1. The petition of Laurel Crest, LLC to rezone approximately 3.27 acres from AR,
Agricultural/Residential, Districtto R-3, Medium Density Multi-Family Residential,
District, located at 5356 Indian Grave Road, Cave Spring Magisterial District.
2. The petition of Western Virginia Regional Industrial Facility Authority and Lewis
Living Trust to rezone 113.6 acres from I-1, Low Intensity Industrial, District and R-
1, Low Density Residential, District to PTD, Planned Technology Development,
District, for a Technology Park located on Wood Haven Road and Thirlane Road,
Catawba Magisterial District.

I.Invocation: Mr. Paul Mahoney
It is a long-standing tradition of the Roanoke County Planning Commission to offer a
prayer or hold a moment of silence prior to conducting public hearings. The goal of
this practice is to set the minds of all who are present to a higher purpose and to invite
all to reflect upon shared ideals and common ends.
We invite County citizens of all faiths, who desire to lead such a prayer or moment of
silence, to please contact the administrative assistantat least two weeks in advance.
When no citizen has arranged to lead the invocation, a member of the Planning
Commission, in his or her individual capacity, will do so.All who are present may
choose whether to stand or otherwise participate.
Disclaimer:
Any invocation that may be offered before the official start of the Commission hearing
shall be the voluntary offering of a private citizen. The views or beliefs expressed by
the invocation speaker have not been previously reviewed or approved by the
Commission and do not necessarily represent the religious beliefs or views of the
Commission in part or as a whole. No member of the community is required to attend
or participate in the invocation and such decision will have no impact on their right to
actively participate in the business of the Commission.

K.Public Hearing Petition:
1. The petition of Virginia Varsity Storage, Inc. to rezone approximately 2.1256 acres
from C-2C, High Intensity Commercial, Districtwith conditions to I-1, Low Intensity
Industrial, District, to remove proffered conditions, and to obtain a special use
permit for a mini-warehouse facility, located at 5881 Starkey Road, Cave Spring
Magisterial District.
2. Proposed amendments to the Roanoke County Zoning Ordinance dealing with
agritourism activities and on a resolution regarding the zoning administrator’s
review of agritourism activities. The proposed amendments would: add
definitions for agritourism, farm brewery, farm distillery, and farm winery in Article
II (Definitions and Use Types); add agritourism, farm brewery, farm distillery, and
farm winery as permitted by right uses in the AG-3 Agricultural/Rural Preserve
District, AG-1 Agricultural/Rural Low Density District, AR Agricultural/Residential
District, and AV Agricultural/Village Center District in Article III (District
Regulations); add use and design standards for agritourism, farm brewery, farm
distillery, and farm winery, and amend use and design standards for special
events facility in Article IV (Use and Design Standards); and add minimum parking
required standards for agritourism, farm brewery, farm distillery, and farm winery,
and amend the parking area surface standards for agricultural and forestry use
types in Article V (Development Standards). The proposed resolution would
provide guidance to the Zoning Administrator when reviewing and determining
agritourism activities.
