Work Session
Mr. Mahoney called the meeting to order at 4:03 p.m.
Approval of Agenda
Mr. Henderson made a motion to approve the agenda, which passed 4-0.
Consent Agenda
Mr. Thompson and staff provided a brief overview of the petitions of Venture Storage
Group, LLC, Virginia Interventional Pain and Spine Center, and Economic Development
Authority of Roanoke County et al.
Mr. Mahoney adjourned the meeting at 4:05 p.m. for site viewing.
Mr. Mahoney reconvened the meeting at 5:08 p.m.
Mr. Thompson and the petitioners discussed the petition of Economic Development
Authority of Roanoke County et al, including a brief history, zoning, future land use
designation, and covenants. Mr. Thompson and the Commissioners discussed the
master plan, covenants, and current proffered conditions. They discussed requesting
input regarding the petition from the Community Development Authority (CDA),
Mr. Bower made a motion to approve the consent agenda, which passed 3-0.

Zoning Ordinance Amendments
Mr. Thompson provided a brief overview of proposed amendments, including the site plan
process and Land Development Procedures. He discussed making name changes to
reflect the separate departments which are currently within the Department of Community
Development for consistency within the ordinance.
Mr. Thompson provided a brief history and overview of proposed changes to the Explore
Park District, noting he will discuss suggested changes with Mr. Doug Blount, Director of
Parks, Recreation, and Tourism. He discussed removing Virginia Living Histories, Inc.
and including County of Roanoke in the applicability section. He discussed permitted
uses and accessory uses allowed in the district. He discussed calculations regarding
limits on developed areas in order to preserve open space within the park. Mr. Thompson
and the Commissioners discussed applicable standards and regulations for adjoining
property owners if they desire to become part of the Explore Park District, including the
application process. They discussed compliance with the Comprehensive Plan.
Mr. Thompson discussed use and design standards for the district, including uses allowed
only with a special use permit and additional standards. Mr. Thompson and the
Commissioners discussed commercial uses, including automobile rental/leasing,
business support services, convenience store, gasoline station, restaurant, drive-in or fast
food, and retail sales. They discussed size, setbacks, and buffering of these uses. They
discussed potential industrial uses including transportation terminal. Mr. Thompson
stated he will discuss suggestions with Mr. Blount, noting he will present additional
information to the Commission at a future work session.
Mr. Thompson and the Commissioners discussed proposed revisions to the special use
permit process. They discussed revising or removing time limitations after the special
use permit is approved. They discussed the standards and procedures associated with
the County's rezoning and variance requests. Mr. Thompson discussed making the
process more consistent.
The consensus of the Commission was to move forward with the amendments as
discussed.
Mr. Thompson and the Commission discussed additional revisions which will be
addressed separately, including wireless facilities and the floodplain ordinance.

Mr. Lubeck provided a status update regarding Triple J Farm Events litigation.
Mr. Lubeck provided a status update regarding litigation involving the Southwest Virginia
Wildlife Center of Roanoke, Inc.
Mr. Thompson discussed potential upcoming land use applications.
