WORK SESSION MINUTES

Work Session
Mr. Henderson called the meetings to order at 6:02 p.m.
Approval of Agenda
Mr. Bower made a motion to approve the agenda, which passed 4-0.
419 Town Center Plan
Mr. Thompson reviewed the history of the plan, changes to the appendix, and the
Introduction section. He reviewed changes to the Existing Conditions Summary,
including zoning, future land use, topography, transportation, and infrastructure. He
discussed changes to the Market Analysis and Community Engagement sections, He
discussed updates, including the addition of draft plan reveal, Planning Commission and
Board of Supervisors meetings, and changes to outreach section. He discussed The
Plan section, including vision and principles. He discussed the addition of core
concepts, including harnessing the power of our location, creating an authentic place,
improving connectivity, celebrating the Town Center's nature and the corridor's natural
settings, and promoting a sense of community and inclusion. He reviewed the Urban
Design Framework section, including development types, circulation plans, public realm,
and green infrastructure.
Mr. Thompson discussed the Catalyst Projects section, including catalyst sites with
tables and fields added for Old Country Plaza, Madison Square, and Tanglewood Malll.
He discussed edits which were made to mapping components and conceptual plans
from a 5 to 7 -Year Plan up to a 20 -Year Plan. He discussed Additional Residential
Opportunities section which includes the Ridges including South Peak and Old

Heritage. He discussed the Implementation section, including encouraging
development of a safe Main Street environment, increasing mobility and connectivity
throughout the study area, and continuing to engage the community in the
implementation process. Mr. Thompson discussed the timeline regarding the revised
draft 419 Town Center Plan.
Mr. Thompson discussed the traffic analysis and funding for changes within the Route
419 area. They discussed feedback received from the Board of Supervisors regarding
the plan. Mr. Thompson, Ms. Cronise, and the Commissioners discussed funding
methods for transportation projects. Mr. Thompson noted that without the study the
area would not have been ranked for funding for transportation projects within the
corridor. Mr. Thompson, Ms. Cronise, and the Commissioners discussed the possibility
of updating information and traffic data used in the plan.
The consensus of the Commissioners was to put the 419 Town Center Plan on the
February 5, 2019 Planning Commission Consent Agenda for a March 5, 2019 Planning
Commission Public Hearing. Mr, Thompson requested the Commissioners to submit a
list of items to include or changes they would like to make regarding the final draft of the
plan.
Mr. Thompson, Ms. Cronise, and the Commissioners discussed input received from
Roanoke City staff members regarding the proposed changes to the 419 corridor,
including pedestrian and traffic movement.
2018 Planning Commission Annual Report
Ms. Howard -Dubois reviewed the Draft 2018 Annual Report, including zoning, long-
range planning, and transportation. She requested the Commissioners submit any
information they would like to include in the report by January 22, 2019. Mr. Thompson
staffed the 2018 Planning Commission Annual Report will be included on the agenda for
February 5, 2019 Planning Commission meeting. He stated it will then be forwarded to
the Board of Supervisors.
2019 Planning Commission Work Plan
Mr. Thompson reviewed the work plan, noting the Planning Commission and staff have
achieved many things in the past year. He noted that some items are ongoing. They
discussed not having taken action on the Zoning Ordinance amendment regarding
wireless communications, Mr. Thompson and the Commissioners discussed the Route
460 Access Plan, noting much of the plan also involves Roanoke City. Mr. Thompson
discussed the history and intent of the Route 460 Access Plan. He also stated the
County plans to hire a consultant for the study of this area. He discussed the scope of
work for the plan, noting the scope has expanded from Roanoke City to the Botetourt
County line. Mr. Thompson and the Commissioners discussed prioritization and
comprehensively reviewing the entire corridor. Ms. Cronise stated the Route 460
corridor is second highest trafficked corridor in the area.
Mr. Thompson and the Commissioners discussed other Zoning Ordinance
amendments, including the Floodplain Overlay District, sign regulations, and wireless
communications facilities. Mr. Thompson reviewed fracking, noting Ms. Newcomb

previously wrote a White Paper on this issue. Mr. Thompson and the Commissioners
discussed the 419 Town Center Code Amendments. They also discussed other
potential large projects.
Mr. Thompson stated he will have the draft 2019 Planning Commission Work Plan for
the Commissioners to review in February.
Citizen Comments
There were none.
Commissioners' and Staff Comments
Mr. Mahoney stated if a petition regarding the Roanoke Resource Authority is submitted
in the future, he will need to recuse himself from involvement in the case. He also
inquired about Montgomery County's involvement with roadway to the landfill. Mr.
Thompson and the Commissioners discussed this issue and the access corridor.
Mr. Thompson provided a status update regarding the Economic Development Authority
of Roanoke County et al petition.
Mr. Thompson and the Commissioners discussed the proposed amendment to the
Roanoke County Comprehensive Plan regarding four parcels between 4904 Colonial
Avenue and 4920 Colonial Avenue.
Mr. Thompson stated a community meeting regarding the petition of Balzer and
Associates, Inc. will be held at 6:30 p.m. on Thursday, January 17, 2019, in the first
floor Board of Supervisors Meeting Room of the Roanoke County Administration
Center, 5204 Bernard Drive. He stated a community meeting regarding the petition of
Virginia Class Action Softball Club will be held at 6:30 p.m. on Thursday, January 24,
2019, at Bonsack Elementary School, 5437 Crumpacker Drive.
Mr. Thompson and the Commissioners discussed topics for discussion at future
meetings.
With no further business or comments, Mr. Henderson adjourned the meeting at 7:41
p. M.
