Work Session
Mr. Mahoney called the meeting to order at 6:01 p.m.
Approval of Agenda
Mr. James made a motion to approve the agenda, which passed 3-0.
Planning Internship Presentation
Mr. Max DuBois, Planning Intern, provided a presentation regarding his internship with
Roanoke County via Skype. Mr. DuBois provided a PowerPoint presentation, including
Major projects, minor projects, and other experiences. He stated that his major project
was historic properties inventory, including documentation and digitalization of available
information. He discussed the findings including files from the 1992 Historic Site Survey.
He discussed Youth Engagement including research and youth planning engagement
proposals. He discussed the bike and pedestrian inventory, including creating an app for
ArcGIS online.
Mr. DuBois discussed his minor projects, including survey analysis and attending various
meetings. He stated he provided administrative assistance on various projects, including
the Mountain Valley Pipeline, Planning and Zoning Annual Report, Community
Developments E -Newsletter, West Main Street mailing, and compilation of community
event ideas. He discussed training he received, including Awareity, Excel, ArcGis, and
Pictometry. He stated he participated on various site visits, including Williamson Road,
Plantation Road, and code enforcement inspections. He stated he attended meetings,
including Joint City and County meeting, Western Virginia Regional Industrial Facility

Authority Community Meeting, StrengthsFinder training, Finding Purpose in Civil Service
meeting, Roanoke County LEAN Projects meeting, VDOT Pedestrian Safety Action
Program, and City of Roanoke Comprehensive Plan meeting. He stated he learned the
complexity of planning and creating the built environment and compromise in urban
planning to balance accessibility, cost, efficiency, and safety.
Mr. DuBois and the Commissioners discussed the benefits of the Youth Engagement
program. They discussed the importance of early engagement of the area youth. They
discussed various community event ideas. Mr. DuBois stated the most interesting portion
of his internship was the historic research. He discussed the importance of youth
engagement and keeping the community engaged in growth. He stated his internship
was a rewarding experience, noting he has a better understanding of the planning
process.
Zoning Ordinance Amendments
Mr. Murphy discussed potential Zoning Ordinance amendments, including expanding the
Design Handbook to include graphics and charts. He discussed comparing zoning
definitions and use types with surrounding localities. He discussed reviewing alternative
housing trends, allowable personal services, and use and design standards for special
events facilities in AR zoning districts. Mr. Murphy and the Commissioners discussed
simplifying parking requirements. Mr. Murphy discussed adding bed and breakfast and
commercial kennel as permitted uses in AG -3 zoning district. He discussed reviewing the
definition of veterinary hospital/clinic and creating regulations for temporary uses with
tents. Mr. Murphy, Mr. Thompson, and the Commissioners discussed adding
rehabilitation center to the nursing home definition and expanding fuel center use. Mr.
Murphy stated the department name needs to be changed throughout the ordinance. He
discussed reviewing the hotel/motel/motor lodge and extended stay hotels definitions,
including considering use and design standards for these uses. He discussed creating a
task force to provide input regarding the use and design standards for these proposed
amendments. He discussed a request by a citizen to allow roosters with residential
chicken keeping. Mr. Murphy, Mr. Thompson, and the Commissioners discussed
amending the Explore Park District text amendments to encourage economic
development of the park.
Mr. Murphy and the Commissioners discussed other amendments which would assist
with aging in place. They discussed reducing setbacks to accommodate carports and
wheelchair ramps. Mr. Murphy discussed proposed amendments to Planned Commercial
Development (PCD) permitted uses and allowing convenience store or grocery/retail in
R-4 zoning districts. He discussed additional edits to definitions, including temporary
family health structures, landfill rubble, and cemeteries.
Mr. Thompson and the Commissioners discussed making an ongoing list of potential
amendments for future discussion. They discussed the process and options, importance
of keeping the ordinance current, making more uses allowable by -right, and prioritization
of potential amendments to the ordinance.

