WORK SESSION MINUTES

Work Session
Mr. Mahoney called the meeting to order at 4:03 p.m.
Approval of Agenda
Mr. Woltz made a motion to, approve the agenda, which passed 4-0.
Approval of Minutes
Mr. Woltz made a motion to approve the minutes of April 17, 2018, which passed 4-0.
Consent Agenda
Ms. Pattisall provided a brief overview of the petition of Virginia Varsity Storage, Inc.,
including a brief history, zoning, future land use designation, and concept plan. Ms.
Pattisall, Mr. Thompson, and the Commissioners discussed floodpfain, issues, buffering,
and existing easements on the property.
Mr. Hughes provided an overview of the petition of Southwest Virginia Wildlife Center of
Roanoke, Inc., including a brief history of the petition, zoning, and future land use
designation. Mr. Hughes and the Commissioners discussed concept plan and private
road frontage. Mr. Murphy discussed the use of the property and licenses held for the
care of animals at the facility. Mr. Thompson and the Commissioners discussed the
concept plan and private road issues.
Mr. James made a motion to approve, the consent agenda, which passed 5-0.

Mr. Mahoney adjourned the meeting at 4:30. p.m. for site viewing and dinner. He
reconvened the meeting at 6:56 p.m.
Zoning Ordinance Amendments
Mr. Thompson provided a brief overview of agritourism, including definitions, permitted
uses, design standards, and substantial impact. Mr. Thompson and the Commissioners
discussed the appeals process, proposed resolution regarding substantial impact, and
the amendment adoption process. They discussed agritourism ordinances in other
localities including Rockingham County and Culpeper County. They discussed having
regulations which are not overly restrictive, beginning with a broad outline which would
allow the Zoning Administrator to determine substantial impact. They discussed setting
guidelines for substantial impact to prevent the use from changing the character of the
agricultural district. They discussed that if it is determined there is substantial impact, the
petitioner would need to apply for a special use permit. They discussed issues regarding
noise restrictions, building codes, fire codes, and sanitation requirements for events. Mr.
Murphy discussed having use and design standards for outdoor gatherings.
Mr. Thompson and the Commissioners discussed ordinances of other localities. They
discussed the appeals process. They discussed using guidelines without being too
restrictive. They discussed traffic restrictions and plans. They discussed the economic
development advantages of the events. They discussed developing criteria to determine
substantial impact. Mr. Murphy discussed developing criteria which could be defensible.
Mr. Lubeck discussed the need to have guidelines regarding agritourism to provide
guidance to the Zoning Administrator to make a determination. They discussed potential
restrictions. Ms. Pattisall noted use and design standards could be developed for
agritourism. Mr. Thompson and the Commission discussed the State Code regulations.
They discussed creating a form for applicants to complete. The Commissioners
suggested recommending that the Board of Supervisors amend the current noise
ordinance. Mr. Thompson stated staff will provide a draft document for the
Commissioners to review and further discuss.
Wireless Communications Facilities
Mr. Thompson and Mr. Lubeck discussed changes which have been made to regulations
by the Virginia General Assembly. Mr. Hughes reviewed the current regulations, noting
these regulations have not been altered since 1998. He provided a history, definition,
and zoning regulations regarding wireless communications facilities. He reviewed the
current use and design standards, including height, type, lighting, lot size, removal of
defunct equipment, and required documentation from the Federal Aviation Authority
(FAA). He reviewed other requirements, including justification for location need, elevation
diagram, photographic simulation, propagation maps, and balloon test. He discussed
facility types and technology, including micro cell and pico cell. He stated in future action
staff and the Commission will look at definitions and zoning district allowances. Mr.
Lubeck discussed the increase of allowable size of the wireless communication facilities.
Mr. Lubeck and the Commissioners discussed the decreased time allowed to review an
application if a special use permit is required. Mr. Hughes stated staff will continue to
research ordinances of other localities.

Citizen Comments
There were none.
Commissioners' and Staff Comments
Mr. Thompson stated a Joint Roanoke County/Roanoke City Planning Commission Work
Session will be held at 6:00 p.m. on June 19, 2018, at the Roanoke County Administration
Center.
Mr. Thompson stated a resolution will be presented to Mr. Arnold Covey regarding his
years of service to the County at the May 15, 2018 Planning Commission Work Session.
Mr. Thompson, Ms. James, and the Commissioners discussed potential landuse cases
for July public hearings.
Mr. Lubeck provided a status update regarding Triple J Farms, LLC litigation.
Mr. Jones stated a community meeting will be held regarding Hollins Center Plan on
Thursday, May 10, 2018, from 4:00 p.m. — 7:00 p.m. at the Hollins Library. He stated an
additional meeting regarding Hollins will be held Saturday, May 19, 2018 from 9:00 a.m.
-- 12:00 noon at the Hollins Library. He stated community meetings regarding the Oak
Grove Planning Study will be held on May 19, 2018, from 9:00 a.m. -- 12:00 noon and
Thursday, May 24, 2018 from 4:00 p.m. - 7:00 p.m., at the Oak Grove Church of the
Brethren, 2138 McVitty Road.
With no further business or comments, Mr. Mahoney adjourned the meeting at 8:30 p.m.
