PUBLIC HEARING MINUTES

Work Session
Mr, Bower called the meeting to order at 4:00 p.m.

Mr. Mahoney made a motion to approve the agenda, which passed 3-0.
Approval of Minutes
Mr. James made a motion to approve the minutes of October 3, 2017, which passed 3-0.
Mr. Bower noted the October 17, 2.017 Planning Commission Work Session Mlinutes
could not be approved since there is not a quorum of Commissioners which were present
at that meeting.
Consent Agend
Mr. Thompson provided an overview of the Kimberly J. Bolden, Charlotte W. Johnston,
and Triple J Farm Events, LLC, including current zoning, future land use, and concept
plan. Mr. Thompson and the Commissioners reviewed the current petition,
Mr. Lubeck provided an update regarding the lawsuit.
Mr. Mahoney made a motion to approve the consent agenda, which passed 3-0.

2017 Planning Commission Meeting Schedule
Mr. Thompson and the Commissioners discussed the proposed 2018 Planning
Commission Meeting Schedule. Mr. Mahoney made a motion to approve the 2018
Planning Commission Meeting Schedule with the following changes: move the July 3rd
meeting to July 10th; and delete the July 17th and August 21st meetings. The motion
passed 3-0.
Zoning Ordinance Amendments (Floodplain Overlay)
Mr. Thompson provided an update regarding the Floodplain Overlay, including comments
received during a conference call with the Department of Conservation and Recreation
(DCR). Mr. Thompson and the Commissioners discussed procedural issues regarding
the public hearing. He also stated the previous draft was based on DCR's May 2017
Model Ordinance which has been updated by DCR. Mr. Thompson provided a list of the
comments made by DCR regarding the amendments and proposed ordinance changes
based on comments. Mr. Thompson reviewed DCR's comments. Mr. Thompson and the
Commissioners discussed Federal and State requirements, including DCR's
recommendations and suggestions. Mr. Thompson discussed DCR comments including
issues regarding duties of Floodplain Administrator and Zoning Administrator. He
discussed definitions, including basement, encroachment, existing construction,
manufactured home, manufactured home park, new construction, post -firm structures,
pre -firm structures, repetitive loss structure, and violation. He discussed the Flood
Hazard maps and standards, Floodplain Zones, and Floodway Regulations. He
discussed floodplain construction standards, and accessory structure regulations. Mr.
Thompson, Mr. Workman, and the Commissioners discussed issues regarding these
recommendations.
Mr. Thompson reviewed staff comments and recommendations including Board of Zoning
Appeals variance procedure, use of the term county instead of community, and penalty
for violations. Mr. Thompson, Mr. Workman, and the Commissioners discussed continue
to work with DCR regarding revisions and clarifications. Mr. Thompson stated staff will
provide a revised draft of the amendments to the Planning Commission for review at a
future meeting.
Student Advisory Council
Mr. Jones conducted a trivia game with the Commissioners regarding the County. Staff
and the Commissioners discussed the results of the game.
Mr. Thompson provided an overview regarding increasing young engagement in planning
studies, including the meeting of the Student Advisory Council (SAC), ideas to engage
students, teachers, and administrative staff in County planning efforts, and an update on
Oak Grove and Hollins Planning Studies. He stated they encouraged the group to look
at the County areas and considered possibilities in the next 1020 years. He discussed
the November 1, 2017 meeting, noting twenty-five SAC members participated with four
County Planners and one Roanoke City Planner. He stated the goals were to show the
students planning can be "fun" and "cool" and to determine how to best engage the group
and their peers in planning the community. He discussed the Kahoot.it exercises,
including a trivia activity, visual preference survey, and a mapping activity. He reviewed