Mr. Holladay provided a PowerPoint presentation regarding transportation projects
updates, including completed projects, projects under construction, project in design,
projects in FY 2019 Six Year Plan, FY 2020 SMART SCALE applications, 1-81 Corridor
Improvement Plan, and VDOT fall meeting. He stated the transportation story map can

Mr. Holladay discussed completed projects, including Fort Lewis Turnaround, U.S. 220
Communications and Adaptive System Project, Lila Drive Turnaround, and Plantation
Road Bicycle, Pedestrian and Streetscape Improvement Project - Phase 1. He discussed
projects under construction, including Route 116 over Back Creek Bridge Replacement
and Route 220 over Back Creek Bridge Replacement. He discussed projects in design
for FY 18-19, including Route 419 (Colonial Avenue to Valley Drive) and Route 221 (Gorst
Mill Road to Ranchcrest Drive), West Roanoke, River Greenway (Riverside Park to Green
Hill Park), and East Roanoke River Greenway (Water Treatment Plant to Blue Ridge
Parkway). He discussed project in design for FY 19-20, including Route 419 Widening,
Safety, and Mlultimodal Improvements (Route 220 to Ogden Road), Fallowater Lane
Extension, West Main Street Pedestrian Improvements (City of Salem to Technology
Drive), Lila Drive/Plantation Road Intersection Safety Improvements. He reviewed other
projects in design for FY 20-21, including 1-81 Auxiliary Lanes, Route 311/Route 419
Intersection Safety and Congestion Improvements, Plantation Road Project - Phase 11,
Williamson Road/Peters Creek Road Pedestrian Improvements, Roanoke River
Greenway (Blue Ridge Parkway to Explore Park), Route 221 over Martins Creek Bridge
Replacement, and Diuguids Lane over Roanoke River Bridge Rehabilitation. Mr.
Holladay and the Commissioners discussed collaborating with other localities on
signalizafion projects. They also discussed funding issues for projects.
Mr. Holladay discussed other projects in the FY 2019 Six Year Improvement Program,
including Route 419/Route 220 Diverging Diamond Interchange Preliminary Engineering,
Starkey Road/Buck Mountain Road Intersection Improvements, 1-581 Exit 2 Interchange
Study, Roanoke River Greenway (Blue Ridge Parkway Crossing), Roanoke River
Greenway {Explore Park to Rutrough Road), McAfee Knob/AT at Route 311 Pedestrian
Improvements, and Dry Hollow Road Safety Improvements.
Mr. Holladay reviewed the FY 2020 SMART SCALE applications, including Route
419/Route 220 Diverging Diamond Interchange, McVitty Road Improvements, Old Cave
Spring Road Improvements, Williamson Road Pedestrian Improvements. He discussed
1-81 projects and Orange Avenue Improvements from 11th Street to Gus Nicks Boulevard.
He discussed the future project on Route 419 from Ogden Road to, Starkey Road. Mr.
Holladay and the Commissioners reviewed the SMART SCALE timeline.
Mr. Holladay and the Commissioners discussed the Interstate 81 Corridor Improvement
Plan, including Senate Bill 971. They discussed legisIatives initiatives. Mr. Holladay
stated two rounds of public meetings have been held, noting study findings will be
reported to the General Assembly in December. He stated the VDOT Fall Meeting will
be held on Thursday, October 25, 2018 at the Holiday Inn -Valley View, 3315 Ordway
Drive, noting the open house to review SMART SCALE applications begins at 2:00 p.m.
and the 1-81 Corridor Improvement Plan Public Hearing begins at 3:00 p.m.

Commissioners' and Staff Comments
Mr. Thompson and the Commissioners discussed the status of the petition of Horace
Obenchain.
Mr. Thompson and the Commissioners discussed the status of Friendship South Project.
Mr. Thompson stated the Roanoke County Board of Supervisors will hold a public hearing
on October 23, 2018, at 3:00 p.m., regarding truck restrictions near Wood Haven Road.
Mr, Thompson stated the Plantation Road Project — Phase 1 ribbon cutting will be held
on October 31, 2018, beginning at 2.30 p.m.
Mr. Thompson stated the 2018 State of County will be held on November 13, 2018, at
Holiday Inn -Tanglewood, beginning at 7:30 a.m.
With no further business or comments, Mr. Mahoney adjourned the meeting at 8:53 p.m.
