Consent Agenda Ms. James provided an overview of SRW Squared LLC petition, including zoning, future land use designation, and concept plan. She stated a restaurant will operate within the facility. Ms. James and the Commissioners discussed the hours of operation and restrictions. Ms. James, Mr. Thompson, and the Commissioners discussed the history of the building and potential ancillary uses., Ms. Newcomb provided an overview of Lindor Development, LLC petition, including a brief history of the property, zoning, and future land use designation. She reviewed the concept plan, property access, and topography. Ms. Newcomb, Mr. Thompson, and the Commissioners discussed the floodplain map and traffic impact analysis. Mr. Thompson provided an overview of the proposed amendments to the Zoning Ordinance regarding Explore Park (EP) District. Mr. Thompson and the Commissioners discussed the proposed amendment including District Standards and Use and Design Standards. Mr. Mahoney made a motion to approve the consent agenda, which passed 5-0. Page 1 of 3 ROANOKE COUNTY PLANNING COMMISSION MINUTES MARCH 19, 2049 Hollins Center Plan Ms. Cronise provided a PowerPoint presentation, including an overview of the plan. She provided a summary of the community meetings which were held in March, 2018. She stated the participants identified desired development, including restaurants, coffee shops, bars and breweries, entertainment venues, specialty grocery stores, town center, youth center, sports complex, apartments, library, and retirement housing. She discussed themes received from feedback, including adding sidewalks, bike lanes, and shared use paths, redevelop commercial areas into mixed housing, rebuild the library at more central location, and protect and preserve natural resources and parks. She provided a summary of community meetings held in May, 2018, including options regarding commercial redevelopment, low-density housing, high-density housing, public space, outdoor recreation, public space, outdoor recreation. She discussed pedestrian options, bicycle options, and mass transit options. Ms. Cronise discussed the survey which was open from February 1, 2018 — April 7, 2018, noting both English and Spanish versions of the survey were available. She discussed survey highlights, including housing and land use, economic conditions and features, and transportation and streetscape. She discussed stakeholder interviews, including development and businesses, transportation, public safety, and infrastructure. She discussed other outreach, including study area visits, Williamson Road Area Business Association, Wells Fargo, Roanoke County Parks, Recreation and Tourism Advisory Commission, Roanoke County Parks, Recreation and Tourism Tons of Fun booth, and Peters Creek Road Goodwill store. Ms. Cronise, Mr. Thompson, and the Commissioners discussed the Draft Vision Statement. They discussed the importance of including businesses, housing, and restaurants. They discussed creating a multiuse town center with multi -family housing. They discussed industry and businesses in the area. They discussed current infrastructure including water and sewer availability. They discussed developing the area closer to Hollins University as a hub with a library and grocery store. They discussed ownership of various parcels in the area. Ms. Cronise discussed the Draft Principles and Core Concepts, including continuing to improve and expand the multimodal transportation network, upgrading community facilities, creating a destination, and pursuing opportunities for collaboration. Mr. Thompson, Ms. Cronise, and the Commissioners discussed prioritizing the principles and core concepts. They discussed collaborating with other localities regarding transit. Ms. Cronise stated community meetings regarding the Draft Plan Reveal will be held on March 23, 2019, from 9:00 a.m. -- 12:00 noon and on March 25, 2019, from 4:00 p.m. — 7:00 p.m. at the Hollins Library. Mr. Thompson, Ms. Cronise, and the Commissioners discussed the timeline for the plan. Mr. Thompson noted the plan is a draft document. Zoning Ordinance Amendments Mr. Thompson discussed Section 30-92-6, Applicability of Regulations and Requirements. He reviewed screening, landscaping, and buffer yards. He reviewed the buffering requirements between various zoning designations, including the 1-1 zoned parcels which abut C-2 zoned properties. Mr. Thompson and the Commissioners discussed providing developers more options and flexibility regarding buffering. Mr. Thompson and the Commissioners discussed regulations of other localities. Upcoming Meetings Mr. Thompson and the Commissioners discussed upcoming meetings, including Hollins Center Community Meetings on May 23, 2019 from 9:00 a.m. to 12:00 p.m. and March 25, 2019, from 4:00 p.m. to 7:00 p.m. Mr. Thompson stated there are no Planning Commission Public Hearings scheduled for April 2, 2019. Mr. James made a motion to cancel the April 2, 2019 Planning Commission Public Hearing, which passed 5-0. Citizen Comments There were none. Commissioners' and Staff Comments Mr. Thompson stated the Virginia Recreational Facilities Authority (VFRA) will hold a meeting on March 20, 2019, to discuss proposed changes to Explore Park. Mr. Thompson and the Commissioners reviewed topics for discussion at future meetings.