the Visual Preferences Survey results and how the groups adjusted their maps, including
frequent visits, desired establishments, desired infrastructure, and public amenities. Mr.
Jones reviewed Oak Grove redevelopment concept plans and maps. Mr. Thompson
discussed the feedback received from Survey Monkey survey regarding the meeting. He
discussed suggestions made by the students, including holding Saturday morning
meetings for families, assemblies at the school, facilitate activities in classes at the
school, hold Board of Supervisors/Planning Commission meeting "youth night"
presentations, and utilize social media such as Instagram. He discussed ideas to engage
the students, teachers, and administration staff, including adding to the curriculum of
nearby schools, reach out and create active groups, utilize social media, and
incorporating students into local government activities. He discussed Planning Study
boundaries in Hollins and Oak Grove. He provided a timeline regarding the next steps
for the Planning Study. Mr. Thompson and the Commissioners the importance of
involving the youth in County government.
Citizen Comments
There were none.
Commissioners' and Staff Comments
Mr. Mahoney stated it is unfortunate they discontinued government day for the youth. He
stated the new initiative is more focused and may create more possibilities for changes.
Mr. Thompson and the Commissioners discussed the status of a construction site in the
Hollins area.
Mr. Bower adjourned the meeting for dinner at 5:46 p.m.
EVENING SESSION
Mr. Bower called the Public Hearing to order at 7:00 p.m. Mr. James gave the invocation
and led the pledge of allegiance.
Proposed amendments to Article II (Definitions and Use Types) and Article III
(District Regulations) of the Roanoke County Zoning Ordinance. Amendments to
Article II, Sections 30-28 & 29 would add, amend, and delete definitions associated
with floodplain management; and amendments to Article 111, Section 30-74
Floodplain Overlay District, would add or amend regulatory sections dealing with
floodplain management. The proposed amendments are consistent with the
Virginia Department of Conservation and Recreation's model ordinance which
complies with the requirements of the Federal Emergency Management Agency's
(FEMA) National Flood Insurance Program (NFIP) regulations. (Continued from

Mr. Thompson provided an overview of the Floodplain Amendments, including
complying with DCR and NFIP guidelines. He provided a brief history of the
amendment process, noting the public hearing was continued from the November
6, 2017 Planning Commission Public Hearing. He stated staff has been waiting
for comments from DCR and engineers regarding the amendments. He reviewed
the changes to the proposed amendments, noting they have been highlighted in

the draft document. He stated the draft document will be brought back to the
Commissioners with additional changes at a future work session.
Mr. Bower stated the public hearing is open for public comment.
With no citizens requesting to speak, Mr. Bower closed the public hearing.
Ms. Ms. Kathy Chandler, Bent Mountain, stated she is interested in the
Floodplain Ordinance because she lives in the pipeline area and is concerned
about this issue. She stated there is no GIS mapping for floodplain maps for
Bent Mountain. She discussed flood safety concerns.
Mr. Thompson and Commissioners discussed the timeline regarding
incorporating the information gathered from DCR and FEMA into the draft
ordinance.
Mr. James made a motion to direct staff to finalize the Zoning Ordinance
amendments with information from DCR:

Citizens' Comments
Ms. Roberta Bondurant stated it heartening to hear of the work being done by the County
with the Community.
Comments of Planning Commissioners and Planning Staff
Mr. Thompson and the Commissioners discussed future meetings, including a special
meeting with Roanoke County Planning Commission and Roanoke City Planning
Commission on January 5, 2018, to discuss areas of interest to both localities.
Mr. Bower made a motion to cancel the December 18, 2017 Planning Commission Work
Session and to add a special meeting with Roanoke County Planning Commission and
Roanoke City Planning Commission on January 5, 2018, which passed 3-0.
Mr. Thompson invited the Commissioners to the County luncheon which will be held on
December 20, 2017.
Ms. DuBois provided an update regarding County staff's participation in Career Day at
both Cave Spring Middle School and Gienvar Middle School. She stated they discussed
local conditions and things which could happen in the future in Roanoke Valley, including
planning trends and environmental concerns. Mr. Thompson stated they are speaking
with students about pursuing planning as a profession. Staff and the Commissioners
discussed this opportunity for the students to learn about County government. Mr.

Thompson discussed the advantage of gaining feedback from the younger population
during these meetings.
