Work Session
Mr. Mahoney called the meeting to order at 4:00 p.m.
Approval ofAnenda
Mr. James made a motion to approve the agenda, which passed 4-0.
Approval of Minutes
Mr. Woltz made a motion to approve the minutes of November 5, 2018, which passed 4-
0.
Mr, James made a motion to approve the minutes of November 19, 2018, which passed
3-0-1, with Mr. Woltz abstaining.
Mr. Bower made a motion to approve the minutes of December 3, 2018, which passed
3-0-1, with Mr. James abstaining,
Consent Agenda
Ms. James provided an overview of the petition of Rhonda S. Conner, including current
zoning and future land use designation. Mr. Thompson stated if the parcel was 5 acres
and not 4.68 acres the use would be permitted by right. Mr. Thompson, Ms., James,
and the Commissioners discussed the current regulations regarding this use.
Mr. Jones provided an overview regarding the petition of Virginia Class Action Softball
Club, including landscaping, concept plan, buffering, and property access. He, stated
the property is located within the Floodplain Overlay District and near the Botetourt
County line. He stated a community meeting regarding this petition will be held at 6:30,
p.m. on Thursday, January 24, 2019, at Bonsack Elementary School, 5437 Crumpacker
safflam.

Drive. Mr. Thompson, staff, and the Commissioners discussed floodplain issues and
lighting requirements.
Ms. James provided an overview of the Balzer and Associates, Inc. petition, including
current zoning, concept plan, and future land use designation. She stated a community
meeting regarding this petition will be held at 6:30 p.m. on Thursday, January 17, 2019,
in the first floor Board of Supervisors Meeting Room of the Roanoke County
Administration Center, 5204 Bernard Drive. Ms. James and the Commissioners
discussed buffering, lighting, surrounding zoning, and the Colonial Avenue Corridor
Design Guidelines.
Mr. Woltz made a motion to approve the consent agenda, which passed 5-0
Election of Officers
Mr. Thompson opened the floor for nominations of chairman for the 2019 calendar year.
Mr. Woltz nominated Mr. Henderson. No other nominations were received and the
Commission voted 4-0-1, for Mr. Henderson as chairman for 2019, with Mr. Henderson
abstaining.
Mr. Thompson opened the floor for nominations of vice-chairman for the 2019 calendar
year. Mr. Woltz nominated Mr. James. No other nominations were received and the
Commission voted 4-0-1 for Mr. James as vice-chairman for 2019, with Mr. James
abstaining.
Citizen Comments
There were none.
Commissioners' and Staff Comments
Mr. Thompson provided correspondence received from Roanoke City and two citizens
regarding the petition of Virginia Interventional Pain and Spine Center. Mr. Thompson
and the Commissioners discussed proposed proffers including a sanitary sewer
easement.
Mr. Thompson stated Venture Storage Group, LLC has been postponed at the request
of the petitioner. He provided correspondence received regarding the petition.
Mr. Thompson provided an update regarding the Economic Development Authority et al
petition.
Mr. Thompson informed the Commission that Ms. Tara Pattisall has resigned from her
position with Roanoke County Planning Department.
Mr. Mahoney adjourned the meeting for site viewing and dinner at 4:31 p.m.
EVENING SESSION
Mr. Henderson called the Public Hearing to order at 7:00 p.m. Mr. Woltz gave the
invocation and led the pledge of allegiance.

Mr. Henderson noted the petition of Venture Storage Group has been postponed by the
petitioner until the February 5, 2019 Planning Commission Public Hearing.
Mr. Lubeck provided an update regarding the status of the petition of Economic
Development Authority of Roanoke County et al. He stated the Economic Development
Authority (EDA) would like to provide Tecton Products the opportunity to sign the
petition to be included in the land use case. He stated Ms. Jill Loope, Director of
Economic Development, has been communicating with Tecton representatives, noting
she has recommended delaying the petition until the February 5, 2019 Planning
Commission Public Hearing. Mr. Lubeck and the Commissioners discussed procedural
issues regarding this petition. Mr. Lubeck suggested that citizens comment on this
matter during the citizen comment section.
The consensus of the Commission was to hear public comments regarding this petition
during the public comment section of the meeting.
Mr. Woltz made a motion to delay the public hearing for the petition of Economic
Development Authority of Roanoke County et al until the February 5, 2019 Planning
Commission Public Hearing, which passed 5-0.
1. The petition of Virginia Interventional Pain and Spine Center to amend the
proffered conditions on approximately 3.2 acres zoned C -1C, Low Intensity
Commercial, District with conditions, located in or near the 3300, 3400, and 3500
blocks of Ogden Road, Cave Spring Magisterial District. The amended proffers
would amend the concept plan and freestanding light pole height. Proffers
dealing with building square footage, building height, signage, screening and
buffering, stormwater management, development phasing, sewer easements,
and use restrictions would be deleted. Mr. Thompson presented the staff report,
including a history of the petition, buffering, and surrounding zoning. He
reviewed the concept plan, property access, lighting, future land use designation,
and traffic impact analysis. He provided correspondence to the Commissioners
from Mr. Chris Hudson and Ms. Lee Hudson, adjacent property owners, and Mr.
Ian Shaw, Roanoke City Planning Administrator.
Mr. Mahoney discussed the addition of a proffer requiring a sanitary sewer
easement from the petitioner.
Mr. Ray Craighead, Craighead and Associates, discussed the elevation of the
property and visible mountainscapes. Mr. Waltz inquired about the proffered
concept plan. Mr. Craighead discussed the concept plan, noting they may need
to put in retaining walls. He stated the development is intended to be three
parcels when completed with shared parking. Mr. Woltz inquired about buffering
above the retaining wall. Mr. Craighead affirmed the buffering would be above
the retaining wall, noting the current plan is rough and a new hard survey will be
conducted. Mr. Mahoney inquired about the sanitary sewer easement. Mr.
Craighead discussed this issue, noting the property line is above the easement.
Mr. Mahoney inquired about Roanoke City's suggestion regarding public
sidewalk construction along Ogden Road. Mr. Craighead discussed the concept

