Work Session
Mr. Mahoney called the meeting to order at 6:00 p.m.
Approval of Agenda
Mr. James made a motion to approve the agenda, which passed 4-0.
Regional Blueways
Ms. Amanda McGee provided'a PowerPoint presentation. She noted that the Roanoke
River Blueway is a 45 -mine stretch of the Roanoke River beginning in Montgomery County
and traveling through City of Salem, Roanoke City, and ending in Roanoke River Gorge
in Roanoke County. She reviewed partners which regularly contribute to the project and
regional funding contributions.She reviewed economic development asset, including
outdoor recreation for tourism, supporting outfitters and local businesses, and unique
connection to greeniway. She discussed program achievements, including the Governor's
Award for Environmental Excellence for Implementing the Virginia Outdoors Plan, Virginia
Treasures Designation for all access points, Virginia Tourism Corporation Grant, and ACA
Designated Water Trail. She discussed the Roanoke River Blueway Brochure, website

and Facebook design and maintenance, cultivating partnerships through the Blueway
Committee, and features in Roanoke Business, Roanoke Times, and other media
sources. She discussed Roanoke County access points along Roanoke River and area
tributaries, She discussed improvements, including Green Hill Park, Blue Ridge Parkway
— Roanoke River Overlook, and Rutrough Point. She discussed future improvements
including the Adventure Plan with zip line tower, performance barn, pedestrian bridge,
fishing access, and whitewater course. She discussed tributary access improvements at
Jae Valley Park and Mason Creek. Ms. McGee and Mr. Holladay discussed the success
of the November 17, 2018 Roanoke County Explore Park Cleanup Day, noting
approximately 75 people participated.
Ms. McGee discussed future blueway activities, including connect the greenway and
blueway in marketing, branding, and on ground, evaluating blueway for access
improvements/new locations, improving wayfinding signage, redeveloping website, and
continuing to leverage partnerships and supporting community efforts. Ms. McGee and
Mr. Bill Tanger discussed the May 2019 Spring Float which has been scheduled. Mr.
Tanger stated the blueway provides quality of life in many aspects to the valley. He stated
tremendous opportunity for marketing the area. Mr. Tanger and the Commissioners
discussed future funding of the blueway. They also discussed land donation. Ms. McGee,
Mr. Tanger, and the Commissioners discussed various ways localities can help with the
development of the blueway.
Zoninq Ordinance Amendments
Mr. Thompson discussed allowing special events in AR zoning, noting it is currently an
allowed use with a special use permit in AG -3, AG -1, and AV zoned areas. Mr. Thompson
and the Commissioners discussed placing an acreage restriction on the use. They
reviewed maps of properties within the County which are zoned AR. They discussed
parking and noise on smaller size lots. They reviewed previous special events in the
County. The consensus of the Commission was to require 10 acre minimum to allow the
use in AR zoning with a special use permit.
Mr. Thompson and the Commissioners discussed adding bed and breakfast and
commercial kennel in AG -3 zoning due to them not being list on Municode. Mr. Murphy
discussed veterinary hospital and amending commercial kennel use. Mr. Murphy and the
Commissioners discussed regulations of other localities regarding providing an area for
post-surgery care of animals. Mr. Thompson, Mr. Lubeck, Mr. Murphy, and the
Commissioners discussed boarding aspect of veterinary hospital and having indoor
boarding with outside exercise area. Mr. Thompson, Mr. Murphy, and the
Commissioners discussed regulating agencies and certification requirements for these
facilities. Mr. Thompson and the Commissioners discussed private road frontage
requirements for commercial uses. The consensus of the Commission was for staff to do
additional research and bring findings back for future discussion.
Mr. Thompson, Mr. Murphy, and the Commissioners discussed combining rehab center
to nursing home, life care facility and adult care residences definitions. They discussed
State regulations regarding this use. They discussed impacts from a land use
perspective, especially if the facility adjoins a residential area.

Mr. Murphy and the Commissioners discussed setback requirements for
structures/accessory uses. Mr. Murphy, Mr. Lubeck, Mr. Thompson and the
Commissioners discussed requirements regarding the American Disabilities Act. Mr.
Thompson stated staff will research and bring a compilation of various setback
requirements for future discussion with the Commissioners.
Mr. Thompson, Mr. Hughes, and the Commissioners reviewed definitions regarding
wireless communications facilities. They discussed the latest legislation which limits
localities regulation of the facilities. Mr. Thompson and the Commissioners discussed co -
location, small cells, micro cells, and enhancing capacity of towers. They discussed
adhering closely to the State regulations when amending the ordinance and creating use
and design standards.
2019 Planning Commission Schedule
Mr. Thompson and the Commissioners discussed the 2019 schedule. Mr. Mahoney
suggested having only one meeting per month. Mr. Thompson and the Commissioners
discussed this issue. The consensus of the Commission was to have the July meeting
on July 9, 2019, and to have only one meeting in both July and August. The rest of the
year there would be two meetings per month.
Mr. Bower made a motion to approve the 2019 Planning Commission Schedule as
presented and discussed, which passed 4-0.

Commissioners' and Staff Comments
Mr. James stated he will be unavailable to attend the December 3, 2018 Planning
Commission Meeting.
Mr. Thompson discussed upcoming petitions and topics for future meetings.
With no further business or comments, Mr. Mahoney adjourned the meeting at 8:16 p.m.
