Alex Jones Ms. Cecile Newcomb Ms. Susan McCoy, Recording Secretary Work Session Mr. Mahoney called the meeting to order at 6.00 pm. Approval of Agenda Mr. James made a motion to approve the agenda, which passed 4-0. Approval of Minutes Mr. Bower made a motion to approve the minutes of February 6, 2018, which passed 3- 0-1, with Mr. Woltz abstaining. Mr. Woltz made a motion to approve the minutes of February 20, 2018, which passed 4- 0. Zoning Ordinance Amendments Mr. Thompson provided a history of the amendment process for signs,. Ms. James reviewed the discussion regarding signs from the October 17, 2018 Planning Commission Work Session. She reviewed various definitions, including holiday displays. She stated the current regulation exempts Christmas tree sale signs. Ms. James and Mr. Thompson discussed sign permitting process and current sign regiulations, IMs,. James noted that if a property has an active building : permit they are allowed to have a construction sign. She discussed regulation of temporary signs and exemptions. Mr. Thompson discussed sign regulations of other localities. Mr. Thompson, Ms. James, and the Commissioners discussed regulations regarding exemptions and limiting the number of signs. They discussed enforcement and the need for guidelines. Page 1 of 4 ROANOKE COUNTY PLANNING COMMISSION MINUTES MARCH 20, 2018 Mr. Lubeck and the Commissioners discussed the Supreme Court Case, Reed v. Town of Gilbert, Arizona. They discussed applications of this law regarding various types of signs. Mr. Murphy discussed enforcement, noting most companies cooperate with enforcement of signage regulations. Ms. James and the Commissioners discussed identification of signs, off -premise and on -premise signs, and size restrictions for minor signs. Ms. James discussed public art and window signs. Mr. Thompson and the Commissioners discussed regulating window signs, noting currently they are not regulated. They discussed the model ordinance regulation regarding window signs. Ms. James and the Commissioners discussed regulation of signs within the public right-of- way. They discussed the difficulty regarding regulation and enforcement of window signs. Mr. Mahoney noted the consensus of the Commission is not to regulate window signs. Mr. Murphy and the Commissioners discussed realtor signs, noting they are generally self -regulated. Mr. Lubeck discussed Roanoke City regulations. Ms. James discussed regulations regarding clocks, noting they are not regulated as signs. Ms. James, Mr. Thompson, and the Commissioners discussed regulations regarding temporary signs, including construction signs, real estate signs, political signs, and Christmas tree sale signs. Ms. James noted the contractor signs are connected to the building permit. Mr. Thompson, Ms. James, and the Commissioners discussed permitted size, number, and setbacks regarding temporary signs. Ms. James and the Commissioners discussed rent and sale sign regulations, including size of permitted signs within various zoning districts. Mr. Thompson, Ms. James, and the Commissioners discussed regulations regarding political signs and contractor signs. Mr. Murphy discussed regulation of signs within the right-of-way. Mr. Thompson, Ms. James, and the Commissioners reviewed the sign ordinance, including temporary signs, exempt signs, real estate signs, contractor signs, and political signs, including time limits and size. They also discussed directional signs and prohibited signs. Ms. James stated the purpose statement and damaged sign regulation are from the model sign ordinance. Mr. Thompson and the Commissioners discussed the timeline regarding the sign ordinance amendments. Planning Commission Annual Report Mr. Thompson provided an overview of the Annual Report. Mr. Thompson and the Commissioners discussed the status of Route 419 Town Center Plan, They discussed department statistics, including decreased land use cases. Mr. Thompson noted changes to the Zoning Ordinance have made many uses permitted by -right in various zoning districts and future land use designations. Mr. Thompson and the Commissioners discussed study areas for redevelopment, noting areas for new development are limited due to topography and public water availability. They discussed future development opportunities in the area, including study area redevelopment, transportation projects, and Explore Park. Page 2 of 4 ROANOKE COUNTY PLANNING COMMISSION MINUTES MARCH 20, 2078 Mr. Bower made a motion to approve the Annual Report with editorial revisions. Motion passed 5-0. Oafs Grove Center and Hollins Center Planning Studies Mr. Thompson provided a status update regarding the studies, noting the survey process is open through April 7, 2018. He stated the Hollins area has completed approximately 272 surveys and the Oak Grove area has completed approximately 418 surveys. He stated they will be conducting stakeholder interviews, including representatives from the Economic Development Authority, Police Department, Fire and Rescue, realtors, transportation, Greenway Commission, and Oak Grove area schools. He stated staff set- up a table in Goodwill to acquire feedback from citizens and staff. Ms. Newcomb and Ms. DuBois discussed input received. Mr. Thompson stated information received from the surveys will be compiled after the survey closes. Mr. Thompson and the Commissioners discussed the success of the Hollins Planning Study Community Meetings. Citizen Comments There were none. Commissioners' and Staff Comments Mr. Thompson, staff, and the Commissioners discussed potential future land use applications. Mr. Thompson provided an update regarding potential transit service in additional locations within the County. Mr. Thompson informed the Commissioners that the Department of Community will be undergoing reorganization. Mr. Thompson and Ms. DuBois provided a status update regarding the Mountain Valley Pipeline. Mr. Thompson stated Oak Grove Planning Study Community Meetings will be held on Thursday, March 15, 2018, from 4:00 p.m. - 7:00 p.m. and Saturday, March 24, 2018, from 9:00 a.m. to 12:00 p.m. at Oak Grove Elementary School, 5005 Grandin Rd Extension. Mr. Thompson stated VDOT will be holding a Route 3111419 Design Public Hearing on March 29, 2018, at the Roanoke Valley Regional Fire/EMS Training Center, 1220 Kessler Mill Road, from 4:30 p.m. — 6:30 p.m. Mr. Thompson discussed other upcoming County meetings and events. Mr. Thompson noted the Commissioners that the April 3, 2018 Planning Commission Meeting has been canceled.
