Approval of Minutes Mr. Bower made a motion to approve the minutes of January 2, 2018, and January 5, 2018, which passed 4-0. Consent Agenda Mr. Thompson provided a brief overview of the petition, including a brief history, zoning, future land use designation, and site plan. Mr. Thompson and the Commissioners 6scussed the request. Mr. Mahoney made a motion to approve the consent agenda, which passed 4-0. Zoning Ordinance Amendments Mr. Thompson stated the Board of Supervisors passed a resolution for the County to research agritourism. He reviewed the State Code definitions and examples, including Page 1 of 4 ROANOKE COUNTY PLANNING COMMISSION MINUTES FEBRUARY 6, 2098 winery, distillery, and brewery. He discussed property size requirements. He discussed potential substantial impacts on health, safety, and general welfare of the public. He stated research will include reviewing regulations regarding this use within other localities. Mr. Thompson and the Commissioners discussed how to classify and determine a threshold of comfort for this use. Mr. Thompson and the Commissioners discussed various activities which could be permitted if the amendment is adopted. They discussed placing parameters on activities. Mr. Lubeck, Mr. Thompson, and the Commissioners discussed noise regulations and restrictions. Mr. Thompson and the Commissioners discussed which zoning designations this use may be permitted. They discussed defining substantial impact issues and how to determine the impacts. They discussed the "Right to Farm Act." They discussed researching other areas which have qualities similar to Roanoke County. Route 220 Landscapinq Projects Ms. DuBois and Ms. Cronise provided a PowerPoint presentation, including an overview of the projects. Ms. DuBois discussed the Comprehensive Roadside Management Program (CRMP), noting the applicant is ValleyStar Credit Union on Buck Mountain Road. She stated landscaping will be maintained by the Roanoke County Sheriff's inmate crew. She reviewed the site plan, concept plan, and signage. Ms. Cronise discussed the Roanoke County Gateway Sign which was proposed as part of the Roanoke County Re -Branding effort, noting staff suggested moving the existing sign closer to the County/City boundary near the Blue Ridge Parkway entrance ramp so it will be visible when entering Roanoke County and the Clearbrook area. She reviewed the concept plan, including landscaping, renderings, and cost estimate. She discussed the process and timeline regarding this project. Ms. Cronise, Mr. Thompson, and the Commissioners discussed replacement of signage at other County gateways, including sponsorship and maintenance of those gateway areas. Oak Grove Center and Hollins Center Planninq Studies Ms. Cronise discussed changes to the County website, including the addition of Oak Grove and Hollins study areas. She discussed the plans both study areas, including surveys, signing -up for email updates, website links, study fact sheets, community engagement, and media coverage. She discussed the timeline regarding the survey analysis and community meetings. Mr. Thompson stated they will review surveys along with other public input received. Ms. Cronise reviewed website shortcuts for the various study areas. Ms. Cronise discussed events at County schools, including Oak Grove Elementary School. She discussed suggestions made by the students, including trolley shuttles, art, streetscape, mixed-use development, greenspace, pedestrian/bike bridge over Route 419, trails, and bike rentals. She reviewed the aerial map of the area. She discussed development of a playground which would be accessible to children with special needs. She discussed other amenities, including specialty grocer at Keagy Village and trails on empty County parcels. She discussed ways to engage the youth, including food, music, prizes, surveys, activities, class projects, and social media. She discussed the results from the survey provided to the youth at the Tons of Fun event at Tanglewood Mall. Mr. Jones discussed the event, including handouts and the targeted population. He stated it was a fantastic outreach opportunity. Ms. Newcomb stated they are currently Page 2of4 ROANOKE COUNTY PLANNING COMMISSION MINUTES FEBRUARY 6, 2098 preparing for stakeholder meetings. Ms. Cronise stated the Hollins Community Meetings will be held on March 3, 2018 at the Hollins Branch Library from 9:00 a.m. to 12:00 mm. and March 8 2018 from 4:00 D.M. to 7:00 p.m. She stated the Oak Grove Community Meetings will be held at the Oak Grove Elementary School on March 15, 2018 from 4:00 p.m. to 12:00 p.m. and March 24, 2018 from 9:00 a.m. to 12:00 p.m. Work Plan Mr. Thompson reviewed Draft Planning Work Plan — 2018, including the timeline for projects, including Planning Studies, Zoning Ordinance Amendments, and Other Projects and Items, and Presentations. Mr. Thompson and the Commissioners discussed collaborating with other localities. Mr. Thompson provided an update on the Western Virginia Regional Industrial Facility Authority project. The Commissioners requested that various County department representatives and other agencies provide informational presentations at future Planning Commission Work Session. Citizen Comments There were none. Commissioners' and Staff Comments Mr. Thompson provided an update regarding implementation of the 419 Town Center Plan. Mr. Thompson provided an update regarding the Fallowater extension project, noting a consulting firm has been hired. Mr. Thompson provided a status update on the Mountain Valley Pipeline Project. Final Orders 1. The petition of the petition of Kimberly J. Bolden, Charlotte W. Johnston, and Triple J Farm Events, LLC to obtain a Special Use Permit in a AG -1, Agricultural/Rural Low Density, District and AG -3, Agricultural/Rural Preserve, District for the operation of a special events facility on approximately 14.954 acres, located at 5198 Blacksburg Road, Catawba Magisterial District, was approved by the Board of Supervisors at a Public Hearing on January 23, 2018. With no further business or comments, Mr. Mahoney adjourned the meeting at 8:07 P.M.
