. He discussed options regarding the variance process. He reviewed the impact to existing commercial and industrial development. He stated the amendments would not impact existing buildings and properties, noting additions to existing buildings would have to comply with the new standards. Mr. Thompson suggested that the Commission not taking any action on the proposed amendments until the comments from engineers have been received. He also stated additional comments have been received from DCR which need to be reviewed. Mr. Thompson and the Commissioners discussed procedural issues regarding the public hearing. Mr. Bower opened the public hearing for public comment. Robert Bondurant, 11577 Bottom Creek Road, requested delaying the decision regarding the ordinance to the next meeting to allow time for review of the DCR comments. She discussed efforts to coordinate with other localities. She stated that area floodplain issues are appropriate for further comment. The Commissioners agreed they would like to continue the public hearing and keep the public comment section open so the citizens can also review additional information and offer comments. Mr. Thompson and the Commissioners discussed Department of Conservation and Recreation (DCR) reviews and standards. Mr. Thompson noted Roanoke City and Town of Vinton have adopted floodplain ordinances. Mr. Thompson stated that staff and DCR need to have a conference call to discuss DCR's suggestions and recommendations. Mr. Thompson, Mr. Lubeck, and the Commissioners discussed application of penalties for violations. AYES: Bower, James, Mahoney, Woltz NAYES: None ABSTAIN: None Citizens' Comments There were none. Comments of Planning Commissioners and Planning Staff Mr. Mahoney stated he will be unable to attend the December 18, 2017 Planning Commission Work Session. Mr. Woltz provided a status update regarding the Pipeline Advisory Committee. He commended the County for efforts made to protect the citizens' property and resources. Mr. Thompson introduced Ms. Cecile Newcomb, Planner 11. Mr. Thompson discussed the status of the Route 419 Town Center Plan. He stated they are considering other activity centers, including Oak Grove and Hollins areas. Mr. Thompson provided an update regarding the Student Advisory Council, noting the County wants the youth to be more involved in County government activities. Mr. Thompson stated a VDOT Public Hearing regarding the 1-81 Auxiliary Lane between Exit 141 and Exit 143 will be held at Northside High School on November 14, 2017, from 4:30 p.m. — 6:30 p.m. Mr. Thompson and the Commissioners discussed the November 20, 2017 Planning Commission Work Session. Mr. Woltz made a motion to cancel the November 20, 2017 Planning Commission Work Session, which passed 4-0. Final Orders There were none.