plan and elevation, noting if a sidewalk is constructed it would need to be above
street level. Mr. Woltz inquired about the elevation of the nearby office building.
Mr. Craighead discussed this issue.
Mr. Henderson opened the public hearing for public comment.
With no citizens requesting to speak, Mr. Henderson closed the public hearing.
Mr. Bower inquired about sidewalk construction. Mr. Thompson discussed the
sidewalk suggestion, including the easement, funding for construction, and
maintenance of the sidewalk. Mr. Bower inquired about including the sidewalk in
the proffered conditions. Mr. Thompson discussed this issue. Mr. James
inquired about the general conformance proffered condition regarding setbacks.
Mr. Thompson discussed this issue. Mr. Woltz stated a sidewalk proffer would
burden the petitioner, noting the petitioner is making an allowance with space for
a sidewalk in the future. Mr. Bower stated it is unclear how the sidewalks along
Ogden Road would tie together at this time, noting he does not think a proffer is
appropriate at this time. Mr. Henderson inquired about proffering the setbacks.
Mr. Thompson and the Commissioners discussed the proffered condition
regarding general conformance.
Mr. Mahoney made a motion to recommend approval of the request with the
following proffered conditions:
1. The site will be developed in general conformance with the titled Preliminary
Site Schematic Plan for Ogden Road, Professional Park concept plan as
prepared by Craighead and Associates, dated 1012312018.
2. All freestanding pole mounted site lighting will not exceed eighteen (18') feet
from grade.
Mr. Thompson called the roll and the motion passed (5-0) with the following vote:

Mr. Thompson stated the Board of Supervisors Public Hearing regarding this
petition will be held on Tuesday, January 22, 2019.
2. The petition of Venture Storage Group, LLC to obtain a Special Use Permit in a C-
2, High Intensity Commercial, District to construct a mini warehouse storage
facility on 3.10 acres, located near the 4400 block of South Peak Boulevard, Cave
Spring Magisterial District was postponed by the petitioner until February 5, 2019.
3. The petition of the Economic Development Authority of Roanoke County et al to
amend the master plan for the Center for Research and Technology and to
remove the proffered condition on properties totalling approximately 454.25 acres

zoned PTD, Planned Technology District, located on Glenmary Drive and
Corporate Circle, Catawba Magisterial District was postponed by the Planning
Commission until February 5, 2019.
Citizens' Comments
Mr. Reggie Poff, 5110 Glenvar Heights Boulevard, stated he would like more specific
information regarding the petition of the Economic Development Authority of Roanoke
County et al. Mr. Thompson provided additional information regarding the plan, noting
currently the covenants are tied to the development. He stated the current petition will
tie the restrictions to the zoning of the property. He stated they will separate the
covenants from the zoning, noting the covenants will remain in the master plan. He
discussed current and potential uses of the property. He discussed restrictions within
the Planned Technology District (PTD). He discussed signage, fencing, and buffering.
Ms. Sharon Clark, 5808 Prunty Drive, inquired about the petition of Economic
Development Authority et al. She inquired about buffering and low lighting along Prunty
Drive. She stated another roadway for this development was previously discussed. Mr.
Thompson discussed these issues, noting he does not think the intent is to access the
development on Prunty Drive. Ms. Loope referenced the conceptual drawing which
shows no plan to build a road. Mr. Thompson stated it is prudent to postpone the public
hearing to see if Tecton Products wants to be part of the current petition.
Comments of Plannina Commissioners and_Plannina Staff
Mr. Mahoney discussed the site visit to the Balzer and Associates, Inc. petition site. He
stated from a procedural standpoint, it concerns him that property's future land use
designation is Neighborhood Conservation. He noted the proposed use is inconsistent
with the Comprehensive Plan. He inquired about amending the Comprehensive Plan to
Transition in this area. Mr. Thompson and the Commissioners discussed this issue.
They reviewed procedural issues regarding amending the Comprehensive Plan.
Mr. Mahoney made a motion to direct staff to advertise a Public Hearing for February 5,
2019, on an amendment to the Comprehensive Plan for four lots on Colonial Avenue
from Neighborhood Conservation to Transition, which passed 5-0.
Final Orders
1. The petition of Horace Obenchain to rezone approximately 82.05 acres from R-1,
Low Density Residential, District to AG -3, Agricultural/Rural Preserve, District,
located at 4191, 4185, and 4165 Barley Drive, Catawba Magisterial District, was
approved by the Board of Supervisors at a Public Hearing on November 20,
2018.
2. The petition of the petition of Richard Atkinson and Kay Atkinson to rezone
approximately 6.398 acres from R-1, Low Density Residential, District and AR,
Agricultural/Residential, District to AV, Agricultural/Village Center, District and to
obtain a special use permit for a construction yard, located at 4821 and 4835
Poor Mountain Road, Catawba Magisterial District, was approved by the Board of
Supervisors at a Public Hearing on November 20, 2018.
